    شهرها نظام های اجتماعی- فضایی هستند که از ابعاد مختلف طبیعی، اقتصادی، اجتماعی، فرهنگی، سیاسی، و نهادی تشکیل شده اند. در این بین، بعد سیاسی و نهادی به دلیل داشتن قدرت و سازوکار کنترل دیگر ابعاد حیاتی شهر، از اهمیت ویژه ای برخوردار است. به همین دلیل، مناسبات سیاسی و قدرت و تاثیر آن در توسعه فضایی شهر، همیشه مورد توجه جغرافیدانان بوده است.
    در همین راستا، مسائل شهری در قالب انگاره های حاکم بر جغرافیای سیاسی و ژئوپلیتیک نیز مورد توجه قرار گرفته است. جغرافیای سیاسی با رویکرد غالبا درون شهری، نقش رویکردها و تصمیم گیری های سیاسی را در پیدایش و حل مشکلات شهری عمدتا در قالب مدیریت سیاسی شهر بررسی می کند. جغرافیای سیاسی شهر پدیده های سیاسی- فضایی شهر را در کانون مطالعات خود قرار داده و نقش فرایندهای سیاسی و تصمیمات ذی مدخلان اداره امور شهر را در هدایت، کنترل و شکل دهی فضا و سازمان فضایی شهر مورد توجه قرار می دهد. همچنین در ژئوپلیتیک، تاثیر و تاثرات ناشی از تعاملات، ارتباطات و کارکردهای فراشهری از جنبه اثرگذاری بر جریان قدرت سیاسی مورد مطالعه قرار می گیرد. البته این امر به معنی کم توجهی به نقش تعیین کننده پدیده ها و عوامل درون شهری در قدرت سیاسی در سطوح ملی و شهری نیست. در ژئوپلیتیک، شهر به عنوان یک کانون قدرت با قابلیت اثرگذاری گسترده در سطوح مختلف سرزمینی، مورد توجه است. بازیگران سیاسی همواره در راستای کسب قدرت سیاسی به شهر نظر ویژه دارند. از این رو مدیران شهری به عنوان بخشی از بازیگران سیاسی شهر، بدون آشنایی و یا توجه کافی به جغرافیای سیاسی و عوامل ژئوپلیتیکی شهر نمی توانند موجبات توسعه و اداره مطلوب شهر را فراهم نمایند.

    عراق در سال 1990 کویت را اشغال و آن را به عنوان استان نوزدهم ضمیمه خاک خود کرد. سئوال این است که مهمترین دلایل اشغال کویت چه بوده است؟ اشغال کویت دلایل متعددی داشته است، اما فرض مقاله این است که مهمترین دلیل به تنگناهای ژئوپلیتیکی عراق باز می گردد. برای تبیین این فرضیه، نخست در مورد نظریه های ژئوپلیتیک توضیح داده شده و سپس مهمترین عوامل ژئوپلیتیکی تاثیرگذار در اشغال کویت مانند موقعیت جغرافیایی، مرزها و منابع طبیعی یعنی محیط فیزیکی عراق مورد مطالعه قرار گرفته است.
    از نظر موقعیت جغرافیایی، عراق وضعیت مناسبی در خلیج فارس ندارد. به همین دلیل، این کشور ابتدا تلاش می کرد تا با طرح هلال خصیب و ایجاد عراق بزرگ به دریای مدیترانه دسترسی پیدا کند. اما با عدم توفیق در این مورد، توجه آن کشور معطوف به خلیج فارس گردید. عراق برای بهبود بخشیدن به وضعیت جغرافیایی خود در خلیج فارس و یا رفع تنگناهای ژئوپلیتیکی، همواره خواستار الحالق کامل کویت یا بخش هایی از آن به خاک خود بوده است. البته ذخایر نفتی کویت نیز در چشم داشت های این کشور نسبت به کویت بی تاثیر نبوده است.
    بر همین اساس، دولت های عراق هر چند تا سال 1990 در مورد مرزهای خود با کویت به توافقاتی رسیده بودند، اما حاضر نشده بودند که آن را بر روی زمین علامت گذاری نمایند. زیرا این مساله به مفهوم شناسایی کویت به عنوان کشوری مستقل تلقی می شد. از سوی دیگر رهبران عراق از جمله ملک غازی، نوری سعید، عبدالکریم قاسم و صدام حسین از تنگناهای ژئوپلیتیکی عراق در خلیج فارس آگاه بوده اند. آنها کویت را بخشی از عراق می دانستند و انگلستان را متهم می کردند که با ایجاد کشور کویت، قصد داشته دسترسی عراق را به خلیج فارس محدود کند. اشغال کویت در سال 1990 بر همین اساس و به منظور بر طرف کردن این تنگنای ژئوپلیتیکی انجام گرفت.

