    راست مغزی- چپ مغزی از مباحث میان رشته ای است که در این مقاله برای بررسی فاصله راهبردی سازمان فرهنگی با مخاطبان، مورد استفاده قرار گرفته است. پرسش مقاله حاضر این است که چه رابطه ای بین راست مغزی- چپ مغزی و مدیریت سازمان های فرهنگی وجود دارد؟ فاصله گفتمانی سازمان با مخاطب چگونه به دست می آید و چگونه می توان این فاصله را برای ایجاد تفاهم بیشتر مدیریت کرد؟ روش این تحقیق توصیفی و نوع آن ترکیبی است. این تحقیق در یک پژوهشگاه معتبر فرهنگی انجام شده و طی آن بر اساس پرسشنامه نوع و شدت راست مغزی و چپ مغزی در محیط بیرونی و درونی سازمان (مخاطبان و منابع انسانی سازمان) بررسی و اندازه گیری شده است. با محاسبه مقایسه میانگین ها، فاصله میان شدت راست مغزی و چپ مغزی در سازمان و مخاطبان استحصال و بر اساس آن مدل فاصله گفتمانی طراحی و روند ایجاد و مدیریت تفاهم پیشنهاد شده است. یافته تحقیق آن بوده که محیط سازمان از خصوصیات راست مغزی بالا و درون سازمان از خصوصیات چپ مغزی بالاتری برخوردارند. بر این اساس مدیریت سازمان باید در درون سازمان از راهبرد برنامه ریزی و در محیط آن از راهبرد کارسالارانه استفاده کند. در درون سازمان در جذب افراد خلاق کوشیده، در بالابردن سطح توانایی خلاقیت افراد با استفاده از روش های تشویق و تنبیه و شیوه های مدیریت مشارکتی و غیره، تلاش کند. در رابطه با محیط نیز برای نزدیک کردن فاصله، مخاطبان خود را تفکیک کرده، برای هر گروه از راست مغز و چپ مغز، با توجه به نیازهای دیگر سنی و تحصیلی و غیره محصولات متناسب پیش بینی و برنامه ریزی کرده و فاصله باقیمانده را با تبلیغات و لحاظ کردن روش های دوسویه مناسب پر کند.

    هدف این مقاله بررسی و تبیین ویژگی های شبکه و کارکردهای منابع انسانی مربوط به هر شبکه با استفاده از معماری منابع انسانی به منظور ارتقای یادگیری دوجانبه در شرکت ساپکو است. روش تحقیق این پژوهش تبیینی- توصیفی و جمع آوری داده مبتنی بر مطالعات کمی (پرسشنامه ای) است که در سه مرحله انجام می شود. پس از مطالعات نظری، در مرحله نخست، پرسشنامه معماری به منظور تفکیک مشاغل میان مدیران و معاونان شرکت ساپکو توزیع شد. بعد از تفکیک مشاغل و مشخص شدن اینکه کدام مشاغل در کدام گونه معماری قرار می گیرد، پرسشنامه شبکه که برحسب تراکم، همگنی و اعتماد طراحی شده است، میان هرگونه از مشاغل توزیع شد. سپس پرسشنامه کارکردهای منابع انسانی که برحسب پاداش، ارزیابی عملکرد، آموزش و توسعه طراحی شده است، میان مدیران و معاونان توزیع گردید تا نوع مناسب کارکردهای منابع انسانی برای هرگونه مشخص شود. داده های حاصل از مطالعات کمی (پرسشنامه ای) از طریق تحلیل استنباطی و با استفاده از تی تک نمونه (تی استیودنت) آزمون شد. نتایج پژوهش نشان می دهد که مشاغل دانش محور دارای تراکم و همگنی متوسط هستند، ولی اعتماد درون گروهی و برون گروهی بالایی دارند. مشاغل قرار گرفته در گونه معماری شغل محور دارای تراکم، همگنی و اعتماد درون گروهی بالایی هستند، درنهایت میان کارکنان موجود در گونه هم پیمانان نیز تراکم و همگنی پایین و اعتماد برون گروهی بالا به دست آمد که با تشخیص ویژگی هر کدام از انواع معماری مدیران با دید بهتری می توانند برای کارکنان خود برنامه ریزی کنند. همچنین مشخص شد که در انواع شبکه باید کارکردهای منابع انسانی طوری باشد که دوجانبه گرایی در سازمان ارتقا یابد.

