    پژوهش حاضر با این سوال انجام شد که جغرافیای سیاسی توسط چه کسی و در چه تاریخی برای اولین بار عنوان گذاری و مفهوم سازی شده است؟ در این میان، سه نفر بنام «انروبرت ژاک تورگو»، «ایمانوئل کانت» و «فردریش راتزل» مطرح بودند. این پژوهش به روش کتابخانه ای و با بررسی اسناد و مدارک اصلی مربوط به آن سه نفر انجام گردید. نتیجه پژوهش نشان داد که برای اولین بار تورگو در سال 1751م با نگارش طرح کتابی در این موضوع در دانشگاه سوربن، اصطلاح جغرافیای سیاسی را بکار گرفته و مفهوم سازی نموده است. کانت نیز در سال 1757م در دانشگاه کونیگزبرگ آلمان اصطلاح جغرافیای سیاسی را بکار گرفته و مفهوم سازی کرده است. فردریش راتزل نیز در سال 1897م در دانشگاه لایپزیگ آلمان اولین کتاب علمی را درباره پدیده کشور و حکومت با عنوان جغرافیای سیاسی تالیف و منتشر نموده است. بنابراین جغرافیای سیاسی توسط تورگو و کانت در نیمه قرن 18 عنوان گذاری و مفهوم سازی شده است.

    ساختار قدرت سیاسی و توزیع فضایی آن یکی از مهمترین موضوعاتی می باشد که در جغرافیای سیاسی مورد بررسی قرار می گیرد. کشور ایران با تمدن چند هزار ساله، دارای ساختار قدرتی متمرکز و بسیط می باشد و دلایل آن را باید در ایران باستان و ریشه تشکیل اولین حکومت ایرانی (ماد) و سیر گرایش به تمرکز قدرت جستجو کرد.
    تحقیق حاضر با بررسی ساختار فضایی قدرت سیاسی در ایران باستان یعنی در دوره های مادها، هخامنشان، اشکانیان و ساسانیان به کنکاش در دلایل موثر بر ساختار قدرت در ایران باستان می پردازد و بر این اساس به نظر می رسد که دلیل تشکیل اولین دولت متمرکز ایران یعنی مادهاموقعیت جغرافیایی ایران و و جود دشمن خارجی قدرتمندی به نام آشور می باشد.
    ساختار قدرت در ایران در ابتدا متمرکز نبوده بلکه بیشتر حالت الیگارشی داشته است که این ساختار رفته رفته به شکل بسیط در آمده و در دوره ساسانیان بهشکل حکومت بسیط متمرکز تغییر حالت داد و یکی از مهمترین دلایل آن نفوذ مبلغان مذهبی در ساختار قدرت می باشد. لازم بهذکر است عواملی دیگر چون وسعت جغرافیایی، و ناهمواری ها در الگوی فضایی توزیع قدرت سیاسی در ایران موثر بودهاند.

    مهم ترین تلاش رهبران سیاسی در همه کشورها ارتقاء اقتدار ملی است. این در حالی است که به نظر می رسد جامعه ایرانی امروزه با چالش هایی در زمینه تامین حداکثر قدرت ملی روبروست. یکی از مولفه هایی که در شرایط کنونی موجب گردیده تا قدرت ملی با چالش مواجه گردد، بحران هویت ملی است. هویت ملی به معنای وحدت و همبستگی میان اجزای تشکیل دهنده یک نظام سیاسی و اجتماعی، یکی از مولفه های اصلی اقتدار ملی محسوب می شود. این در شرایطی است که با افزایش ضریب وحدت و همبستگی ملی از میزان تهدیدات داخلی و خارجی کاسته شده و زمینه مناسبی برای توسعه و پیشرفت کشور فراهم می گردد.
    مقاله حاضر با استفاده از روش توصیفی- تحلیلی در پی بازشناسی رابطه میان متغیر هویت ملی به مثابه متغیر وابسته، با قدرت ملی به عنوان متغیر مستقل می باشد. همچنین تلاش می گردد تا با اشاره به برخی نمادهای بحران هویت ملی در ایران، عوامل و عناصر موثر در بروز آنها نیز معرفی گردند. رویکرد غالب در اینجا تحلیل کارکردی و شیوه گردآوری داده ها مبتنی بر روش اسنادی و کتابخانه ای است. نتایج نشان می دهد که هم اکنون هویت ملی به عنوان زیرساخت منافع ملی در کشور از درون با برخی چالش ها مواجه است که در صورت عدم توجه کافی به آنها از استعداد زیادی برای تبدیل شدن به بحران برخوردارند، که آن نیز به نوبه خود موجب کاهش ضریب قدرت ملی و آسیب پذیری کشور در مقابل تهدیدات خارجی می گردد.