  • نقطه زینی در نظریه بازی ها / مطالعه موردی: جنگ ایران و عراق

    یکی از نظریاتی که در عرصه روابط بین الملل وجود داشته و از طریق آن می توان به بررسی حوادثی از قبیل جنگ ها پرداخت، نظریه بازی ها است. از نکات محوری این نظریه، عقلانیت بازیگران شرکت کننده در یک بازی است، به این معنی که بازیگران با محاسبه گری در بازی شرکت کرده و سعی در کسب بیشترین میزان امتیاز از طرف مقابل دارند. بازیگران در نقطه ای به نام نقطه زینی، که بیشترین میزان سود ممکن و کمترین میزان ضرر را دارد، به تفاهم می رسند، زیرا در صورت عدم پذیرش، پیامدهای بعدی ای که برای آنان ایجاد می شود، بیشتر است. این مقاله با روش تبیینی- تطبیقی و با تقسیم بندی جنگ ایران و عراق به چهار مرحله، می کوشد تا به تعیین بهترین نقطه برای پایان جنگ که همان نقطه زینی نامیده می شود، بپردازد.
    یافته های این پژوهش حاکی از آن است که در میان مراحل مختلف، نقطه زینی در جنگ ایران و عراق، مرحله سوم یا همان زمان صدور قطعنامه 598 بوده است. در این مقطع از جنگ، یعنی زمانی که شورای امنیت، قطعنامه 598 را به تصویب رساند، دولت عراق اعلام کرد که قطعنامه را می پذیرد، ولی دولت ایران با در نظر گرفتن برخی پیش شرط ها، حاضر به پذیرش قطعنامه نشد. در این مقطع ایران بخش های زیادی از اراضی عراق را در تصرف داشت و مایل نبود بدون آن که امتیازی به دست آورد، آن اراضی را تخلیه کند. حمله های بعدی عراق و پس گرفتن اراضی اشغالی در فاو، اطرف بصره و جزایر مجنون، نه تنها این امتیاز را از دست ایران گرفت، بلکه ایران را مجبور ساخت تا هنگامی با پذیرش قطعنامه 598 موافقت نماید که اراضی بیشتری را از دست داده بود. در مجموع عدم پذیرش قطعنامه 598 از سوی ایران، بلافاصله پس از صدور آن، سبب شد تا هزینه ها و پرداخت های ایران به عنوان یکی از بازیگران درگیر در صحنه جنگ افزایش یابد، در حالی که بهنظر می رسد ایران در صورت پذیرش قطعنامه در زمان صدور آن، ضمن اینکه از گسترش تلفات و خسارات وارده شده به خود در ماه های پایانی جنگ جلوگیری به عمل می آورد، قادر بود تا با دست آوردها و موقعیت بهتری پای میز مذاکره با طرف عراقی بنشیند.

