    تحولات و پویایی های ژیوپلیتیکی جنوب غرب آسیا متاثر از گفتمان و پاد گفتمان های مختلفی است؛ اما آنچه در این میان بیشتر به چشم می آید رقابت سه گفتمان مسلط با عنوان گفتمان «اسلام شیعی » جمهوری اسلامی ایران، گفتمان «ضد شیعی » اعراب سنی و گفتمان «مبارزه با تروریسم » غرب است. هر سه گفتمان فوق از یک هویت مسلط برخوردارند که بر مبنای همین هویت مسلط سعی در تعریف هویت «دیگری » به عنوان دشمن دارند. گفتمان ضد شیعی اعراب سنی بر مبنای همین تفکر دیگری خود را «شیعه » و «ایران » و گفتمان اسلام شیعی جمهوری اسلامی، دیگری خود را «سکولاریسم » و «آمریکا » قرار داده اند؛ اما گفتمان غرب دیگری خود را «مبارزه با تروریسم » و «مبارزه با بنیادگرایی اسلامی » قرار داده است. نکته کلیدی بحث هم به همین مسیله مرتبط است.  در حقیقت، گفتمان غرب بر مبنای تیوری قدرت هوشمند خود و با توجه به مولفه های جنگ نرم معتقد به هیچ دوست یا دشمنی برای خود، در همه زمان ها و مکان ها نیست؛ بلکه بر مبنای سیاست خارجی پراگماتیسمی یا عمل گرایانه خود بسته به نوع استراتژی ها و اهداف ژیوپلیتیکی خود به این کار مبادرت می ورزد؛ اما هر دو گفتمان ژیوپلیتیکی عربستان سعودی و جمهوری اسلامی ایران دیگری خود را هویتی ثابت و همچنین کشوری واحد قرار داده اند و به تبع آن، در همه شرایط و زمان ها بر مبنای همان دیگری به روایت ژیوپلیتیکی خود اقدام می کنند.

    در دنیای امروز محیط زیست و بحرانهای زیست محیطی دیگر یک مقوله مختص به منطقه ژیوپلیتیکی خاص نمی باشد، بلکه به مقوله های جهانی با تبعات بین المللی تبدیل شده است. قرار گرفتن منطقه غرب آسیا در منطقه ای خشک و نیمه خشک از نظر آب و هوایی، رشد تکنولوژی، افزایش جمعیت، کاهش منابع آبی و شکل گیری پدیده ریزگردها، در کنار وجود جنگ های منطقه ای، با ایجاد آلودگی ها و مشکلات زیست محیطی با بین المللی ، نیاز به شکل گیری تا ب آوری زیست محیطی را به عنوان امری ضروری برای این منطقه مطرح می سازد. بر این اساس، سیاست و رویکرد مناسب در جهت شکل گیری تاب آوری زیست محیطی در منطقه غرب آسیا سوالی است که این مقاله تلاش دارد به آن پاسخ گوید. لذا، نویسندگان این مقاله معتقد هستند اگرچه حاکم بودن نگاه امنیت نظامی مبتنی بر امنیت منفی در منطقه غرب آسیا باعث گردیده تا این منطقه فاقد الگوی مناسبی برای دستیابی به تاب آوری زیست محیطی باشد، اما اتخاذ رویکرد توسعه پایدار برای منطقه غرب آسیا در جهت ایجاد امنیت پایدار می تواند با توازن بخشیدن به طور همزمان بین عملکردهای زیست محیطی و انسانی به شکل گیری تاب آوری زیست محیطی در این منطقه یاری رساند. روش پژوهش این تحقیق توصیفی – تحلیلی است.