    ورود و یا خروج کالا در نماد غیرقانونی آن یعنی قاچاق، چالش اساسی کشورهای مبتلابه بوده و تاثیرات ژرفی را بر تولید و تجارت قانونی، سرمایه گذاری و اشتغال دارد و توسعه ملی را با رکورد مواجه می نماید. پدیده قاچاق، جابجایی کالا یا خدمات به صورت غیرقانونی از یک مکان به مکان دیگر و یا ورود و خروج آن از مرزهای یک کشور است.
    مساله این پژوهش این است که چرا قاچاق کالا در یک واحد سیاسی – فضایی(کشور) شکل می گیرد و راه کارهای مدیریت آن چیست؟
    نتایج تحقیق نشان می دهد هر زمان نیازهای شهروندان ساکن یک فضای جغرافیایی از طریق مبادی رسمی و قانونی برطرف نگردد، عاملان قاچاق اقدام به نقل و انتقال کالا از مبادی غیررسمی و به صورت غیرقانونی می نمایند. ریشه قاچاق در این پژوهش ناظر بر ساختار اقتصادی کشور، اختلاف توسعه، اختلاف قیمت کالا در مبدا و مقصد و نیازهای فضایی در کشورهای مقصد کالا است. مراحل و فرایند قاچاق کالا از مبدا تا مقصد شامل تولیدکننده، خریدار، قاچاقچی، عاملان و فاعلان، مباشران و هماهنگ کنندگان در مقصد، ابزار و لوازم حرکت کالا، بازار خرید، خریدار کالا در مقصد است. چهار مولفه سیاسی، اقتصادی، فرهنگی و اجتماعی و نیز فضایی از عوامل توسعه دهنده قاچاق کالای ورودی می باشند. مدیریت پدیده قاچاق با اتکاء سه مرحله ریشه قاچاق، مراحل و فرایند قاچاق کالا از مبدا به مقصد و نیز مولفه های توسعه دهنده آن مورد ملاحظه قرار گیرد.
    این تحقیق از نوع بنیادی و نظری بوده و در شناخت ریشه های شکل گیری، چرخه تولید، توزیع و مصرف، عوامل تاثیرگذار بر توسعه آن و در نهایت الگوی نظری مدیریت آن در کشورها است. منابع مورد استفاده نیز به روش کتابخانه ای و اسنادی گردآوری شده است.