    تنش زدایی در سیاست خارجی ایران از سال 1367 شروع شد. در این دوران، شاهد تغییر در «جهت گیری» و «نقش ملی» سیاست خارجی ایران می باشیم. این امر را می توان انعکاس ضرورت های اقتصادی، استراتژیک و امنیتی دانست. براساس ضرورت های دوران جدید، شاهد تغییر در اولویت های سیاست خارجی و اقتصادی ایران بوده ایم. موج اول تنش زدایی را می توان عامل بازسازی روابط ایران با کشورهای حوزه خلیج فارس و خاورمیانه دانست.
    موج دوم تنش زدایی از سال 1376 آغاز شد. در این مقطع زمانی، شرایط برای ارتقاء سطح همکاری های ایران با کشورهای اروپایی فراهم شد. محور اصلی موج دوم تنش زدایی بر گسترش روند «اعتمادسازی» قرار داشت. همکاری های اقتصادی و استراتژیک ایران با کشورهای اروپایی ارتقاء یافت. در این دوران، تلاش گسترده ای برای «مشارکت مؤثر» ایران با سایر کشورهای جهان در حوزه های اقتصادی و استراتژیک انجام شد.
    روند یاد شده در دهه 1380 با نشانه هایی از برگشت پذیری همراه گردید. این امر ناشی از عدم توازن در فرآیندهای تنش زدایی می باشد. در دوران جدید، اولویت های سیاسی و استراتژیک ایران تغییر یافت. جلوه هایی از عدم توازن در موضوعات سیاست خارجی و امنیتی ایران به وجود آمد. از سوی دیگر، شاهد فرآیندی می باشیم که به موجب آن، نقش ملی ایران در سیاست خارجی دگرگون شد. همکاری های چندجانبه، به تضادهای گسترش یابنده تبدیل گردید. این امر نشان می دهد که جلوه هایی از عدم توازن در فرآیندهای سیاست خارجی ایران ظهور یافته و تاثیر خود را بر بسیاری از موضوعات بر جای گذاشته است.
    دلایل مختلفی برای شکل گیری عدم توازن در سیاست خارجی تنش زدا وجود دارد. فرضیه این مقاله آن است که «عوامل ساختاری» به موازات مؤلفه های فروملی از جمله «نقش نخبگان»، عامل تغییر در سیاست خارجی و ظهور مؤلفه های نامتوازن گردیده است. روش پژوهش نیز در قالب مدل ساختار کارگزار انجام گرفته، نقش نیروهای بین المللی را به موازات تغییر در نخبگان سیاسی برجسته می سازد.

  • تبیین نقش بازارچه های مرزی در امنیت و توسعه پایدار نواحی پیرامون / مطالعه موردی: بازارچه های مرزی استان خراسان جنوبی

    از عمده ترین مسائل فراروی کشورهای در حال توسعه، دستیابی به توسعه پایدار، امنیت فراگیر و عدالت اجتماعی می باشد. با یک بررسی اجمالی می توان به جایگاه ضعیف مناطق مرزی و حاشیه ای در مقایسه با مناطق مرکزی کشور در فرآیند توسعه ملی و منطقه ای پی برد. از دلایل این امر می توان انزوای جغرافیایی مناطق مرزی، دوری از قطب های صنعتی اقتصادی و توسعه نیافتگی در ابعاد مختلف اجتماعی، اقتصادی، سیاسی و فرهنگی برشمرد. وجود این گونه مسائل درمناطق مرزی باعث شده تا کشورها در قالب بازارچه های مرزی که از شناخته شده ترین روش های توسعه اقتصادی نواحی مرزی بهشمار می رود، قدم در راه مبارزه با مسائل متنوع ناشی از عقب افتادگی در نواحی مذکور بگذارند.
    این مقاله با روش توصیفی _ تحلیلی و تکیه بر منابع کتابخانه ای و میدانی سعی در بررسی و تبیین نقش بازارچه های مرزی در امنیت و توسعه پایدار نواحی پیرامون خود بویژه در استان خراسان جنوبی را دارد. فرض اصلی این مقاله این است که: بازار چه ها پتانسیل بالایی در افزایش امنیت و توسعه پایدار نواحی پیرامون خود را دارند. یافته های تحقیق بیانگر این مطلب است که بازارچه های مورد نظر تا حدود زیادی توانسته اند در توسعه نواحی پیرامون خود تاثیر مثبت بگذارند که این امر بستر لازم را برای افزایش امنیت در ابعاد مختلف فراهم آورده است. لازم به ذکر است که بازار چه ها در بعضی از شاخصه ها مانند بهبود وضعیت تحصیلی و ارتقاء سطح علمی ساکنان مناطق دارای کارکرد منفی بوده است که نکته ای قابل تامل بوده و ما را متوجه این نکته می سازد که توسعه مقوله ای فراتر از پیشرفت می باشد.

