    Approaching the organizational purposes, improvement of organizational performance, increase of skill and knowledge, increase of efficiency and effectiveness and at last grading the utilization of female polices for campaigning against the narcotics and psychotropic drugs depends expensively on the quality and quantity of specialized trainings. This research has been applied with the objective of evaluating the major and specialized training requirements of female police in the context of campaigning against the narcotics and psychotropic drugs and through Delphi technology. Accordingly, upon raising a general question, opinions of 70 persons of experts and specialists (professors of Police University and executive employees involved in Fateb Narcotics Context) were taken regarding the required trainings for female police for conducting the missions of campaigning (including prevention and confronting) against the narcotics and psychotropic drugs. The repliers were requested to considering two important prevention and confronting duties, explain their opinions regarding the course groups of psychology and social sciences, disciplinary sciences, specialized narcotics, law, information and information protection. Then, the questionnaires were provided for the experts again for classification and prioritization. The data of this research was analyzed via Spss statistical software. According to the gained results the female polices require applied and varied trainings in course groups and different fields for dealing with their commissions and this shall affair be considered by the trustees of training topic. At last, it is proposed that an special guild under the title of campaign against the narcotics shall be considered for female polices and according to the mission of female police for supporting the women and children and their effective role in preventing the crimes, raising the courses and requirements of this class of police pertains to their assigned missions.

    Upon increasing the number of women addicted to the psychotropic and industrial drugs and entering the women in the contraband and distribution of narcotics, the necessity of entering the female police into the context of campaigning against the narcotics seems to be more than ever and the authorities shall take decision for entering mode of the women in this context and their scope of duties and responsibilities. One of the best methods for decision making is laying on the researches. This literature with the objective of verifying the required contexts of research for accurate identification of the authorities and their proper decision-making has applied two following
    Methods
    at first, identification of the required contexts for decision-making; through surveying the elites method, the opinions of 20 persons of the research experts of the university were taken and in the next stage, approaching two centers (police university and foundation of campaign against narcotics) and studying the researches and their thesis through “combined verification of the researches” method, 1320 researches and available thesis in this context were verified, of which 33 cases were typically related to the subject of this research. These 33 cases were provided only information regarding the campaign against the narcotics’ method and identification of the addicted women for authorities and the other required contexts for the research regarding the procedure of entering the female polices to the context of the narcotics remain unanswered and requires new researches.

    Consuming the narcotics by the juveniles is one of the most important hygienic and psychosocial challenges of the societies. The present research has been applied with the objective of analyzing the causation model, the relationship between parental factors, peers, confronting mode, selfesteem and aggression through consuming the narcotics by the juveniles of Karaj. The participators in the research included 447 persons (239 girl and 208 boys) from among the students of secondary education course of Karaj that were elected through random cluster sampling. The research instruments included micro scales of emotional bond with the parents and the status of peers group of questionnaire of risk-taker and protector factors of narcotic consumption (RAPI), questionnaire of hazardous behaviors, aggression questionnaire, and Rosenberg’s scale of self-respect and questionnaire of coping with stress. (CISS) Route analysis method has been applied for evaluating the Causation model originated from social learning model of narcotics consumption by the juvenile (Simon and Robertson, 1989).Based on the goodness fitting indices (Chi’s nonsignificance, low error etc.), upon controlling the hypothesis of remained variance fixing, the supposed model contained perfect fitting. According to these results, the variables of communicating with deviant peers and aggression had direct relationship and parental rejection had indirect relationship with narcotics consumption. As well, parental rejection had direct relationship with aggression, self-respect and communication with deviant peers. Communication with the deviant peers and aggression in addition to having direct relationship with narcotics consumption by the juveniles, is mediator between the relationship of parental rejection and narcotics consumption. Familial risk-taker factors such as parental rejection, aggression and communication with the deviant peers is one of the most important variables forecaster of narcotics consumption by the juveniles. Therefore, designing the preventive interventions for improving the relationship of the juveniles with their health peers and reinforcing the emotional bond of juveniles with the parents and reduce of juvenile’s aggressive behaviors may reduce or prevent the consumption of narcotics by them.