    حکومت از مهمترین ارکان تشکیل دهنده کشور است، از این رو یکی از مهمترین مباحث مورد مطالعه در جغرافیای سیاسی به شمار می آید. فرآیند گذار از حکومت های سنتی به حکومتهای مدرن و ملی بازتابهای جغرافیایی متفاوتی را در پهنه سرزمین و به تبع آن در زندگی مردم بر جای گذاشته است. از این رو در جغرافیای سیاسی که هنوز مطالعه حکومت به عنوان ساختار سیاسی مدیریت سرزمین از اهمیت ویژه برخوردار است. ایران به عنوان کشوری کهن که شاهد برپایی نخستین حکومتهای تاریخ بشری در خود بوده است از این حیث قابل مطالعه و بررسی است. یکی از برجسته ترین مسائلی که در این مورد در میان صاحبنطران مختلف دیده می شود عدم وجود اتفاق نظر در میان آنها درباره زمان شکل گیری حکومت ملی در ایران است. بنابراین با وجود عرصه های گسترده قابل مطالعه در این رابطه، محل و تمرکز مقاله حاضر بر روی این مسئله است که حکومت ملی(Nation State) در ایران چگونه و طی چه فرایندی واقعیت یافته است و اینکه آیا می توان شکل گیری آن را در ایران صرفا در یک مقطع تاریخی خاص مطالعه نمود و نیز این نکته که آیا تجربیات ایرانی در این خصوص با روندهای جهانی مطابقت دارد.
    با توجه به چنین امری پژوهش حاضر با استفاده از روش توصیفی- تحلیلی و تکیه بر منابع کتابخانه ای در صدد برآمده است تا ضمن بررسی روند و سیر تکامل شکل گیری حکومت ملی در جهان بر مبنای شاخصهای مشخص، مقوله شکل گیری و تکامل حکومت ملی در ایران را به شیوه ای تطبیقی مورد مطالعه قرار دهد. یافته های پژوهش حاضر نشان می دهد گرچه حکومت ملی در ایران به مفهوم علمی آن در مقطع زمانی انقلاب مشروطه شکل گرفت، ولی باید توجه داشت که در دوران قبل و بعد از انقلاب مشروطه نیز رویدادهای تاریخی، سیاسی و اجتماعی در ایران روی داده است که به عنوان مقدمه و نیز مکمل شکل گیری این نوع حکومت در ایران به شمار می آیند. همچنین برخلاف روند جهانی که در آن حکومتهای مدرن به عنوان مقدمه و بستری برای شکل گیری حکومت ملی عمل کردند در ایران حکومت ملی مقدم بر حکومت مدرن شد و این امر موجب آشفتگی های علمی در میان صاحبنظران و نیز شکست تجربه انقلاب مشروطه در ایران و نیز تحولات سیاسی عمیق سالهای بعدی شد.

    در پایان جنگ سرد و با گسترش جهانی شدن، منطقه گرایی نوین در دو دهه اخیر به یکی از اصلی ترین موضوع های رشته های اقتصاد بین الملل، روابط بین الملل و اقتصاد سیاسی بین المللی تبدیل شده است. اینک نوعی دیالکتیک جهانی شدن و منطقه گرایی در سیاست بین الملل آمده است. منطقه جنوب شرق آسیا هم از مناطقی است که اگرچه منطقه گرایی در آن به دوران جنگ سرد و به صورت مشخص شکل گیری اتحادیه ملت های جنوب شرق آسیا (آسه آن) در سال 1967 برمی گردد، اما از دهه 1990 موضوع منطقه گرایی در آن از اهمیت بسیار زیادی برخوردار شده است. این روند را می توان در قالب ترتیبات و سازمان های منطقه ای در این منطقه مشاهده کرد. به عنوان نمونه با رخدادن بحران مالی در سال 1997، تلاش هایی در جهت گسترش همکاری میان کشورهای عضو آسه آن و سه کشور واقع در منطقه شمال شرق آسیا یعنی چین، ژاپن و کره جنوبی آغاز شده است که طرح آسه آن + 3 (آسه آن + کره جنوبی، ژاپن و چین) از مهم ترین نمودهای آن محسوب می شود. با برطرف شدن بحران مالی همکاری میان اعضای آسه آن و سه کشور یادشده علاوه بر اینکه در حوزه اقتصادی و تجاری گسترش یافته است، به حوزه های سیاسی، فرهنگی و اجتماعی نیز تسری یافته است. به گونه ای که در نشست سران آسه آن در سال 2003 در بالی- اندونزی، مقرر شد تا سال 2020 جامعه آسه آن در سه حوزه امنیتی، اقتصادی و فرهنگی- اجتماعی با تعمیق همکاری با سه کشور ژاپن، چین و کره جنوبی عملی شود. سوال اصلی مقاله این است که تا چه اندازه می توان به تحقق منطقه گرایی در منطقه شرق آسیا امیدوار بود؟ سوال های فرعی مطرح شده در این مقاله هم عبارتند از:چه رابطه ای بین دو پدیده جهانی شدن و منطقه گرایی وجود دارد؟ مهم ترین نمود منطقه گرایی در شرق آسیا چیست و چه زمینه ها و عواملی سبب شکل گیری آن شده اند؟ برای پاسخ به پرسش های مورد اشاره، این مقاله از چهار بخش تشکیل شده است. در بخش نخست ویژگی های منطقه گرایی نوین و تفاوت های آن با منطقه گرایی قدیم مورد بررسی قرار می گیرد. سپس رابطه میان دو پدیده جهانی شدن و منطقه گرایی نوین بررسی می شود. در بخش سوم زمینه ها و عوامل موثر بر شکل گیری آسه آن + 3 مطرح می شود. در پایان عوامل موثر در تداوم همکاری آسه آن +3 به منظور تحقق منطقه گرایی در کل منطقه شرق آسیا ارائه می شود. روش مورد استفاده در این تحقیق از نوع توصیفی – تحلیلی است.