  • نقش شهرهای مرزی در فرایند جهانی شدن و توسعه منطقه ای ایران / مطالعه موردی: شهره ای مرزی استان خراسان رضوی

    شهری شدن جهان و جهانی شدن شهرها مهمترین مساله هزاره سوم میلادی است. صرف نظر از تبعات منفی جهانی شدن، کلیه شهرها، در صدد پیوند به شبکه شهرهای جهانی، به منظور بهره گیری از مزایای جهانی شدن می باشند. شهرهای ایران نیز به دلیل تاخیر در پیوند با اقتصاد جهانی، ضعف ادبیات علمی جهانی کردن شهرها، سیاست خارجی متغیر و مشاجرات سیاسی بین ایران و آمریکا، تحریم یکجانبه آمریکا و به تبع آن مشکلات ناشی از عدم سرمایه گذاری خارجی در کشور، محدودیتهای اطلاعاتی(اینترنت) و ارتباطی، ضعف زیرساختهای مالی و بانکی و حمل و نقل و ضعف در قوانین با مشکلات بسیاری در روند جهانی شدن مواجه اند که این وضعیت در شهرهای مرزی کشور به دلیل شرایط ژئوپلیتیک خاص آنها دو چندان شده است.
    بسیاری از شهرهای مرزی که در گذشته در انزوای جغرافیایی شدیدی قرارداشتند، بعد از آغاز عصر تحولات اطلاعات (1970) به سوی پذیرش نقش قطب یا نقاط گره ای انتقال امواج توسعه به سایر نقاط یک کشور حرکت کرده اند. لذا چنین شهرهایی درصدد حل مشکلات زیرساختی، مدیریتی، خلاء های قانونی، و فرهنگی، به منظور سازگاری با معیارهای فرایند جهانی شدن می باشند.
    هدف این مقاله ارائه راهکارهای مناسب استفاده از فرصتهای موجود در فراسوی مرزهای ملی (8336 کیلومتر مرز مشترک با افغانستان و ترکمنستان) مانند بازار مصرف کشورهای آسیای مرکزی با جمعیت بیش از 50 میلیون نفر و افغانستان است. به منظور تحقیق در راستای این هدف، ابتدا مسئله جهانی شدن شهرهای مرزی ایران در استان خراسان (چهار شهر باجگیران، لطف آباد، سرخس و تایباد) با توجه به تئوری های موجود تحلیل شد. همچنین با استفاده از تکنیکهای پرسشنامه و مصاحبه، چشم انداز مناسبی ازتوانایی ها و پتانسیلهای محلی درباره کارکرد دروازه ها و نقاط گره ای شهری در توسعه منطقه ای گردآوری شد و در نهایت پیشنهاداتی ارائه شد که عبارتند از: اصلاح قوانین، ارتقاء نقش سیستم مدیریت، اصلاح و بهبود قوانین و حقوق گمرکی، سرمایه گذاری در زمینه زیرساختهای شهری و ارائه بستر قضایی و فرهنگی مناسب برای هدایت سرمایه گذاری خارجی بیشتر در این مناطق.

