Health services centers are the most important locations in urban areas because they must be available in the emergency situations. The cities need to allocate appropriate locations for health services in order to decrease all of the citizen's costs. In this paper we determined the optimal location of health service centers in urban areas based on HUB Location and genetic algorithm (GA). The region 8 of Municipality of Tehran was chosen as a case study. Initially, a database of health services centers facilities was collected. By entering the database into Arc Map software, exact locations of these centers were extracted. Then the problem was solved by developing a GA code in MATLAB software. The results of the research are shown the optimal locations of the health services centers with minimum distances.

Nowadays, governments have focused on pedestrian walking as a mode of transportation due to its significant effect on improving health and traffic. System of walking development projects and facilities not only depend on other traffic modes but also need studies about pedestrian behaviors, actions and simulation of future traffic. Corresponding to the model developing for an advanced study in Tehran, pedestrian traffic has been simulated by Ptv.Viswalk software. The results of software is analyzed and compared with basic parameters, optimized parameters of Tehran and factors that advised by experts. Analysis of parameters sensitivity according to social resources model has been shown in this research. Results of simulation indicate that the outputs of the model are highly depends on a number of parameters that must be changed with high sensitivity.

Scarcity of Car parking is one of the critical issues in the traffic engineering and studies and requires more official's attentions and investments. Park and Rides are facilities in traveler's routes and guide passengers to change their trip modes. The main aim of Park and Rides is reduction of passenger car trips in Central Business District (CBD). Past studies of Park and Rides didn’t calculate or provide the methods of Park and Ride's demand. In this research, a demand estimation method has been established based on a case study. The drivers of toll station of Tehran freeway and users of Imam Khomeini's Holy Shrine subway station were chosen for this research. Subway and passenger cars are two choices which guide people to Tehran CBD. Based on data bank the binary logit model was calculated and developed. The models show that Tehran CBD's passengers and specially women have tendency to use Park and Ride. Growth of trips frequency has adverse effects on quality of Park and Ride.

Transit signal priority (TSP) is one of the dominant technologies that improves efficiency of BRT and consequently increases the passenger's services by the constant number of buses. Tehran BRT Line 10 is studied as a case study, and so various scenarios of priorities are examined on the signalized intersections. This study used the microscopic model of AIMSUN software for analyzing the effects of traffic parameters. The results of simulation effect on the travel time and delay of public vehicles.

Intelligent transportation system (ITS) is coordination of the facilities, services, communication in an integrated framework. Its aim is to provide a set of units to reduce transportation's problems. Determination of user services is the first step for developing ITS architecture. In this research the availability of user services of our country was determined by using the method of ITS in the United States of America. User's demands were collected by field study and interview with both people and experts of project. Finally, the user services and their effects on the benefits of systems are presented in the form of a service packages.

Vehicular Ad-hoc Network (VANET) is a new technology in the field of wireless networks and can support and facilitate various applications such as traffic information for vehicles. However marketing is vital factor on the performance of technology. This paper proposes a new approach for traffic volume estimation on a road segment based on real volume of VANET-equipped vehicles. Traffic information of different groups of vehicles has been collected by a clustering algorithm. Then a chaining technique of the clusters transmits the information to a roadside cloud. Finally, a machine learning method is applied to generalize total traffic volume from the collected data. Performance of the proposed approach is evaluated by a simulation on a real map of Hemmat Highway in Tehran and accuracy of the prediction has been shown in compared with real data.

Technical-Executive System in civil and transportation and transportation projects has been developed and published recently by the Municipality of Tehran. It is consists of rules, regulations and technical standards and governs different activities such as initiation, planning, design, construction, supervision, operation and evaluation of civil projects in the city. The mentioned System is one of the most important activities ever conducted by the Municipality of Tehran. The results and outputs of this system are concerned and criticized by experts. Experts believe this system cant provide some challenges include all kind of contracts and differences between contractors and employee's opinions. The present study aims to recognize and introduce challenges of Technical-Executive System and proposes expert's solutions to cover weakness.