    کشاورزی و تولید مواد غذایی در دهه های اخیر، همواره یکی از مسائل مهم جهانی بوده و کلیه کشورها اعم از صادر کنند و وارد کننده را با چالش های فزاینده ای روبه رو ساخته است. این پژوهش به منظور واکاوی و تبیین نقش غذا در رقابت های ژئوپلیتیکی با تاکید بر ژئوپلیتیک غذا، از روش تحقیق توصیفی – تحلیلی و تبیین علی بهره برده است. نتایج تحقیق نشان می دهد در دهه های اخیر، مولفه های طبیعی نظیر تغییرات آب و هوایی، کمبود منابع آب و کمبود زمین و چالش برای استفاده مستقیم و غیرمستقیم از آن به همراه مولفه های انسانی از قبیل رشد جمعیت، افزایش طبقه متوسط و شهرنشین، بحران انرژی و رقابت بین تولید مواد غذایی و سوخت های فسیلی، نقش سازمان های بین المللی و کاهش سرمایه گذاری در بخش کشاورزی در سطح جهانی، غذا را به یکی از موضوعات مهم ژئوپلیتیک بدل ساخته است. علاوه بر این، نتایج نشان می دهند که تحلیل مناسب مباحث مربوط به غذا و امنیت غذایی و تبیین آن، در یک چارچوب ژئوپلیتیکی بسیار راهگشا خواهد بود.

  • نقش مرز و قومیت در عملکرد نقاط شهری / مطالعه موردی: منطقه آذربایجان

    بررسی شاخص های اقتصادی، اجتماعی- فرهنگی، زیربنایی، بهداشتی- درمانی، ورزشی و حمل و نقل در تعیین وضعیت برخورداری مناطق و مکان ها و شناخت عوامل تاثیرگذار در راستای تدوین راهبردهای توسعه مناطق و مکان ها و کاهش نابرابری امری ضروری است. نوشتار حاضر، با هدف شناخت وضعیت عملکرد و توسعه نقاط شهری منطقه آذربایجان با توجه به تاثیر متغیرهای قومیت و مرزی بودن نقاط شهری منطقه آذربایجان پرداخته است. روش استفاده شده در این تحقیق توصیفی- تحلیلی می باشد و برای سطح بندی عملکرد نقاط شهری منطقه از 61 شاخص استفاده شده است، این شاخص ها در راستای 6 عامل اصلی اقتصادی، اجتماعی- فرهنگی، زیربنایی، بهداشتی- درمانی، ورزشی، حمل و نقل و ارتباطات بودند و برای بررسی و تحلیل ابتدا کل شاخص ها با استفاده از روش های آماری از جمله تحلیل عاملی پالایش شد، شاخص ها علاوه بر وزن دار شدن، تعدادی از شاخص ها نیز به علت واریانس کم از روند تحقیق حذف شدند، در تحلیل ها و آزمون های آماری از تحلیل واریانس، آزمون مستقل T و مدل رگرسیونی سلسله مراتبی از نتایج تحلیل عاملی استفاده شداست. نتایج نشان می دهد که مرزی بودن شهر ها در عملکرد آنها تاثیرگذار بوده است و شهر های مرزی نسبت به شهر های غیرمرزی عملکرد ضعیفی داشته اند. ولی متغیر قومیت در عملکرد نقاط شهری منطقه در سطح معنادار تاثیرگذار نبوده است. همچنین نتایج مدل رگرسیونی نشان می دهد که برای توسعه شهرهای مرزی باید عوامل اقتصادی و بهداشتی- درمانی در اولویت برنامه ریزی قرار گیرد.