    استان آذربایجان غربی به علت همجواری با سه کشور مهم منطقه خاورمیانه و قفقاز جنوبی یعنی ترکیه، عراق، جمهوری آذربایجان(منطقه خودمختار نخجوان)، همچنین به علت موقعیت حساس ژئوپلیتیک و ژئواستراتژیک به عنوان دروازه ورود و پل ارتباطی ایران به اروپا، در بین 16 استان حاشیه ای ایران، پس از خوزستان بی شک مهمترین استان مرزی ایران می باشد. خط مرز سیاسی این استان از دره رودخانه زاب کوچک واقع در جنوب سردشت در همسایگی کردستان عراق تا بورآلان(دیم قشلاق) در شمالی ترین نقطه مزری این استان با کشور ترکیه به علت متاثر شدن از ویژگی های خاص جغرافیایی(طبیعی و انسانی) از قبیل کوهستانی و صعب العبور بودن و تحرکات قومیتی، به عنوان یکی از نا آرام ترین خطوط مرزی کشور تلقی می شود. معضلات متعدد اجتماعی، نظامی و سیاسی از قبیل قاچاق کالا و سوخت، مشروبات الکلی، مواد مخدر، اسلحه و مهمات، درگیری نیروهای نظامی- امنیتی با گروهک های ملی گرای کرد، تنش ها و چالش های قومی- مذهبی بین اقلیت های کرد و ترک آذری از شایع ترین مواردی هستند که بسترهای ناامنی در این مناطق مرزی را فراهم آورده اند.
    در این تحقیق با تجزیه و تحلیل های صورت گرفته، وجود محدودیت ها و بی عدالتی های جغرافیایی، اقتصادی، اجتماعی، عدم اتخاذ راهبردهای مناسب نظامی- امنیتی و تحولات مناطق کردنشین عراق و ترکیه در گسترش ناامنی در منطقه مؤثر شناخته شده و در راستای تامین امنیت بهینه و ممانعت از گسترش روزافزون تهدیدات و مناقشات در مناطق مرزی استان به ارائه راهکارها و پیشنهادهای لازم از بعد نظامی- امنیتی پرداخته شده است.

    Cities are socio-spatial systems with various natural, economic, social, cultural, political and institutional aspects. Among these, the political and institutional aspects are more important because of the tools and power to control other vital aspects of the city. This is why political relations and their impact in spatial development of the city have always been paid double attention by the geographers. In this connection, urban issues as ideas governing political geography and geopolitics have received good attention too. Political geography, with chiefly an urban approach, studies the role of political decisions and approaches in the emergence and removal of urban problems, mainly in the form of political management of the city. The political geography has focused on political-spatial phenomenon of the city and studies the role of political procedures and decision-makers in urban administration, directing, controlling and shaping of the space and spatial organization of the city. As in geopolitics, the impacts of ultra-city interactions, communications and performances in influencing political power are studied. This, of course, does not mean inattention to the decisive role of urban phenomena and factors on the political power in national and urban level. Geopolitics takes city at the center with a vast capability to affect various territorial aspects. The political role-players have always paid a special attention to city as a tool for more political power. Therefore, urban managers as members of the political role-players in the city, cannot bring about desirable development and city administration without gaining sufficient familiarity with the political geography and geopolitical factors. This study intends to present a philosophical-conceptual approach toward political geography of the city to provide an appropriate framework for studying the importance and status of city in political geography, geopolitics and its role in development of city administration. This work is the result of descriptive-analytical research based on library studies. The findings show that studying cities based on political geography and geopolitics viewpoints can provide solutions to urban development problems, specially in the Third World Countries. Therefore, in this research work, formation of urban spaces under political structures and decisions and various natural and human factors inside and outside the city has been studied in line with producing political power.