    حکمرانی خوب نخستین بار در اواخر دهه 1980 توسط بانک جهانی مطرح شد. بانک جهانی پس از آنکه در اجرای سیاست های تعدیل یا همان اجماع واشنگتنی در برخی کشورها ناموفق بود، به این نتیجه رسید که چون دولت ها در آن کشورها واجد شرایط لازم نیستند؛ نمی توانند در اجرای توصیه های این بانک و آزادکردن قیمت ها موفق عمل کنند. این نخستین مرحله شکل گیری و پیدایی اندیشه (حکمرانی خوب) است. باید خاطرنشان کرد که پارادایم حکمرانی خوب به پارادایم غالب در اندیشه توسعه تبدیل شده است. همچنین در فرهنگ دینی اسلام بارها به مولفه های حکمرانی خوب اشاره شده است که به منظور چگونگی دستیابی به حکومتی است که بتواند زمینه ساز توسعه ای عادلانه و مردم سالار را فراهم کند. دستورات صریح دین مبین اسلام سده ها قبل به طرح ایده حکمرانی خوب، در قرآن، روایات، سیره پیامبران و امامان پرداخته است. توجه به موضوع حکمرانی در مباحث توسعه، به دلیل عواملی ازجمله شکست برنامه های قبلی توسعه، گسترش توجه به نهادها در تحلیل های اقتصادی، اجتماعی، سیاسی، آگاهی از اهمیت عوامل سیاسی در توسعه کشورها، پی بردن اقتصاددانان به اشتباه بودن برخی مفروض های نئوکلاسیکی و برخی عوامل دیگر مانند فروپاشی کمونیسم بوده است. این استراتژی نیز به مانند دیگر برنامه های سازمان های بین المللی با کاستی هایی همراه بوده است، به طوری که نقدهای متعددی برای آن ارائه کردند. نوشته حاضر درصدد است با بررسی ابعاد مختلف حکمرانی خوب و بیان نقد ها و کاستی های آن به ارائه راه حل جایگزین برای این الگو بپردازد. راه حل جایگزین مقاله حاضر حکمرانی پایدار است. در این راستا پرسش اصلی مقاله این است که کاستی های الگوهای حکمرانی خوب چیست و چه الگویی را می توان جایگزین آن کرد؟ فرضیه مقاله حاضر این است که حکمرانی خوب به عنوان روشی برای دستیابی به توسعه توسط بانک جهانی مطرح گردید، ولی کشورهای مختلف برای اجرای آن با چالش ها و کاستی هایی روبه رو شده اند؛ ازجمله آنکه منشا حکمرانی خوب اقتصاد و توسعه اقتصادی است که حکمرانی پایدار را به عنوان الگویی برای برون رفت از کاستی های حکمرانی خوب می تواند مطرح کرد که از ترکیب پارادایم توسعه به عنوان مغزافزار و حکمرانی خوب به عنوان راهکار عملیاتی سازی حکمرانی، این الگو شکل می گیرد. این پژوهش بر اساس روش توصیفی- تحلیلی و روش جمع آوری اطلاعات و کتابخانه ای است. چارچوب نظری پژوهش حاضر هم بر اساس نظریه حکمرانی خوب است.

