Increasing future promises in the old PAYG system while paying little attention to income strategies and investment threatens the sustainability of pension funds. As result, in previous years many countries have carried out major reforms in their pension systems and the way of financing them. In our country, however, the reforms have been postponed for various economic and political reasons. The main conclusion emphasizes on urgent and critical reforms whose deferment exacerbates the situation and makes any improvement in funding of pension liabilities more difficult.

Regulations governing social security issues regulate the relationships between individuals and insurance funds. Any enactment of regulation in this area, effects on both indicator of welfare and justice in society and also on the insurance fund. In recent years, by the necessity of political and economical conditions, numerous laws have been passed without considering the stability of the sources of social security funds. Although this kind of legislation may solve economic problems of the target population, it will be very dangerous. Not considering the principles and rules of the fund’s actuarial accounting and financial resources may lead to enormous social damage in future. “Law of determining the situation of those who have ten years and less insurance payments”, is one of these rules that despite of numerous objections regarding to actuarial facts is a part of current rules which should be followed.