    Political geography is one of the specialized branches of geography that is concerned with the study of the mutual relationship between politics, geography and resulting phenomena. In other words, the political dimension of space is the pivotal subject-matter of political geography. The dominant view regarding the origin, the foundation and the founder of political geography in different references is that it dates back to the end of 19th century, simultaneous with the publication of Politische Geographie by Friedrich Ratzel. But the research of the author shows that political geography as a scientific discipline has a long history and is named and conceptualized by others before Friedrich Ratzel.This study was carried out with the question of: by whom and on what date political geography was named and conceptualized for the first time? Three people, Anne Robert Jacques Turgot philosopher, political economist and politician of the 18th century in France, Immanuel Kant famous philosopher of the Age of Enlightenment in Germany, and Friedrich Ratzel a German biologist and geographer were said to be the leading figures. With regard to the claims, three people at three different places were known as founders of political geography, which made the judgment difficult as to the history and the founder of political geography. The research was done through library method and studying original documents in Germany and France, relating to the three figures mentioned. The findings showed that Turgot, by writing a book plan on the subject at Sorbonne University, conceptualized and used the term Political Geography (Geographie Politique) for the first time in 1751. Also, Kant conceptualized and used the term Political Geography (Politische Geographie) for the first time at Konigsberg University in Germany in 1757. Friedrich Ratzel also compiled and published the first book entitled: Politische Geographie, but on the subject of State in 1897 at the University of Leipzig, Germany. The author could investigate and judge on the foundation and conceptualization of political geography and propose his own theory regarding its foundation history, its founder and their share in political geography’s thought. Research findings, based on documents, show that the theory which claims that Ratzel is the founder of political geography is not valid and is rejected. Turgot, the French philosopher, is the founder of the political geography in 1751, and at the same time Immanuel Kant used and conceptualized political geography in the second half of the 18th century. Friedrich Ratzel published the first scientific and modern book with the title of “political geography” about the State and country. So, based on documents, political geography is founded by Turgot in 1751, as well as Kant in 1757. However, this theory can be challenged by finding older documents.

    Introduction
    Political power’s structure and its spatial distribution is one of the most important issues in political geography. Iran, with thousand years of civilization, has a centralized state and its causes must be seek in ancient Iran and the roots of the formation of the first Iranian government (Medes) and the trend to centralizethe power.
    Methodology
    This paper deals with the exploration of reasons that influenced the power structure in ancient Iran by investigating the structure and spatial distribution of power in ancient Iran in the Median, Achaemenid, Parthian and Sassanid eras. Researchers claim Iran's geographical location and the existence of a powerful foreign enemy named Assyria were the reason of formation of the first centralized government of Iran named Medes.
    Conclusion
    In the beginning, the power structure was not centralized, but was more like an Oligarchy and this structure gradually and in particular in the Sassanid era turned into a centralized and unitary system, and one of the most important reasons was the influence of missionaries in the power structure. It is also necessary to mention that other factors like geographic area and ripples have been effective in the pattern of spatial distribution of political power in Iran.

    Interodaction: The survival of national governments and every kind of independent political unit in the contemporarythreatening world depends on having national power and improving the bases of national identity.National identity will preserve the countries against inner and outer treats and causes national unity and finally leads to national power. Nations provide their national goals and supply own security and survival based on their abilities. Upgrading the national power is the most important inquiryof political leaders in all countries. At the same time, it seems that nowadays Iranian society is faced with some challenges to provide maximum national power. National identity crisis is one of the factors that challenge national power. National power, which means unity and solidarity between composing components of a social and political system, is one of the main component of the national power. Inthis situation, increase inthe coefficient of national unity and solidarity,causes to decrease in internal and external threats and provides an appropriate context for the country development.
    Methodology
    This article, extracted from a thesis,uses an analytic- descriptive method and tries to explain the relationship between the national identity variable, as a dependent variable, and the national power, as an independent variable.
    Discussion
    Besides, it is tried to present some factors which cause crisis in national identity by referring to some symbols of national identity crisis in Iran.
    Conclusion
    Here, the functional analysis is dominant approach and the data gathering procedure is based on library findings. This research results show that national identity as the base of national interests is faced with some challenges, internally.Also, these challenges can turn to a crisis if they are neglected. And finally, this can decrease the coefficient of national power and can increases the country vulnerability versus external threats.

