    Interview with judges on the Code of Criminal Procedure of 1394 showed their dissatisfaction with the law because of its many restrictions and oversight on judges. According to the court officials¡ especially judges¡ citizenship rights and its reading to the accused¡ notification of the issue and the alleged evidence to the accused as soon as possible¡ and request the lawyer for answering in the early stages¡ allows offenders to escape punishment. Failure to comply with these acts or criminal offenses for some of judges is undesirable. What this article will discuss is a new look to these rights and restrictions Causing adjustment of judge''s mind in crimes and the decriminalization of society.

    The fundamental principles of crime prevention have been pointed out through the provisions relating to the judiciary and the GIO. today this subject¡ for reasons such as the nature of deterrence¡ the importance of effectiveness¡ organizational synergy and public participation¡ modernization of the ways to deal with crime¡ human rights and citizenship have been considered by states. This article seeks to examine the legal basis to inspection and monitoring and the effectiveness of the actions of regulatory agencies.
    In this article¡ the nature of necessities and results of preventive approaches and deterrence and examination of the results is considered as the focal questions. Therefore by considering preventive approaches¡ some legal concepts and principles have been discussed and some preventive measures in recent years and examples of the effectiveness of the results are investigated.

    In this study¡ documentary researches alongside with texts in the field of ethics and modern financial system have been used. In addition to review and comprehensive theoretical studies in this field¡ the role of ethics in health promotion of modern financial system will also be discussed.
    The results of this study show the institutionalization of ethics in the new system of financial education programs leading to community needs for education and training of professional staff in the modern financial system and solving complex moral problems.

    According to Article 110 of the Iranian constitution¡ delivering and monitoring the implementation of the general policies is among the duties of the Supreme Leader. Accordingly¡ in 1380¡ he introduced the eight articles Decree in the fight against economic corruption. But during the past 16 years of the notification of the Decree¡ its implementation has been neglected.
    This study attempts to investigate the causes of implementation failure of this decree and to present some recommendations for its implementation. For identifying the barriers to the implementation of the eight- article Decree of the supreme leader in the fight against economic corruption¡ more than 90 lectures of the supreme leader were studied and a total of 25 major obstacles are detected.

    In this study¡ the relationship between the Dutch disease effect and institutional situation on economic growth in oil-producing countries is investigated during the period 1960-2014¡ using panel data. The experimental results obtained show that the negative effect of natural resource abundance¡ along with weak institutional factors does not change after importing variables affecting economic growth Such as physical investment¡ government consumption expenditure ¡ growth of trade and economic openness. In addition the abundance of natural resources has led to an increase in value added growth in the services sector¡ reducing the growth of value added of the industrial sector¡ reducing the growth of industrial exports and relative changes in the share of value added sectors in favor of the service sector. Therefore¡ there is evidence of Dutch disease in these countries. Accordingly¡ due to the direct relationship of these variables with economic growth¡ It could be argued that the abundance of natural resources along with the weak institutional factors lead to Weakening of industrial sector as Interchangeable part and reducing industrial exports and thus to slow down economic growth. Dutch disease may be prevented in these countries with minimize natural resource exports raw and the share of export revenues in the state budget sources and support the non-oil sector and the establishment of institutions such as savings and investment fund oil revenues.

    In the Islamic Republic of Iran¡ the GIO through the judiciary branch is known as the responsible for strategic monitoring and proper implementation of laws in the executive agencies. Accordingly¡ the purpose of this study is to analysis the impact of the GIO''s strategic monitoring and control on Promotion of executive agencies. By performing these tasks¡ the GIO enhance the rule of law¡ responsibility and accountability and reduce corruption in executive agencies and their efficiency is hoped to be improved. In terms of goal¡ the study is practical and in terms of epistemological assumptions qualitative method has been used. The population of this study is some experts and managers of the GIO. The data gathering tool has been in the form of library research and fieldwork alongside with interview. The results show that the supervision of the GIO is considered as an important factor in preventing law violations and crimes¡ ensuring health and efficiency in executive agencies.

    Many developing countries modified their laws and regulations on foreign investment in order to resolve concerns of investors and foreign companies and to provide protection for investment and absorb it. In these Rules¡ besides legal protection of foreign investment¡ relatively liberal foreign investment Policy was adopted and Investment obstacles decreased. Multilateral and bilateral treaties between these countries and the developed countries (owners of capital) accelerated the investment in these countries. Examining the obstacles in our country shows enormous legal challenges In addition to the cultural barriers¡ economic¡ political and structural. In this article we have tried to accurately identify legal obstacles to foreign investment in Iran and to present some solution due to the experiences of other countries and conventions.
