    The purpose of electronic surveillance is reducing the cost of traditional monitoring, personal referrals and increase productivity, the use of electronic communication and looking for appropriate and efficient mechanisms. By changing the system and structure of executive bodies, it is clear that traditional methods for monitoring the performance and efficiency are not enough. And thus “electronic monitoring” is a new concept in the field of supervision and inspection that efficiently serve and complete the processes and facilitate monitoring and today it is one of the most important methods used by regulatory bodies. With the increasing deployment of e-government, one of the main problems of monitoring and inspections in Iran is using the old and traditional tools and methods of monitoring and detecting crime and systematic implementation of electronic monitoring could be an appropriate tool to prevent, detect crime, and the realization of e-government. It is essential for GIO to use the electronic surveillance by which the prevention and rapid and accurate detection of crimes will improve the ability of this organization to achieve the goals and missions as well as economizing on costs.

    Participatory monitoring & evaluation (PM&E) is a process through which stakeholders at various levels engage in monitoring or evaluating a particular project, program or policy, share control over the content, the process and the results of the M&E activity and engage in taking or identifying corrective actions. PM&E focuses on the active engagement of primary stakeholders. Participation is increasingly being recognized as being integral to the M&E process, since it offers new ways of assessing and learning from change that are more inclusive and more responsive to the needs and aspirations of those most directly affected. PM&E is geared towards not only measuring the effectiveness of a project, but also towards building ownership and empowering beneficiaries; building accountability and transparency; and taking corrective actions to improve performance and outcomes.

    Workplace is a place of actions and behaviors that it has important implications for individuals, organizations and society. The importance of non-task behavior increased significantly in recent years. Non-task behaviors have a profound effect on the organization and its members. This study examines the degree of nontask behaviors (organizational citizenship behavior and deviant behaviors work) at the agricultural jihad in Isfahan province. In order to collect data, organizational citizenship behavior Alan and Lee questionnaire (2002) and Bennett and Robinson’s work deviant behavior questionnaire (2000) was used. The population of this study is employees of the agricultural jihad in Isfahan province by the number of 361 people. Sample size was determined by sample size 98 determination’s formula. Single-sample t test and correlation applied for test of hypotheses. Research results indicate that the level of organization citizenship behavior is above the average and the level of Workplace deviant behaviors is under the Average.

    Corruption is a result of numerous factors and its implications in society are immense. The continuity of Corruption reduces the social prestige and dignity of the administrative system and causes a loss of trust and respect of people toward the government. Basij rooted in the goals and ideals of the Islamic Revolution and it can be describe as the executive arm to achieve the objectives and programs. The main objective of this paper is to analyze the role of Basij militia in the control of financial and administrative corruption. in this article three role of Basij militia in the prevention of corruption and administrative reform, have been considered: The role of patterning, The its role as a deterrent effect and The role of the reforming.

    The objective of this study is to evaluate the effect of inflation on the administrative and financial corruption in Islamic developing countries in the years of 2013 - 2003. To this end the corruption perception index for measuring corruption and financial is used and research model is estimated using panel data techniques. The results suggest that the negative impact of inflation on the Corruption Perception Index, and income per capita and the size of government have a positive impact, But the variable of government size - and to this group of countries in this study - had no significant impact on the corruption perception index and therefore not being capable of interpretation. Hence the policy approach of this study is that officials and policy makers who are concerned about the country’s healthy economic environment should seriously take steps to control inflation. Also being successful in economic policymaking and increasing per capita income, the control of financial and administrative corruption will be more successful.

    Experience of Developing countries in the field of economic growth and various studies have shown that the estimated economic growth rate only through capital and labor factors of production will not lead to a precise result. Economists have to use knowledge as a pivotal tool in their economic research. Knowledge based economy is an economy based on production, distribution, transformation and utilization of knowledge, On this basis, the higher education plays a crucial role in a knowledge based economy. It seems that attempt in making knowledge oriented employment in various countries may be an important factor in the establishment of sustained economic growth. For this purpose, in this paper by applying an indigenous model of growth, the effects of knowledge based employment and physical investment in Iran has been analyzed. The economic growth of Iran as an indigenous variable, is a function of knowledge based employment and physical capital. The indigenous model used in this research, has been estimated with five steps co integration approach of Johansson and Vector Error Correction Model. The two co integrated model obtained in this approach, show that in the long run, the relation between the index of knowledge based employment and increase of physical capital on the economic growth of Iran is positive and significant, Both vectors show that in the long run the index of knowledge based employment has the highest effect on the economic growth of the country.

    In The constitution of the Islamic Republic of Iran, the General Inspection is an organization, unlike other systems, seen in the area of judiciary branch that has more legal aspects. Meanwhile, the two duties - supervising the good flow of affairs and Proper implementation of the law- has been assigned to inspection which consisted the monitoring of all stages of the action and reaction, and stages before, during and after Operation. On the other hands, today Monitoring structures have been entered in a new area in the world with the introduction of civil rights issues, environmental issues, structural changes and transformed into new stages in the line with of good governance. This is a new form of exercise participation and supervision of the state - nation on the mechanism of administrative, executive, financial and governance systems with approach maximum satisfaction. the term of Ombudsman recently expanded, explained a new approach in the international system. This paper aims to investigate the legal status, capacity, professional and legal ability of GIO to exercise its Triple legal identities. this organization, In addition to improving integrity and structure of the anticorruption to discover and deal with administrative rule violations and also ombudsmanship activities. Here we will discuss a summary of strategies and mechanisms in improving of this situation.
