    عراق از زمان استقلال تاکنون و به دلایل متعدد یکی از دل نگرانی های اصلی سیاست خارجی ایران بوده است، چراکه تحولات عراق به آسانی و به سرعت امنیت ایران را تح تاثیر قرار می دهد. مقاله حاضر تلاش می کند تا نشان دهد اشغال عراق توسط آمریکا در سال 2003 ، سیاست خارجی ایران در قبال عراق را به ضمیمه و دنباله ای از سیاست خارجی ایران در قبال آمریکا تبدیل نموده است. بر این اساس ایران سیاستی محتاطانه در قبال تحولات عراق پیش گرفت که هدف آن اعاده نظم و ثبات به این کشور و در عین حال بسیج نمودن شیعیان این کشور برای رسیدن به سهمی عادلانه از قدرت سیاسی در عراق بود. این مقاله نشان خواهد داد که به علت اشتباهات سیاسی آمریکا، مقاومت فزاینده مردم عراق در قبال اشغال گری و نیز روابط نزدیک با سازمان های سیاسی شیعی، ایران در نیل به این اهداف تا حدود زیادی موفق بوده است. بر این اساس، پیامد اصلی اشغال عراق تضعیف هژمونی آمریکا در خاورمیانه و مهم تر از آن بسط و توسعه قابل ملاحظه نفوذ ایران در خاورمیانه بوده است.

    منطقه خلیج فارس به علت جایگاه ژئوپلیتیک و ژئواستراتژیک خود در سطوح امنیتی بین الملل، جایگاه ویژه ای دارد. با توجه به اهمیت یافتن مفهوم ژئوپلیتیک در فضای پس از 11 سپتامبر مانند دوران جنگ سرد به نظر می رسد که بازیگران فرامنطقه ای نظیر ایالات متحده آمریکا، اتحادیه اروپا و ناتو در مدیریت امنیتی منطقه ای خلیج فارس، نقش های جدیدی را بر عهده گرفته اند. مقاله حاضر با هدف بررسی روابط ناتو با شورای همکاری خلیج فارس و تاثیر آن بر امنیت منطقه به روش توصیفی انجام شده است. نتایج تحقیق چنین نشان می دهد که سیاست خارجی جمهوری اسلامی ایران باید در راستای تنش زدایی با کشورهای شورای همکاری خلیج فارس باشد و از به کارگیری تهدیداتی مبتنی بر ایجاد اختلال در مسیر انرژی خلیج فارس که به عنوان حلقه ارتباطی و مسیر اصلی انرژی منطقه به خارج است، پرهیز شود و بر ساخت یک الگوی امنیتی مشارکتی در منطقه که از ثبات و کارایی برخوردار باشد و در ضمن همه کشورهای منطقه را دربرگیرد، تاکید شود و تلاش هایی را نیز در این زمینه آغاز کند. همچنین با حضور ایران در ترتیبات امنیتی موجود و ایفای نقش فعال تر تلاش دستگاه دیپلماسی و دیگر نهادهای موثر برای حضور در پیمان های امنیتی موجود مانند شورای همکاری خلیج فارس و نیروی نظامی منطقه ای می تواند مقدمه ای برای اعتمادسازی و پذیرش نقش پراهمیت ایران از سوی کشورهای منطقه باشد. برای این منظور، پذیرفته شدن ایران به عنوان عضو ناظر در شورای همکاری خلیج فارس و تلاش برای ارتقای جایگاه ایران، گام مثبتی در همین راستا ارزیابی می شود.

    مقاله پیش رو درصدد است زمینه های ظهور و تحول احزاب اسلامی در ترکیه تا به قدرت رسیدن حزب عدالت و توسعه را از خلال تاکید بر تحولات سیاسی و اجتماعی این کشور مورد بررسی قرار دهد. انقلاب کمالیستی به عنوان سرآغاز ترکیه نوین، با شیفتگی به مظاهر تمدن غربی و پشت کردن به سنت های بومی، قصد داشت تا ره صدساله غرب را به شیوه ای اقتدارگرایانه طی کند. چنین رویکردی نمی توانست روشی خودمرجع برای جامعه ترکیه باشد و به همین دلیل، گروه های سیاسی ترکیه را در یک مجموعه مشترک یعنی مخالفت با احزاب کمالیستی گردهم آورد. با از میان به درکردن رقیب دیرین، زمینه برای ظهور دموکراسی چندحزبی و حضور احزاب مختلف به ویژه احزاب اسلامی فراهم شد. این مقاله قصد دارد نگاهی به سیر تحول احزاب سیاسی اسلام گرا در ترکیه با توجه به رخدادهای سرنوش تساز در این کشور داشته باشد و به کالبدشناسی تاثیرات و سهم هریک از رخدادهای مزبور بر روند تحول احزاب سیاسی اسلام گرا و نتایج و پیامدهای جداگانه هریک از آنها و در نهایت ظهور حزب عدالت و توسعه بپردازد.