    Introduction
    Smuggling which means importing and exporting goods in illegal form, is an essential challenge to the countries and has negative consequences on legal business, investment and occupation and faces national development with stagnation. Smuggling means moving illegal goods, services and human from one place to another or their entrance and exit from borders of a country. If the needed goods are not supplied and the possibility of their importing legally is not provided, the goods are supplied illegally and under-the-counter. In other words, need is an essential impulse which causes goods shifts in geographical places.
    Methodology
    The main question of the research is that why smuggling is formed in a political unit (state)and what are the solutions? So the research is basic and theoretical, and since the research tries to know its nature by means of knowing the formation causes, production, distribution and consumption cycle and knowing the factors affecting development and deals with regular and systematic describing the smuggling and its features is descriptive- analytic. Data gathering procedure is based on library findings and also field findings are considered.
    Results And Discussion
    Smuggling has been with different goals during the times in settlement spaces. If the needed goods are not supplied legally and the possibility of their importing legally is not provided, the goods are supplied illegally and under-the-counter. Smuggling roots correspond with economic structure of the country, differences in development levels, and differences in goods fees in the destination and beginning and spatial needs in the countries of goods destination. The process and stages of goods smuggling are comprised of producer, buyer, smuggler, actors, stewards and coordinators in destination, tools of goods movements, purchase market, goods buyer in destination. Political, economic, cultural and social factors are driving forces and catalyst factors in smuggling of importing goods.
    Conclusion
    Increase in domestic production decreases the process of importing smuggling. The management of importing smuggling is possible based on knowing 3 facets of formation of importing smuggling, its stages and process from beginning to destination and also political, economic, cultural and social factors extending smuggling with systemic view. The impulse of the formed process is money and capital that its direction is the reversal of goods direction, and places which need goods, money and capital send to the places which produce goods to get the goods. Goods smuggling is halted in needed place in the following ways:-Lack of money to get good in the places which need good; -Decrease in domestic production;-Unaffordability of contraband good in comparison with legally imported goods.Each of the solutions to prevent smuggling is transient and its solutions are in the three forms mentioned above. On the other hand, with the permanent existence of capital in geographical spaces, the two last forms should be considered.

    Introduction
    State has witnessed many changes from the beginning of its formation. In other words, apart from changes that happened to people, groups and the thoughts that formed these groups, the relationship between state and people has changed from tribal state in early stages to national state in the recent era. Nation state is defined based on its interaction with the nation. So, it is true that we can study the establishment of the state in some places through special periods of history, but in old and ancient countries even if the state has been established in modern era, but it is impossible to ignore the historical process of formation of nation and its interaction with the state. Therefore, the study of such case in ancient countries like Iran needs new approaches towards this issue. Research
    Methodology
    Research method is basedondescriptive – analytic method and data gathering procedure is based on library findings. The questions and assumptions of the research are as fallow:What kinds of process have been effective in the establishment of nation state in Iran through history? Whendid nation state emerge in Iran?And the assumption is as follow: Although the formation of nation state in Iran (provided opportunities for people to participate in the management of their affairs) was realized during the constitutional revolution (1906), but some events, which happened before and after this revolution,caused critical approach towards the revolution.
    Discussion
    Although nation state in Iran is a new concept and theoretically it is realized during the constitutional revolution, but by considering the process of political changes of Iran’s society in recent century and regarding variables and indicators of establishment of modern nation state, we can not specify an exact period of time for the establishment of nation state. According to special position of state- based studies in political geography of Iran, this issue causes a kind of theoretical turmoil and has faced experts and researchers with the lack of consensus on the issue.Regarding the issue, the purpose of the present essay is to study the issue from a pathological and comparative point of view with considering universal experience.
    Conclusion
    Research findings show that although nation state were established in Iran during the constitutional revolution, but we should consider that before and after the constitutional revolution some historical, political and social events happened in Iran which are counted as an introduction and supplement to the establishment of this type of state during the constitutional revolution. Also, unlike universal process that this modern state is an introduction to the establishment of nation state, in Iran, nation state precedes modern state. This issue leads to scientific turmoil among experts and failure of constitutional revolution experience in Iran and deep political changes in the following years.