    سوریه از جمله کشورهای خاورمیانه ی عربی است که روند دولت- ملت سازی در این کشور تاکنون موفق نبوده است. در این مقاله به بررسی مدل های دولت- ملت سازی و توضیح و تبیین آنها در منطقه خاورمیانه عربی با تاکید بر قرارداد سایکس- پیکو و سپس به واکاوی چالش های دولت- ملت سازی و موانع پیش روی این فرآیند در سوریه می پردازیم. پرسش اصلی مقاله این است که مهمترین چالش های ناکامی فرآیند دولت - ملت سازی در سوریه کدامند؟ علی رغم اینکه عامل اصلی پایه ریزی این ناکامی به نقش قدرت های استعماری (انگلیس و فرانسه) برمی گردد؛ ولی نویسنده بر این اعتقاد هست که در طول چند دهه ی اخیر آنچه که این ناکامی را تشدیدکرده در ابتدا؛ اقتدارگرایی داخلی و بعد؛ نقش قدرت های منطقه ای بوده است. نویسنده ابعاد داخلی مانند (بافت جمعیتی- مذهبی، همزادپنداری مذهبی، فساد فراگیر، توسعه ناهمگون اقتصادی، عدم شکل گیری تشکیلات نخبگان ملی، اقتدارگرایی ناپایدار و همچنین وضعیت خدمات عمومی) را بررسی خواهد کرد.

    تلاش جهت دستیابی به منافع و اهداف ملی از بدیهی ترین اقداماتی است که کشورها را جهت تحقق آن به رقابت وا می دارد. از همین رو عربستان سعودی و ایران به عنوان دو رقیب منطقه ای در چند دهه گذشته به دنبال این بوده اند تا با استفاده از ظرفیت های ژیوپلیتیکی خود قلمرو نفوذشان را در کشورهای اسلامی توسعه دهند لذا در استراتژی هر دو کشور، بهره گیری از وزن ژیوپلیتیکی و متغیرهای افزاینده این وزن جهت اعمال فشار بر یکدیگر، دارای اهمیت بالایی است؛ که به نظر می رسد عربستان در بکارگیری این ظرفیت ها علیه ایران موفق تر عمل نموده است. هدف این مقاله بررسی نقش عوامل ژیوپلیتیکی موثر عربستان بر امنیت ملی ج.ا.ایران می باشد. سوال مقاله این است که بنیان های ژیوپلیتیکی ارتقا دهنده وزن عربستان که بر روابط دو کشور اثرگذارند چیست؟ و چه تاثیری بر امنیت ملی ج.ا.ایران دارد؟ نتیجه حاصله نشان از آن دارد که عواملی نظیر موقعیت جغرافیایی عربستان به همراه ذخایر انرژی و درآمدهای حاصل از آن و همچنین نقش مرکزیت جهان اسلام، در ارتقا وزن ژیوپلیتیکی عربستان سعودی نقش بی بدیلی داشته و بهره گیری از همین عوامل، امنیت ملی ج.ا.ایران در سه عرصه داخلی، منطقه ای و جهانی را با چالش مواجه ساخته است.

    بروز بحران های منطقه ای و شکل گیری نوع جدید تروریسم در خاورمیانه و بدنبال آن سیل مهاجرت ها و پناهندگان به اتحادیه اروپا سبب شده تا نگاه کشورهای اروپایی به همکاری سیاسی- امنیتی با ایران به عنوان یکی از کشورهای باثبات و قدرتمند منطقه از اهمیت بسزایی برخوردار گردد. این مقاله نشان می دهدکه استراتژی ضد تروریسم اتحادیه اروپا منجر به تقویت روابط منطقه ای این اتحادیه با ایران در منطقه خاورمیانه و ضرورت شکل گیری نوعی روابط جدید ژیوپلیتیک شده است. بحث اصلی مقاله این است که عدم برخورداری کشورهای اروپایی از ابزارهای عملی لازم در جهت هماهنگی و انسجام در مبارزه موثر با پدیده تروریسم به خصوص تروریسم تکفیری همچون داعش و القاعده، سبب شده تا اتحادیه اروپا با تمرکز بر سیاست «پیشگیری » از تهدیدات در منطقه به تقویت همکاری های منطقه ای به ویژه با ایران مانع از گسترش پدیده تروریسم از منطقه خاورمیانه به درون مرزهای خود در مناطق شرقی (شامات) و مناطق غربی (شمال آفریقا) شود. نویسنده نتیجه می گیرد که اعضای اتحادیه اروپا در روند اتخاذ راهبردهای ضد تروریستی، به تدریج تمایل بیشتری به افزایش سطح همکاری های خود با ایران در بخش های امنیتی، سیاسی، اقتصادی و انرژی پیدا کرده اند.