    In 1990 Iraq occupied Kuwait and annexed it as the 19th province of Iraq. The question is: What were the most important reasons behind occupation of Kuwait? Occupation of Kuwait had various reasons, but this study assumes Iraqi geopolitical bottleneck was the main impetus for this occupation. To clarify this hypothesis, first, some explanations have been made on geopolitical theories, then the most important geopolitical factors involved in occupation of Kuwait, such as geographical situation, borders and natural resources, i.e. Iraqi physical environment, have been studied. As far as geographical situation is concerned, Iraq has no suitable situation in the Persian Gulf. For this reason, in the beginning, Iraq tried to reach the Mediterranean coasts after establishing the great Iraq by presenting the “plan of Khasib crescent”. Failing to do so, Iraq focused on the Persian Gulf. Iraq had always sought annexing the whole or at least part of Kuwait to improve its geographical situation in the Persian Gulf to remove geopolitical bottlenecks. Of course, Iraq’s attention to Kuwaiti oil reserves must not be forgotten either. On this basis, although until 1990 Iraqi previous leaders had signed agreements with Kuwaiti rulers on joint borders on paper, nothing had been realized on in practice. This is because official establishment of joint borders meant official recognition of Kuwait as an independent state. On the other hand, Iraqi leaders such as Malek Ghazi, Nouri Saeed, Abdelkarim Ghassim and Saddam Hussein were aware of the geopolitical bottlenecks of Iraq in the Persian Gulf. They considered Kuwait as a part of Iraq and accused England of restricting Iraqi access to the Persian Gulf by establishing an independent state named Kuwait. Occupation of Kuwait took place in 1990 on this basis, to remove the geopolitical bottlenecks of Iraq.

    Game theory is one of the procedures in the international relations that can be used for studying many events and incidents such as war. Rationality of the players is one of the key points in a game. This means the players take part in the game upon required calculations to get the maximum advantages from the other side. The players meet at a point known as saddle point, which has the maximum profit and minimum loss. The disagreement in the saddle point will have negative consequences for both sides. This study has relied on a descriptive-comparative method to divide Iran-Iraq War into four stages in order to find the best time, or the saddle point, for finishing the war.Findings showed that the saddle point in Iran-Iraq War was the third stage when Resolution 598 was adopted by the UNSC. At that stage, when the Security Council of the United Nations adopted Resolution 598, Iraq officially accepted the resolution but the Iranian government did not accept the resolution for some reasons. That time, Iran had a large part of Iraqi territory under control and did not want to give them back without gaining some advantages. Since then, Iraq retook occupied lands in Fav, Basra suburbs, and Majnoon Islands and forced Iran accept Resolution 598 at a time Iran had lost the majority of Iraqi lands under its control. In sum, rejecting the resolution immediately after its adoption increased Iran’s costs and repayments as a player in the war. It seems, Iran could accept the resolution immediately after adoption to prevent further damages to life and property in the closing months of the war and to sit at the negotiation table with many achievements and advantages.

    Iran actually began détente in foreign policy since 1988. At that period, Iran’s foreign policy made some changes in its “policymaking” and “national role”. The very changes were made upon economic, strategic and security requirements. Upon the necessities of the new period we observed changes in Iran’s foreign policy and economic priorities. The first wave of détente reconstructed Iran’s relations with the Persian Gulf littoral states and the Middle East nations. The second wave of détente began in 1997, when the condition was ripe for broadening ties with the European states. The second wave of détente focused on “confidence building” and as a result, Iran’s economic and strategic relations with the European states grew substantially. At that period, Iran made extensive efforts for “effective partnership” with other world countries in economic and strategic fields. The détente trend showed sign of reversibility in 2000s as a result of lack of balance in détente procedures. In the new period Iran’s political and strategic priorities underwent changes. Signs of unbalance in foreign policy and security issues appeared. On the other hand, Iran’s national role in foreign policy was drastically changed. As a result, multilateral cooperation gave way to expanding oppositions. This showed signs of unbalance in Iran’s foreign policy had appeared and impressed many other areas. There are many reasons for the emergence of unbalance in détente foreign policy. This study hypothesizes that “structural factors” along with sub-national components such as “the role of the elite” were responsible for the change in foreign policy and the emergence of unbalanced components. This “structure & agent” research work highlights the role of international forces along with the change in political elite.