    Introduction
    At the end the Cold War and with spread of globalization, the New Regionalism in the last two decades as one of the main topics disciplines in international economics, international relations and international political economy has become. Today a dialectic of globalization and regionalism in international politics have emerged. Although Regionalism in South-East Asia during the Cold War, specifically the nations of the EU South East Asia (ASEAN) is returning in 1967, but the 1990 the issue of regionalism that is very important. This trend can be seen in arrangements and regional organizations in this area.
    Methodology
    This paper describes an analytical approach that seeks to answer the question: to what extent can we hope to accomplish Regionalism in East Asia? Subsidiary question raised in this article include:What is a relationship between the two phenomena of globalization and Regionalism?visible symptom of Regionalism in East Asia and what are the fields and reasons of its formation?

    Although Regionalism in South-East Asia during the Cold War, specifically the nations of the EU South East Asia (ASEAN) is returning in 1967, but the 1990 the issue of regionalism that is very important. And this in the the form of regional arrangements and organizations in the region can be observed in. At first acceptance the concept of "East Asia" was difficult for many countries because APEC was considered an effective regional organization and other regional organizations to create a more East Asian littoral states know unnecessary. In fact, more efforts have been made in realization of the ASEAN in East Asia, intra-regional and extra-regional influence of two factors taken. Factors such as economic and financial crisis in Asia in 1998-1997 and an increase in the rate of regional trade within Asia in the 1990s, including the regional factors, Spread regionalism in other regions of the world and among the ASEAN are considered factors in the formation Brvnmntqhay.
    Conclusion
    Although effective strides in expanding cooperation among members in order to achieve regionalism in East Asia have been taken, But obstacles and problems in the region and outside the region that members should take steps to remove them. The most important of these barriers include: Attention the purposes and programs such as economic prosperity and political and social stability by some members, such as Indonesia and the Philippines, Attention to the sheriff globally or at least in geographical span of Asia - Pacific from Japan, Competition between China and Japan for regional leadership in East Asia, with governments oppose ceding their sovereignty to regional institutions and mechanisms of its executive, the U.S. opposed the formation of economic regionalism in East Asia, All have caused to the realization of regionalism in East Asia is not remarkable speed and acceleration.

    Introduction
    Agriculture and food security have always been one of the main human concerns and although food policy is related to removing extreme poverty and hunger. However, these goals have recently been challenged by emerging forces like climate change, water scarcity, the energy crisis as well as the credit crisis. Indeed, as land and water become scarcer, as the Earth's temperature rises, and as world food security deteriorates, geopolitics of food is emerging.
    Methodology
    The research is descriptive- analytic in terms of nature and method. Data gathering procedure is based on library findings. In library procedure, using existing references in libraries, formal and valid statistic information are considered.Data analysis will be done using qualitative method.
    Result And Discussion
    According to the paper goal, we classified the most important reasons that cause food to be one of the Geopolitics issues, as follows: 1. Environmental factors:1.1. Climate change: Climate change poses significant threats to global food security and peace due to changes in water supply and demand, impacts on crop productivity, impacts on food supply, and high costs of adaptation to climate change.Climate change may affect agriculture and food security by altering the spatial and temporal distribution of rainfall, and the availability of water, land, capital, biodiversity and terrestrial resources. It may heighten uncertainties throughout the food chain;the impacts of climate change on global food production are small but geographically very unevenly distributed.1.2. Water scarcity: Competition for water resources among sectors, regions and countries, and associated human activities is already occurring. About 40% of the world’s population lives in regions that directly compete for shared cross boundary water resources. A major concern to maintaining future water supply is the continuing over-draft of surface and groundwater resources. As a result available surface water and groundwater for irrigation decline.1.3. Land scarcity and competition for different uses of land: As cities expand they displace farms, cover fertile soils with pavement and contaminate.In addition, using land for biofuels has been very influential, e.g. In the USA, there has been a decline in cultivated area from 1980 to 2010 from a peak of 300 million hectares to 240–245 million hectares in 2005.2. Human factors:2.1. Population growth and increasing in urban and middle class population: future global food demand will be largely determined by population growth which is becoming more and more affluent and urbanized. Also rapid growth of population is associated by nutritional transition towards diets that rely more on meat. Population and income growth will increase the demand for irrigation water to meet the food production requirements and household and industrial demand. The global population is projected to increase to about 9 billion by 2050. In response to population growth and rising incomes, worldwide cereals and meat demand has been projected to increase by 65% and 56%, respectively.2.2. Energy crisis and competition among food and fuel production: In the last years, energy prices have more than trebled. High energy prices also raise food prices through increased cost of transporting and shipping. High fuel prices are creating new markets for agricultural crops that can be used for biofuels. Land and water resources traditionally used for food crops that are diverted to fuel crops.2.3. Decrease in investment in the agriculture: The 2008 Credit Crisis had a capital contraction effect in the global economy. Less capital means less investmentin the agricultural sector and consequently less production. Low credit means higher cost of food production in smallholder systems, as few save andmany borrow. As a result, when food production dwindles, food would be unavailable and unaffordable formany people around the globe.
    Conclusion
    According to the findings and vast changes in the global food situation and mismatch between demand and supply of food patterns, we will witness a new era of relations between states or food suppliers and their demander that these relations could be peaceful, competitive, or even hostile.Foodas one of the tools of power in the modern age is rapidly becoming one of the main geopolitical issues, and it seems that geopolitics is able to provide a scientific framework for food studies and bring beneficial results. Also, geopolitics of food is able to explain the patterns of supply and demand in national, regional and global levels and to evaluate the strengths, weaknesses, opportunities and threats ahead, as well as to analyze the issue of food security.