    اخوان المسلمین یکی از بزرگترین و بانفوذترین جنبش های اسلامی است که پس از خیزش مردمی مصر در سال 2011 ، نخستین بار به رهبری محمد مرسی توانست از طریق شیوه دموکراتیک به قدرت برسد؛ اما این قدرت بیش از یک سال دوام نداشت. این مقاله درصدد پاسخ به این پرسش است که چه نسبتی بین اندیشه اخوان المسلمین مصر و کنش سیاسی آنها وجود دارد. یافته های تحقیق نشان می دهد که اخوان پس از کسب قدرت و روبرو شدن با واقعیت های موجود و بنابر شرایط جدید تا حدود زیادی در اندیشه، ارزشها و هنجارها و انگاره های هویت ساز خود در جهت حفظ و تثبیت قدرت تجدیدنظر کرده و درنتیجه هویت و منافع جدیدی برای خود تعریف کرده که برخلاف مولفه های اصلی و بنیادین شکل دهنده اخوان، نهایتا به یکی از عوامل ناکامی حکومت اخوان تبدیل شده است. البته باید توجه داشت که هویت و منافع جدید اخوان، دارای قرایتی متفاوت از هویت گفتمانی پیشین این جنبش بوده که تناقض سیاسی یاد شده نهایتا منجر به عدم انسجام سیاسی، کاهش مشروعیت حاکمیت مرسی و ناکامی حکومت اخوان شده است.

    Geopolitical developments and dynamics southwest of Asia are affected by diversity of discourses and pro-discourses (halo discourses). Three dominant discourses, i.e. Islamic Republic of Iran's "Shiite Islam Discourse", Sunni Arabs' "Anti-Shiia Discourse" and West's "Anti-Terrorism Discourse", are the most distinguished types of discourses in the series. All the three discourses enjoy dominant identity; On the basis of the dominant identity, the discourses try to define the identity of the `Other` as the enemy. On the same basis, the Sunni Arabs' "Anti-Shiia Discourse" considers "Shiism" and "Iran" as the `Other,' whereas the Islamic Republic's "Shiia Islam" Discourse takes "Secularism" and "the US" as the `Other'. The Western Discourse, however, considers "Campaign against Terrorism" and "Campaign against Islamic Fundamentalism" as the `Other.' That's exactly the key point. Based on the theory of the vigilant power of the `Self' and considering the components of the soft war, the Western Discourse does not believe in having any friend or enemy to the `Self' in any time or location; rather, it does so based on its pragmatic or functional foreign policy depending on the type of the strategies it takes and the geopolitical goals it follows. The geopolitical discourses of both Saudi Arabia and the Islamic Republic of Iran believe in a fixed identity and take a single country as the `Other' and consequently, on the basis of the same `Other" they provide their geopolitical narration under all times and circumstances.

    Environment and environmental hazards are no longer the subjects exclusively related to specific geopolitical location, rather becoming a global issue with international consequences. West Asia is distinguished as a dry and semi-dry region, where technological promotion, population growth, water scarcity, dust, regional wars, environmental pollution and problems with international consequences make resilience to environmental hazards as an inevitable necessity in the region. This article poses the question: What is the appropriate policy and mechanism for ecological resilience west of Asia? The researchers believe that military and security attitude based on negative security west of Asia have resulted in lack of an appropriate pattern to ensure ecological resilience. They hold that adoption of a sustainable development strategy for West Asia to bring about sustainable security would result in simultaneously balancing environmental and human conducts, thus helping formation of resilience to environmental problems in the region. The article follows descriptive-analytical method for the research.