    یکی از مسائل چالش برانگیز در زمینه حقوق بشر بحث میان طرف داران دیدگاه نسبی گرایی فرهنگی و جهان شمولی حقوق بشر است که در منطقه خاورمیانه به عنوان یکی از پرتنش ترین مناطق جهان، ظهور و بروز بیشتری یافته است. از یک سو جهان شمول گرایان معتقدند حقوق بشر ارایه شده توسط جامعه بین المللی به اندازه ای بنیادین و عام است که هیچ گونه عدولی از آن قابل قبول نیست و اعلامیه جهانی حقوق بشر، عهدنامه ها و عرف بین المللی، معیارهای حقوق بشر را تعیین می کنند و از سوی دیگر، نسبیت گرایان بر این باورند که آموزه های دینی و فرهنگ های سنتی هر ملت است که چارچوب های حقوق بشر آن کشور را تعیین می کند. در این میان وجود حکومت های اقتدارگرا و نامشروع خاورمیانه باعث سنگین تر شدن کفه ترازو به نفع گروه دوم شده است. مقاله پیش رو سعی در نقد و بررسی تاثیر این حکومت ها بر تعارض میان نسبی گرایی و جهان شمولی حقوق بشر در منطقه خاورمیانه دارد.

    دشمنی و تخریب اماکن مقدس و ازجمله عتبات عالیات در عراق یکی از اصول وهابیت به شمار آمده و در تاریخ عراق به یکی از مهم ترین مسائل این کشور تبدیل شده است؛ پیشتر توسط عشایر سنی وهابی ساکن عربستان به نام «اخوان» و اکنون توسط وابستگان فکری آنان مانند القاعده و داعش. این وضعیت به خصوص پس از سقوط حکومت صدام در سال 2003 و خروج نیروهای آمریکایی از این کشور شدت بیشتری یافته است. بررسی چگونگی حملات وهابیان به عتبات عالیات و علل آن در دوره سلطه عثمانی بر عراق و وابستگان فکری آنان مانند داعش در عصر کنونی مسئله اصلی مقاله حاضر است و نیز پاسخ به این سوال که آیا ادامه حملات داعش ملهم از افکار وهابیت بوده یا اینکه بدون وابستگی فکری و صرفا به دلیل دشمنی با شیعه اقدام به این کار می کنند و به طور غیرمستقیم مورد حمایت وهابیان قرار می گیرند؟ فرضیه مقاله آن است که حملات داعش به عتبات عالیات عراق هم گام با افکار وهابیان سنتی یا جهادی است، با این پیش فرض که نگاه هر دو گروه وهابیان سنتی و جدید و به دنبال آنها داعش نسبت به مظاهر و نماد های شیعه و حتی ادیان الهی کینه توزانه بوده و آنها را از مظاهر شرک و کفر می دانند. روش بررسی موضوع مقاله توصیفی و تحلیلی و با استفاده از منابع تاریخی، سیاسی مربوط به تاریخ معاصر عراق و عربستان خواهد بود. انتظار می رود که این مقاله در شناخت ارتباط فکری وهابیت با داعش و چگونگی تبدیل آن به ابزار مقابله با گسترش تشیع در منطقه راه گشا باشد.

    در این مقاله پدیده ایران هراسی و تاریخچه شکل گیری آن و تاثیر این مسئله بر رابطه ایران و کشورهای خاورمیانه مورد بررسی قرار گرفته و در ادامه راه هایی برای مقابله با این پدیده پیشنهاد می شود. تاریخچه این موضوع به سال ها قبل یعنی زمان حضور قدرت های استعماری به خصوص انگلیس در منطقه خاورمیانه مربوط می شود. به تدریج با افزایش اهمیت این منطقه به دلیل وجود ذخایر عظیم نفت و گاز، قدرت مسلط در هر دوره ای تلاش کرده تا بر این منطقه مسلط شده و از حضور قدرت دیگر چه منطقه ای و چه جهانی در این منطقه جلوگیری کند و چون ایران به دلیل دارا بودن ظرفیت های یک هژمون منطقه ای یکی از مهم ترین کاندیداها محسوب می شود، استدلال این مقاله این است که باید به هر بهانه ای از قدرت یابی ایران جلوگیری کرد و سیاست ایران هراسی نیز در همین راستاست. در ادامه رابطه ایران و عمان را به عنوان دو کشور دوست در منطقه و دلایل این دوستی را بررسی می کنیم. سپس با توجه به الگوی رابطه بین ایران و عمان، پیشنهاداتی راجع به اینکه چگونه می توان در منطقه تنش زدایی نموده و با پدیده ایران هراسی مقابله کرد، بیان می شود.