    Sustainable development, comprehensive security and social justice are the major issues for the developing countries to realize. A glance is enough to understand about the minimum share of borderline communities in the national and regional development plans in comparison with the central regions. Some reasons for this backwardness may be the geographical solitude of the border regions, distance from industrial and economic centers, as well as social, economic, political and cultural underdevelopment. To develop the border areas, countries have created border markets which are among the best known tools for economic development of these disadvantaged areas. This, they do to fight various problems resulting from underdevelopment in these areas. This study with descriptive-analytical approach has relied on library and field studies to clarify the role of border markets in sustainable security and development of the environs especially in Southern Khorasan Province.The hypothesis is: these border markets possess high potentials for boosting sustainable security and development in their environs. The findings suggest that border markets have managed to relatively make a positive impact in the development of their environs. Such a relative development has boosted security in various aspects. It should be noted, however, that these border markets have made a negative impact on improvement of such factors as education and scientific upbringing of the residents in these areas. The point suggests that development is something beyond progress.

    Urbanization of the world and globalization of the cities are the two major issues of the Third Millennium. Despite negative consequences of globalization, all cities plan to join the world network of cities to enjoy advantages of globalization. Iranian cities, too, face serious problems for globalization because of various factors such as the delay in establishing links with the world economy, weak scientific literature of globalization of cities, unstable foreign policy and political tensions between Iran and the United States, unilateral U.S. sanctions and consequently sluggish foreign investment in Iran, Internet access and communications restrictions, weak financial, banking, and transport infrastructures, and absence of enforceable rules and regulations. The problem is more palpable in the border towns because of their special geopolitical conditions. The majority of cities suffering a serious geographical solitude in the past, have began today to play a pivotal role in the course of development from that point to all other points across the country. These towns are therefore, after removing their infrastructural, management, legal, and cultural problems to be in full conformity with the procedure of globalization. This study intends to present solutions for better use of the existing chances beyond the national borders (8336 kilometers of joint border with Afghanistan and Turkmenistan) to serve as the consumer market for over 50 million people in Central Asia and Afghanistan. For research purposes, first, globalization of Iran’s border towns in Khorasan Razavi Province (Bajgiran, Lotfabad, Sarakhs and Taybad) was analyzed according to the existing theories. We used questionnaire and interview techniques to have an appropriate panorama of local capabilities and capacities on performance of urban gates and nodes in regional development. Finally the following suggestions were presented: amending rules and regulations, promoting the role of management system, amending and improving customs laws and formalities, investment in urban infrastructures and presenting appropriate cultural and judiciary ground for attracting more foreign investment in these regions.

    Among 16 border provinces of Iran West Azarbaijan is second only to Khuzestan Province in importance, since because of neighborliness with three important Middle Eastern and southern Caucasian countries, i.e. Turkey, Iraq, Republic of Azerbaijan (Nakhichevan Autonomous State), as well as its sensitive geopolitical and geo-strategic situation this province is the gateway toward Europe. The borderline of this province starts from the valley of Little Zab in Sardasht, neighboring Kurdistan of Iraq, and extends to Bour Alan (Dim Qeshlaq) in the northernmost border point of this province with Turkey. It is one of the most insecure borderlines in the country because of such factors as special geographic features (natural and manmade) such as arduous mountainous passageways and Kurdish communities. Various social, military and political implications such as cargo and fuel, alcoholic drinks, narcotics, arms and ammunitions smuggling coupled with military clashes with nationalistic Kurd insurgents, tribal-religious tensions and challenges between Turk and Kurd minorities are among the commonest grounds behind insecurity in this province.This research work has studied and analyzed various factors such as legal restrictions, geographical, economic and social injustice, lack of deserving and workable military-security strategies, inattention to the developments in Kurdish communities in Turkey and Iraq responsible for the increasing insecurity in the province and presented enforceable strategies and suggestions for establishing sustainable security and preventing ever-increasing border tensions in this province from military-security viewpoint.