    شتاب روزافزون تحولات در حوزه های مختلف، دانش و مهارت های نوظهور، تماس روزافزون فرهنگ ها و گسترش شبکه های ارتباطی در عرصه فرهنگ و اندیشه، چالش ها و فرصت های جدیدی را در سطوح ملی و بین المللی به وجود آورده است. لذا یافتن قانونمندی های اقتصادی، سیاسی و فرهنگی در مواجهه با این پدیده مورد توجه دولت ها قرار گرفته است و دولت ها باید در جهت گیری های کلی سیاست ها و راهبردها به شکل گیری نوع جدید جامعه جهانی توجه کنند. برای حفظ و ترویج و تبادل فرهنگ جامعه، نظام حاکم نیازمند برنامه ریزی راهبردی فرهنگی است، در راستای تدوین این برنامه ریزی توجه به عوامل محیطی موثر بر برنامه ریزی راهبردی فرهنگی مهم است. زیرا در صورت عدم شناسایی و تشخیص درست عوامل محیطی، عملیاتی کردن و اجرای برنامه با مشکل مواجه می شود. در این مقاله عوامل محیطی موثر بر برنامه ریزی راهبردی فرهنگی در سه شاخه عوامل اقتصادی، سیاسی و فناوری در نظر گرفته شده است. این نوشتار برخاسته از پژوهش بر اساس داده های جمع آوری شده از پرسشنامه در سازمان تبلیغات اسلامی- شورای عالی انقلاب فرهنگی و وزارت فرهنگ و ارشاد اسلامی متشکل از مدیران، کارشناسان و متخصصان موضع پژوهش انجام گرفت. نتایج حاصل از تجزیه وتحلیل آماری نشان داد که بین عوامل محیطی موثر در برنامه ریزی راهبردی فرهنگی کشور رابطه معنی داری وجود دارد. در ادامه به رتبه بندی عوامل اقتصادی- سیاسی و فناوری پرداخته شد و درنهایت الگوی تحلیلی پژوهش در نرم افزار لیزرل مورد تحلیل و آزمون قرار گرفت و الگو مورد تایید قرار گرفت.

    محدودیت های موجود در دنیای فیزیکی طرفین، قرارداد مشارکت جنایی را بر آن داشت تا در راستای نیل به اهداف مجرمانه و کسب سود بیشتر نسبت به سازمان دهی منابع و تمرکز خود در قالب ساختارهایی منسجم و ثابت با زنجیره فرماندهی مشخص اقدام کنند. به کارگیری ساختارهای هرمی در فضای واقعی، تلاش موثری در جهت جامه عمل پوشاندن به سازوکار اعمال قدرت بود. فضای سایبر با ظهور خود محدودیت های دنیای فیزیکی را از میان برداشت و همگام با شکل گیری نسل نوینی از جرائم، مدل های ساختاری جدیدی از سازمان دهی ائتلاف شرکای قرارداد مجرمانه در این فضا پدیدار شد که از جهات متعددی با همتایان سنتی خویش متفاوت بود. فقدان منابع تحقیقی لازم در این زمینه، ایده نخستین لزوم واکاوی ماهیت و نحوه سازمان یافتگی جرائم در فضای سایبر را به ذهن نگارندگان پژوهش تداعی کرد که مقاله پیش رو حاصل این واکاوی است. جوینده حقیقت را پوشیده نیست که سگالش و تحلیل چیستی این پدیده قادر خواهد بود تا روزنه های مطالعاتی- کاربردی موثری را به منظور جلوگیری از پیدایش و تکوین صنعت مجرمانه سازمان یافته در فضای سایبر در اختیار مقامات مجری قانون قرار دهد.

    با توجه به محدودیت های تامین مالی و بودجه ای، سازمان انرژی اتمی به عنوان متولی عملیاتی کردن کاربردهای فناوری هسته ای در بخش های مختلف، امکان سرمایه گذاری و تحقیق و توسعه در همه بخش ها را نداشته و به ناچار مجبور به انتخاب برخی بخش ها و سرمایه گذاری در آنهاست. مقاله حاضر که مبتنی بر تحقیقات اسنادی، کتابخانه ای و شاخص سازی اقتصادی (روش تاپسیس از سری مدل های MADM) و استفاده از دیدگاه خبرگان در قالب پرسشنامه تهیه شده است، به اولویت بندی زیربخش های هفت گانه بر اساس معیارهای سیزده گانه- که شامل چهار بخش اصلی اقتصادی، فنی، زیست محیطی و اجتماعی است- پرداخته است. نتایج به دست آمده نشان می دهد که پزشکی (تشخیص) اولویت نخست، پزشکی (درمان) اولویت دوم، صنعت اولویت سوم، شیلات و آبزیان اولویت چهارم، خاک و آب اولویت پنجم، زراعت، باغداری و جنگل داری اولویت ششم و دام و طیور اولویت هفتم را در سرمایه گذاری و تحقیق و توسعه به خود اختصاص داده اند.