    Narcotics in the recent half-century has found characteristics due to the diversity and spread of addiction and social evil and harmful effects that may be considered as one of the created topics and many jurisprudential subsidiaries may be assumed for it in the regard of restrictions, castigation, unlawful businesses, food and drinking. Inconsideration to the jurisprudential and moral fundamentals for organizing the social relationships in addition to its concepts and obvious negative dimensions has many hidden harmful dimensions that may be more risky. In this literature, it was attempted tobriefly, in addition to verifying the reasons of jurisprudential fundamentals regarding the narcotics and its moral fundamentals in details; the role of female police for campaigning against the narcotics is investigated. It seems that the general jurisprudence principles and generalities and additional of book (Quran) and tradition explains the forbidding of consuming narcotics and the female polices can create the peace and trust in the women society particularly families, while rendering the services in accordance with the tactful moral fundamentals together with kindness and observing the Islamic provisions and orders confronting the accused persons.

    In this literature, considering the applied changes in the process of narcotics consumption in the country, such as changing the pattern of narcotics consumption from traditional drugs to the industrial, increase of domestic roughness due to the disorders arising from consuming new drugs, increase of women consumer numbers in new generation of narcotics consumers, and increase of risky behaviors among the consumer population, utilizing the female polices in the context of campaigning against the narcotics was investigated as a new strategy for campaigning against this phenomenon in order to presenting an image based on the scientific documentations, presence of female polices shall be deliberated as a guarantee for more than ever successes of state police in this context. In this study, which has been applied through documental method, at first the history of utilizing the female police has been reviewed based on the results of applied studies in Iran and the world, then upon the view on the experience of the other countries, the power points and advantages of utilizing the female police and occupational limitations of female police in the context of campaigning against the narcotics in the world were propounded. In the next part, the injuries of addiction on the family and wife was analyzed and in the final part of literature, upon focusing on the identified points in utilizing the female polices for campaigning against the addictive substances and utilizing the experiences and successes of some countries such as Korea, India, Yamane, Mexico, Palestine and Mauritania, the suggested rolls of female police in the context of reducing the addiction offer and demand (prevention treatment, reduce of injury) was presented in the frame of executive strategies. Reviewing the history of appearance of female police indicates that despite of many social and cultural problems and barriers, the efficiency of female polices in different contexts resulted in compiling a new base in the structure of police departments.

    Today, the negative and destructive role of the narcotics and psychotropic drugs is not hidden to any one, because this miserable phenomenon causes an important part of the society’s active and creative resources not enable to play their own roles in the society, furthermore, underlies the crime commitment and the other dilemmas for the society. Therefore, confronting and dealing with this problem is subject to the duties of judicial system and police force in different countries. For resolving this problem, its causes shall be recognized and planning for removing the said causes, furthermore required strategies for immediate confronting therefore shall be considered. Towards, the police undertake special duties. The police for confronting the narcotics and psychotropic drugs in addition to observing the legal provisions, modern methods shall be applied. Considering that an important part of this crime is committed by the women and due to legal and lawful obligations, confronting this kind of criminals, the role of female police for confronting these offenders is considerable. Particularly, the role of the police due to communicating with the family of victims related to the narcotics prevents from its dire consequences on the families.Considering that the police is obliged to observe the legal provisions for fulfilling its duties more than ever, recognition of which is very important for police. Legal provisions include the duties and powers of the police for campaigning against the narcotics and psychotropic drugs. However, considering the special characteristics of the crimes in relation to the narcotics including ownership, transport, any transaction including replacement and gratuitous or consumption, in comparison with the other crimes, confronting it is different. The purpose of research in this case is explaining the legal obligations of police in campaigning against the narcotics. The most important questions that are raised in this case is that what is the legal obligations of police in the obvious and unobvious crimes and criminal policy of campaigning against the narcotics and psychotropic drugs? Research methodology is bibliotheca and legal analysis.