    Introduction
    Recognition inequality and imbalance within the different geographical regions (country, province, county and ward) is the basic duty of the trustee development. Considering the status of economic and social indicators is essential in order to provide development strategy of the region. In fact, the need for planning arises from the awareness of the problems or the development of spatial organization. Spatial organization explains the relationship between human, environment and human activities in space, which is related to the distribution pattern of population, and economic activity and social interaction between them. Spatial organization of the country is faced with an imbalance in the country. The study of economic, social- cultural, infrastructure, health, sports, and transportation indicators in areas is necessary to determine eligibility. Also, the study of effective factors is essential in order to develop strategies for regional development and also to reduce inequality. This article tries to describe the function and development of urban areas in Azerbaijan affected some variables like ethnicity and borders function.
    Methodology
    The research method is based on descriptive- analytic method. Data gathering procedure is based on library findings. Some documents are collected from the Statistical Center of Iran, Management and Planning Organization of East Azerbaijan, West Azerbaijan and Ardabil.
    Results And Discussion
    The study of effective factors is essential in order to develop strategies for regional development and also to reduce inequality. To accomplish this goal use of the economic, social, cultural, educational, health indexes is essential. These indicators can show the level of wealth and well-being and the development of geographical places based on selected criteria. The most important step in the regional development is determining these parameters. Variables are the raw numbers cannot measure the level of development in selected geographical places. First of all, indicators that could be used in the present study were selected. In the next step, cities based on indexes were selected, and then the data for the indicators were collected from the center. To understand the overall condition of the cities, the urban area is graded in terms of performance. Factor analysis model was selected for the study. Analysis results show that cities near the border were poorly, in terms of performance; this matter can have two reasons: 1- lack of capital, because these cities are located in the boundary regions, consequently are poor and have low services. 2- Security perspectives, boundaries regions were turbulent, in particular southern cities of West Azerbaijan province in recent decades. As a result of the investments this trend has changed. In addition, the ethnicity variables were analyzed. The assumption was that ethnicity-based research can be influential in the Azerbaijani cities. Cities were divided into three groups based on ethnicity: Turkish cities, Kurdish and mixed (Turkish, Kurdish). The cultural- social factors indicate that there are significant differences between the cities.
    Conclusions
    Generally, there is a tendency to focus on the perspective of the entire system of planning. The results show that some factors are influential in the performance of cities. On the other hand, because of the historical events in the recent years like the formation of the Soviet Union and the formation of the Kurdistan Democratic Party and the war between Iran and Iraq, boundary cities have a high risk to public and private sector investment. Despite the strong potential of Azerbaijan boundary cities, these cities have been unable to make progress. However, in recent years, with increase in borders security and within crease in the investment cities can make progress.
