For categorizing all kinds of educational inequalities, referring to regional disparity is considered as a main indicator. This inequality limits individual access to education. People’s right for an equal education is treated by factors which are out of their control. There are evidence showing that regional disparity is still a crucial challenge for all educational systems containing Iran. This paper presents briefly the results of a survey which is conducted in boundary and noonboundary’s regions of Khorasan province. With referring to reliable data, it is approved that the boundary region is more deprived in socio-cultural and economical conditions than non-boundary regions. 45 schools in boundary and 39 schools in non-boundary regions were selected randomly as sample. Data was collected by two researchermade questionaries as well as referring to official documents and recording observations. Findings show that inequalities in education inputs, process and outputs are not as much as significant to be taken into account as critical inequality. However, non-educational factors impact the most on educational outcomes.