    رابطه بین حقوق بشر و سازمان جهانی تجارت، بخشی کوچک از مسئله قدیمی، اما به روز تجارت و اخلاق است. در روند جهانی شدن عرصه های مختلف زندگی بشری را نمی توان به آسانی از یکدیگر تفکیک کرد؛ به گونه ای که فعالیت های اقتصاد بین الملل بر حقوق انسان ها در دورافتاده ترین نقطه این کره خاکی تاثیر دارد. رسالت اصلی سازمان جهانی تجارت هماهنگی فعالیت های اقتصادی دولت ها با یکدیگر است، اما هدف اصلی نمایندگان کشورها در سازمان های بین المللی، بیشینه سازی منافع دولت متبوع خویش است. در این مقاله در پی پاسخ به این پرسش هستیم که منافع ملی کشورها چه تاثیراتی بر حقوق بشر در سازمان تجارت جهانی دارد؟ دولت های کمتر توسعه یافته و دولت های توسعه یافته چنین می نمایند که مشتاق ارتباط سازنده میان اصول حقوق بشری با قوانین تجاری در سازمان تجارت جهانی هستند، اما در عمل میان این دو دسته از کشورها جدالی سنگین در جریان است که حقوق بشر را تحت تاثیر منافع تجاری کشورها قرار می دهد.

    الگوی آرمانی برای توسعه و پیشرفت جامعه ایران با چه روشی باید بنا شود؟ جامعه ایران برای رسیدن به توسعه و گام برداشتن در مسیر پیشرفت در درجه نخست باید تضادهای درونی خود را حل کند. برای تبیین این ایده از روش شناسی جدیدی استفاده می کنیم که نام آن را روش شناسی کل نگر گذاشته ایم و تلفیقی از رویکرد پدیدارشناسی و روش دیالکتیکی است. با تحلیل های انجام گرفته مبتنی بر این روش شناسی به این نتیجه می رسیم که فرایند پیشرفت باید متناسب با یک سرعت بحرانی باشد تا نظم اجتماعی مختل نشود. این سرعت بحرانی متناسب با منطق حرکت در ساحت اقتصاد است. به همین دلیل نیز الگوهای توسعه باید با محوریت مسئله اقتصاد حرکت کند. البته خواهیم دید که راه حل مسائل اقتصادی نه در خود ساحت اقتصاد، بلکه باید در ساحت فرهنگ و سیاست جستجو شود. این وضعیت دیالکتیکی بین ساحات مختلف جامعه وضعیت متناقضی را به وجود آورده که تشخیص مسائل اصلی پیشرفت را با توجه به منطق صوری و ریاضی حاکم بر پارادایم غالب توسعه، با مشکل مواجه ساخته است. در این مقاله نشان داده ایم که مسئله اصلی پیشرفت را باید در تضادهای بین مشروعیت و کارایی جستجو کرد و راه حل آن هم نهادسازی در جهت حل این تضادها است. این تضادها، در تنش بین لایه های مختلف واقعیت و تحمیل منطق یک ساحت از جامعه به سایر ساحت ها، ریشه دارد. به این منظور نیازمند منطقی هستیم که بتواند این تضادها را شناسایی و در قالب نظریات توسعه صورت بندی کند.