    Since its independence, Iraq has, for a variety of reasons, remained one of the major concerns of Iran’s foreign policy, as the Iraqi developments affect Iran’s security easily and rapidly. This research seeks to demonstrate that U.S. occupation of Iraq in 2003 has made Iran’s foreign policy towards Iraq subject to and a function of Iranian foreign policy towards the United States. On this basis, Iran adopted a cautious policy towards the Iraqi developments, which aimed at restoring order and stability in the country while mobilizing the Iraqi Shia in order to obtain a fair share of political power in the county. The author argues that due to U.S. political mistakes, increasing Iraqi resistance to the occupation as well as close ties with the Shia political organizations, Iran has succeeded in attaining its objectives to a large extent. Therefore, the major outcome of the occupation of Iraq has been weakening U.S. hegemony in the Middle East and more importantly significant expansion of Iran’s influence in the region.

    The Persian Gulf region possesses a special place at the international security levels because of its geopolitical and geostrategic status. Given the importance of the concept of geopolitics in the post-September 11th period as in the Cold War era, transregional actors such as the United States, European Union and NATO have taken up new roles in the security management of the Persian Gulf. The findings of this research suggest that the foreign policy of the Islamic Republic of Iran should pursue détente with the GCC countries and stop using threats to the disruption of the flow of energy through the Persian Gulf. It should also focus upon forging a participatory security model, which is stable and efficient, involving all regional nations. Furthermore, Iran’s presence in the existing security arrangements and playing a more active part in the current security pacts such as the GCC and a regional military force can pave the way for confidence-building and acceptance of Iran’s important role by the regional countries. In order to attain this goal, steps should be taken to guarantee an observer status for Iran in the GCC and promoting Iran’s status.

    This research seeks to examine the grounds for the emergence and transformation of Islamist political parties in Turkey including the rise to power of the Justice and Development Party with reference to the political and social developments in the country. Fascinated by the Western civilizational manifestations, the Kemalist revolution as the departure point of the modern Turkey intended to follow a Western path in an authoritarian manner. Such an approach could not provide a selfreference path for the Turkish society, and for this reason it gathered Turkish political groupings with a common denominator, namely opposition to the Kemalist political parties. With the fall of the old rivals, grounds were paved for the appearance of a multiparty democracy and presence of various parties particularly the Islamist ones. The authors examine the transformation of Islamist political parties in Turkey with reference to turning points in the country and analyze the impact of each of those events on the changes in the Islamist parties including the Justice and Development Party.

    One of the most challenging issues regarding human rights is the debate between those who advocate cultural relativism and the universality of human rights which has appeared vividly in the Middle East as one of the most tension-filled regions of the world. On the one hand, universalists maintain that human rights offered by the international community are so fundamental and universal that no violation is acceptable and that the Universal Declaration of Human Rights determines international conventions and customs. On the other, relativists are of the belief that religious teachings and cultural traditions of every nation would determine its human rights frameworks. In the meantime, the presence of illegitimate authoritarian governments in the Middle East has given more weight to the latter group. This research investigates the impact of these governments on the conflict between relativism and universality of human rights in the Middle East.

    Hostility to and destruction of the holy shrines including those in Iraq has been one of the tenets of Wahhabism, turning into one of the most important issues in Iraq’s history. It has been conducted previously by the Wahhabi tribes residing in Saudi Arabia called "Akhawan" and currently by their fellow-thinkers including the Al-Qaeda and ISIS. This has worsened after the fall of Saddam’s regime in 2003 and then the departure of U.S. forces from Iraq. The main question of the article is whether ISIS’s attacks have been inspired by the Wahhabi thinking or they conduct them without any ideological resemblance and simply due to their enmity towards the Shia, while being indirectly supported by the Wahhabis. The hypothesis is that ISIS’s attacks on the Iraqi holy shrines are consistent with the thinking of traditional or Jihadist Wahhabis as both groups have an antagonistic attitude towards the Shia manifestations and symbols, viewing them as symbols of paganism. The author seeks to investigate the ideational correlation between Wahhabism and ISIS and how it turned into an instrument to counter the expansion of Shiism in the region.

    This article addresses the phenomenon of Iranophobia, its history and its implications for Iran’s relations with the Middle Eastern countries. Its history dates back to a long time ago when the colonialist powers particularly the Great Britain were present in the Middle East. With the region gaining gradual importance as a result of its vast oil and gas resources, the hegemonic power has made efforts in every period to dominate the region and prevent any other power whether regional or global from establishing presence in the region. Because of its potential as a regional hegemon, Iran is viewed as one of these candidates, the authors argue that the great powers have prevented Iran from gaining power, devising the Iranophobia policy in order to attain this goal. The authors continue to study the factors affecting Iran-Oman relations as two friendly nations in the region. They then offer suggestions on how to begin a détente in the region and counter the Iranophobia phenomenon.
