    چگونگی مفهوم‏سازی و نوع نگاه به‏ رابطه امنیت و توسعه، نقش مهمی در پیکربندی سیاست‏ خارجی و دستاوردها و ناکامی های آن ایفا می‏کند. در این مقاله، این استدلال مطرح شده است که در زمانه کنونی با توجه به گسترش دستورکار امنیت و غلبه رویکرد ایجابی به امنیت بر نگاه سلبی به آن، بین امنیت و توسعه رابطه‏ای مبتنی بر حاصل جمع مثبت حاکم است و بدون وجود یکی از آن‏ها، دیگری به خطر می‏افتد. در نتیجه این تحول، فاصله‏گرفتن سیاست خارجی از نگرش امنیت‏محور و پیگیری توامان امنیت و توسعه ضرورتی انکارناپذیر است. تجربه نشان می‏دهد کشورهایی که در این زمینه ناکام بوده‏اند و یا به‏طور جدی در این راستا تلاش نکرده‏اند، امنیت شکننده‏تری دارند.

    هدف این مقاله بررسی وضعیت امنیت حقوق مالکیت در ایران بین سال‏های 1304 تا 1390 و تاثیر آن بر توسعه‏نیافتگی کشورمان است. در این راستا، متغیرهای حاکمیت قانون، کنترل فساد، بی طرفی دادگاه ها، استقلال دستگاه قضایی، چشم انداز سرمایه گذاری و دسترسی به وام و اعتبارات در دوره یادشده، انتخاب و ارزیابی شده اند. فرضیه مقاله این است که وضعیت نامطلوب متغیرهای یادشده در طول دوره بررسی موجب تعرض به امنیت حقوق مالکیت به‏ویژه حقوق مالکیت بخش‏های مولد شده است. ناامنی حقوق مالکیت به رشد بخش‏های نامولد، افزایش رانت‏جویی، عدم رشد ابداع و کارآفرینی و استمرار توسعه‏نیافتگی در ایران انجامیده است.

    هدف این مقاله بررسی مقررات موافقت‏نامه پادمان جامع، پروتکل الحاقی و برجام در خصوص دسترسی آژانس به مراکز نظامی و شرایط و محدودیت‏های آن است. در معاهده منع گسترش سلاح‏های هسته‏ای و موافقت‏نامه های پادمان جامع مرتبط با آن، صلاحیت یا اختیاری برای آژانس بین المللی انرژی اتمی مبنی بر دسترسی به مکان‏های نظامی کشورهای متعاهد وجود ندارد. پروتکل الحاقی نیز مقررات صریحی مبنی بر دسترسی آژانس به مراکز نظامی پیش‏بینی نکرده است. در سند برنامه جامع اقدام مشترک (برجام) هم با وجود اینکه سازوکار پیچیده‏تر و شفاف‏تری در نظر گرفته شده، اما هیچ‏گونه حق یا صلاحیتی برای آژانس در این مورد در نظر گرفته نشده و هرگونه دسترسی در این مورد مشروط به رضایت و همکاری داوطلبانه ایران است.

    این مقاله ضمن بررسی همه‏پرسی اخیر اقلیم کردستان عراق، منابع و تنگناهای تشکیل دولت مستقل در این اقلیم را مورد بررسی قرار می‏دهد. یافته های مقاله حاکی از آن است که رشد ناسیونالیسم کردی متاثر از شرایط تاریخی، وزن بالای ژئوپلیتیکی، تحولات چند سال اخیر منطقه خاورمیانه و حمایت برخی بازیگران منطقه‏ای و فرامنطقه‏ای از اصلی‏ترین عوامل تقویت‏کننده استقلال کردستان عراق محسوب می‏شوند و در مقابل، انزوای ژئوپلیتیکی، مخالفت قدرت‏های منطقه‏ای از جمله ایران و ترکیه، عدم حمایت بین المللی و مسئله کرکوک کلیدی‏ترین موانع اقلیم در راستای تشکیل دولت مستقل کردی است.

    نویسنده این مقاله با بررسی روابط اقتصادی اسرائیل با همسایگان و کشورها و بازیگران پیرامونی، استدلال می‏کند که این رژیم در پوشش روابط اقتصادی به‏دنبال عادی‏سازی روابط سیاسی و گسترش روابط امنیتی با این کشورهاست. بر اساس یافته های این پژوهش، روابط و مناسبات اقتصادی اسرائیل در منطقه از سه الگو پیروی می‏کند: روابط اقتصادی پایدار با هدف کنترل و ممانعت از بروز و گسترش تنش، روابط اقتصادی کم‏بازده با هدف حضور در مناطق استراتژیک و نفوذ دیپلماتیک به منظور عادی‏سازی و گسترش روابط امنیتی. در راستای تبیین این الگوها، روابط اقتصادی اسرائیل با همسایگان مرزی خود یعنی اردن و مصر، منطقه آسیای مرکزی و قفقاز، ترکیه، کردستان عراق و کشورهای عربی مورد بررسی قرار گرفته است.