    Brain lateralization is an interdisciplinary topic and is used in this article to examine the strategic gap between cultural organizations and audiences. The research question is: what is relationship between brain lateralization and the management of cultural organizations? How is the discursive gap between organizations and audiences obtained? And how can this gap be managed to create greater understanding? This is a descriptive/combined study carried out in a credible cultural research institute. In this study, the type and degree of brain lateralization within and outside the organization’s environment (audiences and the organization human resources) are assessed, and the difference between the degree of brain lateralization in the organization and audiences is obtained through comparing the means. Then, a model for discursive gap is designed and the process of understanding creation and management is proposed. According to the study findings, the organization’s external and internal environments have higher right-brain and higher left-brain characteristics, respectively. In this regard, the organization’s management should use a planning strategy within the organization and a task-oriented strategy in its environment. Within the organization, the management should try to attract creative people and to increase the level of creativity by using encouragement and punishment methods and collaborative management practices. Regarding the environment and in order to fill the gap, the management should separate the audiences in the left-brained and right-brained groups based on age and educational needs and predict and plan for suitable products, and finally fill the remaining gap with advertising and appropriate mutual methods.

    The purpose of this study is to examine and explain the network characteristics and the functions of human resource, related to each network by using human resource architecture to boost mutual learning in Sapco Company. The research method is exploratory-descriptive and data collection is based on quantitative studies (questionnaires) that were carried out in three stages. After theoretical studies, in the first stage, the architecture questionnaire was distributed in order to differentiate between managers’ and vice chairpersons, occupations of Sapco Company. After and specifying which occupation is related to which category, the grid questionnaire, designed in terms of density, homogeneity, and trust, was distributed among occupations. Then, human resource functions questionnaire, designed in terms of bonus, performance appraisal and education and development, was distributed among managers and vice-chair persons to determine the appropriate type of human resource function for every type of architecture. The data from quantitative studies (questionnaires) were analyzed by inferential analysis and by using a single-sample t-test (t-student). The results of this research point to the fact that knowledge-based occupations have a moderate density and homogeneity, but enjoy high-level internal and external trust. Occupations categorized in the type of occupational-oriented architecture have a high density, homogeneity and in-group trust. Ultimately, there was a high degree of heterogeneity between staff according to the type of allies, low density and low level of coordination, and high degree of out-group trust. By identifying the characteristics of each type of architecture, managers can better do the planning for their employees. It was also found that in the various types of networks, human resource functions should be developed to enhance bilateralism in the organization.

    The issue of good governance was first introduced by the World Bank at the end of 1990s. After unsuccessful implementation of economic adjustments policies or the Washington Consensus in some countries, the World Bank concluded that since governments in those countries lack necessary conditions, they are unable to act successfully in implementing the recommendations of this Bank and freeing the prices. It is in fact the first stage of formation and emergence of good governance thought. It must be noted that the good governance paradigm has changed into the dominant paradigm in the development thoughts. Considering the subject of governance in the development issues has been due to a series of factors such as failure in previous development plans, expansion of attention to the institutions in the economic, social, and political analyses, knowledge on the importance of political factors in developing the countries, economists’ conclusion on the failure of some neoclassical assumptions and some other factors such as the fall of communism. However, this strategy too, like other international organization’s plans has been associated with shortages; so far several criticisms have been put forward. This article studies the different dimensions of good governance, explains criticisms of it as well as its shortages and introduces a substitute solution. The alternative solution in this article is sustained governance model. For this reason, the main question of this article is: “What are the deficits in good governance model and which model could replace it”. The hypothesis of this article includes: good governance has been introduced by the World Bank as a method for achieving development; however, different countries are facing challenges and shortcomings in its implementation; the source of good governance is economy and economic development; sustained governance could be discussed as a model to overcome the shortages of good governance; and the model is formed by the combination of the development paradigm as a brain tool; and good governance as an approach to make governance operational. The research methodology is descriptive- analytical method and the method used in data collection is literature review. The theoretical framework of this research is good governance.