    Syria is a Middle Eastern Arab state, which has had an unsuccessful performance in the Nation-State Building paradigm. This article elaborates on the Nation- State Building models and their usage in the Arab states of the Middle East with an emphasis on the Sykes-Picot Agreement. Then it delves into the challenges facing Nation-State Building process in Syria and related impediments. The main question that this article poses is: What is the most important challenges that have resulted in failure of the Nation-State Building process in Syria? The main reason for such a failure has been the role of the colonial powers (France and the UK); the researcher, however, believes that over the past few decades, the most important reason for the failure has been initially internal authoritarianism and then the role of the regional powers. The researcher focuses on internal dimensions such as population-religious structure, religious identification, comprehensive corruption, uneven economic development, non-realization of national organizations of the elites and the condition of civil services.

    The world states are in tight competition to meet their national interests and objectives Iran and Saudi Arabia are not an exception. As two regional rivals in the past several decades, Saudi Arabia and Iran have been engaged in great deal of efforts and have been taking advantage of their geopolitical capacity to enhance the scope of their influence in Muslim countries. Both countries' strategy significantly highlights using their geopolitical weight and growing variables of the weight to pile up pressure on each other. Saudi Arabia seems to have been more successful in using such a capacity against Iran. The goal of this article is reviewing the role of Saudi Arabia's geopolitical factors that have been affecting the Islamic Republic of Iran's national security. The article follows the question: What are the geopolitical foundations that have been effective in upgrading Saudi Arabia's weight, and have affected relations between the two countries? What an impact do such foundations have on the Islamic Republic of Iran's national security? The result shows that factors such as Saudi Arabia's geopolitical location as well as the country's energy reserves and incomes, generated as a result, and also the country's central role in the Islamic world have had undeniable role in promotion of its geopolitical weight. Such factors have posed challenges to Islamic Republic of Iran's national security on domestic, regional and global levels.

    Regional crises and emergence of a new form of terrorism in the Middle East and flow of growing number of immigrants and refugees to the European Union countries have made them to give high significance to their stances of having political and security cooperation with Iran, as a stable and powerful country of the region. This article shows that the EU’s strategy of campaign against terrorism will give an impetus to the Union’s regional relations with Iran in the Middle East and prompt formation of a new geopolitical relations. The main issue this article focuses on European countries’ lack of access to necessary practical mechanisms of coordination and integration for effective campaign against terrorism, especially the Takfiri terrorism such as Daesh (ISIS) and al-Qaeda. Hence, the EU has been concentrating on the policy of prevention of threats in the region to upgrade cooperation with regional states, especially Iran, to impede spread of terrorism from the Middle East to its territories in eastern side (areas covering Syria and around) and the western side regions (North Africa). The researcher concludes that in their attempt to adopt anti- terrorism strategies, the European Union members are gradually more inclined to upgrade cooperation with Iran in the security, political, economic and energy sectors.

    Ikhwanul Muslimin is one of the biggest and the most influential Islamic movements that came on power for the first time in a democratic way under the leadership of Mohamed Morsi just after Egyptian people’s 2011uprising. However, it could not remain on power for more than one year. This article tries to address the question: What is the relationship between the ideology of Egypt’s Ikhwanul Muslimin and its political action? The research findings show that having gained power and faced realities and, Ikhwanul Muslimin tried to a large extent to reconsider its ideology, values and norms as well as identity markers in tune with the new conditions so as to maintain and stabilize its power; Consequently, it defined new identity and interests for itself which were in contradiction with the main and fundamental components that formed Ikhwanul Muslimin. Eventually, they accounted for one of the factors for failure of the government of Ikhwanulmuslimin. Of course, it should be noted that the new version of the identity and interests of Ikhwanul Muslimin is times different with the former discursive identity; the political contradiction has finally resulted in loss of political integration; descending legitimacy of Morsi’s government and failure of the government of Ikhwanul Muslimin.