    در این مقاله با عنایت به ادله حقوقی، تاکید می‏شود که رویارویی اسرائیل با نوار غزه نبرد مسلحانه بین المللی نیست و در نتیجه، محاصره دریایی غزه فاقد مشروعیت است. علاوه بر این، حتی اگر این رویارویی نبرد بین المللی دانسته شود، یکی از دلایل نبود مشروعیت برای چنین محاصره‏ای را باید رعایت‏نکردن مقررات بشردوستانه از سوی اسرائیل دانست. توجه‏نکردن به قاعده مهم «منع استفاده از سلاح قحطی در برابر غیرنظامیان» مهم‏ترین دلیل نامشروع‏ بودن اقدام اسرائیل در محاصره دریایی نوار غزه است.

    هدف این نوشتار واکاوی نقش مجمع عمومی سازمان ملل در پیشگیری و مقابله با خشونت و افراط‏گرایی است و استدلال اصلی آن عبارت از این است که این رکن سازمان ملل با وجود اینکه در مواجه با افراط‏گرایی و خشونت از رویه واحدی پیروی نمی‏کند و اقداماتش بسته به شرایط و اوضاع جامعه بین المللی متفاوت است، اما با این پدیده در دو سطح «پیشگیری» و «اقدام» به مبارزه برخاسته و در مجموع نیز با توجه به امکانات و اختیاراتی که در مقایسه با ارکان دیگر به‏ویژه شورای امنیت دارد، موفق عمل کرده است.

    Conceptualization and the prism of the relationship between security and development have a great role in foreign policy making and its achievements or failures. The paper argues that with the security agenda development and superiority of the positive security approach rather than negative approach, security and development has got a total positive sum and lack of one can pose a risk to the other. Therefore, foreign policy distance from a security basis on one hand, and to develop it on the basis of the two on the other hand is undeniable.

    The paper intends to discuss about the property right security in Iran during 1925 – 2011 and its implications in terms of Iran’s underdevelopment. Therefore, different variables are considered and discussed such as, rule of law, fight against corruption, the courts’ impartiality and independency, investment prospect and finally access to financial resources and loans. In this way, the assumption of the author is that undesired circumstances of the said elements in the above period have led to aggressions against property right, specially the property right of the production sector. This insecurity has caused growth of unproductive sector and increase in renrier sector; it has prevented any initiatives and entrepreneurship the result of which is underdevelopment of Iran.

    The paper illustrates the provisions of the Comprehensive Safeguard Agreement, Additional Protocol and JCPOA, in terms of the inspectors’ access to military sites and the restrictions thereof. The NPT and the comprehensive safeguard agreements have not envisaged any discretionary power for the IAEA regarding the access to military sites of the States Parties. Neither the Addition Protocol has foreseen such a right. JCPOA has a sophisticated and clear provisions but not a right to access to military sites and any such an access is subject to consent and voluntary cooperation of Iran.

    The paper examines that recent referendum in the Kurdistan Region of Iraq with due attention to the root causes and obstacles that may prevent establishment of an independent state in the region. According to its findings, the Kurdish nationalism is affected by different elements including historic conditions, geopolitical significance, recent regional developments in the Middle East and involvement of some of the extra regional great powers as well as regional powers. In the meantime, geopolitical isolation, opposition of the regional powers, namely, Iran and Turkey, lack of international support and the Kirkuk issue are among the main obstacles of such an establishment.

    Considering the Israel’s economic relationship with its neighboring peripheral countries, the author of this paper argues that this relationship is coverage and indeed the Israeli regimes seeks for normalization of diplomatic relationship and so to develop a security relationship. According to her findings in this paper, the Israeli regional economic relationship is based on three types of models as follows: a durable economic relationship with the aim of increase of tension; low-return relationship with the aim of influence in the strategic regions and diplomatic influence to normalize and develop the security relationship.In order to illustrate these models, Israel’s economic relationship with Jordan, Egypt, Turkey, Kurdistan of Iraq and some other Arab countries have been analyzed.

    Given the legal reasons, the paper highlights that the Israeli clash with the Gaza strip is not an internationally armed conflict and therefore the Gaza strip blockade is not a legitimate action. Furthermore, if this clash is assumed as an armed conflict, it is not legitimate as the Israeli regime has not met the International Humanitarian Law. Discarding the principle of “not to use famine as a weapon against civilians” is the main reason to prove illegitimacy of the Israeli attempt to impose a sea blockade against Gaza.

    The main aim of this paper is to analyze the role and function of the UN General Assembly in the fight against violence and extremism and to show that it argues that this UN body does not follow a specific precedent in its efforts to fight violence and extremism and depending on the international circumstances its actions differ, however, in comparison with other UN organs, it has been trying to prevent and also to fight these problems and overall, this function has been conducted in a successful manner.