    Ever-increasing speed of changes in various areas, new knowledge and skills, ever-increasing contacts between culture and expanding communication networks in the field of culture and thought have made new challenges and opportunities at the national and international levels, thus, finding economic, political and cultural laws regarding this phenomenon has been considered by governments. Governments should pay attention to the formation of a new kind of worldwide society in the framework of general strategies and politics. The governing system needs cultural strategic planning in order to protect, spread and exchange the society’s culture. Along with the development of this planning, it is important to pay attention to effective environmental factors, because in case of not recognizing and distinguishing environmental factors properly, problems will be appeared in performing and executing programs. In this article, effective environmental factors on cultural strategic planning have been considered in three branches of economical, political and technological factors. This article is extracted from a research that is based on gathering data from questionnaires which were filled in by managers, experts and specialists of Islamic Propaganda Organization, High Council of Cultural Revolution and Ministry of Culture and Islamic Guidance. This article includes a main hypothesis and three sub-hypotheses. The results of statistical analysis showed that there is a significant relationship between effective environmental factors and cultural strategic planning. Then, economic, political and technological factors were ranked and at the end, the analytical research model was tested and analyzed in Lisrel Software and the model was confirmed.

    Existing obstacles in the physical world prompted criminal participation of contract parties in organizing their resources and making attempts in a coherent and fixed structures with a specified chain of commands, so that they can achieve criminal ends and gain more profits. Using "hierarchical structures" in real space was an effective action to apply power mechanism. The emergence of cyberspace removed real world's constraints and new structural models of organizing criminal coalition between participants in this space appeared which were different from their traditional counterparts in various aspects. The lack of research in this context sparked the need to analyze the nature and methods of organizing crime in cyberspace. This was the initial idea that struck the authors and present article is the outcome of their analysis. It is obvious that an academic scrutiny on this phenomenon provides effective theoretical-practical opportunities for law enforcement agents to prevent the development of organized criminal industry in cyberspace.

    Due to financal and budgetary constraints, the Atomic Energy Organization of Iran (AEOI) as the organization in charge of operating nuclear technology applications in various sectors, it is impossible to carry out simultaneously activities regarding investment, research and development in all sectors and is forced to choose some sectors and invest in them. This article is written based on documentary and library research and economic indexation (TOPSIS method in a series of MADM models) and it uses expert opinion in the form of a questionnaire. It has designated seven sub-sectors based on 13 criteria containing economic, technical, environmental and social sections. The results show that medicine (diagnosis) is of first priority, and medical affairs (treatment), industry, fisheries and aquaculture, soil and water, agriculture, gardening and forestry, and livestock and poultry are placed in next priorities respectively, for becoming entitled to investment, research and development plans.

    Relation between human rights and World Trade Organization (WTO), is only a small part of an old issue but it is an updated matter of trade and ethics. Various different human life arena cannot be easily separated in the process of globalization. International economics activities have an effect on human rights at the most remote place on the earth. The primary mission of World Trade Organization is coordinating economic activities of states organizations. But the main purpose of countries representatives in international organizations is maximizing their government’s interests. In this article, we seek to answer this question: What is the impact of national interests on human rights in World Trade Organization? Less developed and developed countries try to show that they are eager to establish a constructive linkage between human rights and trade rules in WTO. But, in fact, a conflict is going on between these two groups of countries. This conflict broken out over the commercial interests of countries, has a negative impact on human rights.

    What is the method of establishing an ideal model for progress and development? The first step for development is recognizing the contradictions of Iran’s society and then solving them. So we propose a new methodology that I called "holistic methodology". This methodology is based on phenomenology and dialectics. According to this methodology, we conclude that in order to we conserve social order, progress must be in conform it with the critical speed of social change. This critical speed must be consistent with the logic of motion in economic sphere. So development model must be designed with respect to this character of economic sphere. Of course, the problem of critical speed must be aligned in political and cultural sphere. So, the dialectical situation in social sphere leads to a paradoxical state in recognition of progress problems in mainstream development paradigm. We conclude that the main problem of progress is contradiction between legitimacy and efficiency. The main solution also is to devise a institutional design to solve contradictions. These contradictions are rooted in tension between the different layers of reality and also in the inconsistency of different logics in social sphere. So, we need a logic to give us development theories for recognizing and solving these contradictions
