Per capita ecological footprint (EF), or ecological footprint analysis (EFA), is a means of comparing consumption and lifestyles, and checking this against nature's ability to provide for this consumption. The tool can inform policy by examination to what extent a nation uses more (or less) than is available within its territory, or to what extent the nation's lifestyle would be replicable worldwide. The footprint can also be a useful tool to educate people about carrying capacity and over-consumption, with the aim of altering personal behavior. Ecological footprints may be used to argue that many current lifestyles are not sustainable. Such a global comparison also clearly shows the inequalities of resource use on this planet at the beginning of the twenty-first century. Ecological footprint analysis is now widely used around the Earth as an indicator of environmental sustainability. It can be used to measure and manage the use of resources throughout the economy. It can be used to explore the sustainability of individual lifestyles, goods and services, organizations, industry sectors, neighborhoods, cities, regions and nations. Since 2006, a first set of ecological footprint standards exist that detail both communication and calculation procedures.

Energy is the basic element of economic development process. It is driving wheel of the world’s global economy and the foundation of developed countries. It greatly contributes to human and economic growth and wellbeing of the society. Developed countries use huge amounts of energy for industries, services, housing and transportation. The linkage between energy consumption and economic growth has been a challengeable topic in economic studies after 1970s crisis. All studies about this relationship that initiated after Kraft and Kraft (1978) during three decade try to find this linkage but after more than three decades of empirical research, still unanswered. Nowadays reach to high level of economic growth is one of the most important purpose of all countries especially in developing countries. There is no doubt that energy is one of the most important factors in production process and reaches to high-level economic growth. Therefore, because of the importance of relationship between energy consumption- economic growth and variability of results in the literature on it particularly across sample periods, sample sizes, and model specification, this paper surveys it by new econometric methods in main sectors of Iran. This study uses panel error correction model and panel co- integration and causality tests to investigate short run and long run relationship between energy and value added growth in different sectors of Iran’s economy with regards to energy price in the time period of 1990-2010. Long run and short run coefficients estimation have done by using Dynamic Ordinary Least Square, Fully Modified Ordinary Least Square and Pooled Mean Group respectively. Results show that increasing (decreasing) of energy consumption in different sectors of Iran’s economy cause to increase (decrease) in value added growth, so we accept Feedback hypothesis in this study because of existence of bidirectional relationship between energy consumption and economic growth in sectors of Iran economy. Energy price impact on economic growth in short run is negative but in long run is positive. As a policy implication; in aggregate level, energy policy must improve access to energy and it including investment in renewable energy carriers and infrastructure to produce and exploit this type of energies. Improving access to energy through increasing the availability of energy resources for all groups and regions and reduce inequality in distribution of them, can provide accessing all segment of society to required energy, because distribution of energy resources across the country can provide increasing economic of scale. Considering the negative impact of energy price on value added growth of economic sector in short run, providing that necessary government support to maintain level of production in all sectors is essential. In summary, the results of this study show the bidirectional relationship between energy consumption and economic growth hence the government should take any energy policy cautiously so that the application of such policies will not have contractionary effects on economic growth. In this regard, the policies that cause to increase productivity and optimum use of energy consumption compared with Policies based on quantitative reductions in energy consumption will be of higher priority.

Development of financial markets as an important factor in the economic growth process always has been of interest to economists. Financial market development is the secret of survival in advanced economies. Bank, insurance and stock are symbols of three markets Contains money, capital and supply reliability as a subset of Financial market (Kadkhodaee, 2002) Banks and non-bank credit institution Deposits are classified as financial intermediaries and stock exchange, pension funds, leasing, investment companies and insurance companies are classified as non-deposit financial intermediaries. Insurance development affects economic growth through channels of Financial stability, the completion of the government social security programs, facilitating trade and transactions, helping to accumulate savings, helps to reduce damage, contributing to efficient allocation of capital (Jaafari Samimi & Kardgar,2008) Several studies have been made about the relationship between financial development and economic growth at the national level but these studies have been limited at the provincial level. This research is the development of studies in this field using panel data as a powerful method and its purpose is to identify and determine the relationship between financial markets and economic growth in the regions. The distinctions of this research from other studies in the literature include: 1-In this study, the panel patterns based on provincial data have been used. 2-The effect of financial development variables divided of the money market, stock and insurance have been studied on economic growth separately. 3-Short-run and long-run effects of the variables are separated.

Experts differ between inherited and acquired abilities, but only the latter differ among countries. Human capital analysis deals with acquired capabilities which are developed through formal and informal education at school and at home and through training, experience and mobility in labor market. Based on researches, human capital is the main transmission channel that affects economic growth in the presence of natural resources. It can improve economic growth through its main channels that are higher productivity and higher quality of labor force. The mechanism of this issue is that higher human capital accumulation, as an intangible capital, leads to more efficient use of produced and natural capital. Based on the facts, the intangible capital (such as human capital) makes up a large share of total wealth, an estimated 60-80 percent, in most countries. However, unless we understand more about the composition of intangible wealth, governments may be tempted to conclude that a wide range of public expenditures are somehow yielding intangible benefits. One of the key factors of intangible capital is education and it can help government doing its economic policies more successfully.

Undoubtedly, the Information and Communication Technology (ICT) has affected the country’s economic and social interactions. The Networked Readiness Index (NRI) comprising four subindexes that measure the environment for ICTs, the readiness of a society to use ICTs, the actual usage of all main stakeholders (Individual, Business and Government), and finally, the impacts that ICTs generate in the economy and in the society, the three first subindexes can be regarded as the driver that establish the conditions for the results of the fourth subindexes, ICT impacts. These four subindexes are divided into 10 pillars composed of 54 individual indicators in total. Therefore, in this paper, the effect of Networked Readiness Index (NRI) on economic growth has been studied. To this end, panel data of 77 countries collected in the period 2007 to 2012, and the model is estimated by Generalized Method of Moments (GMM). The model estimation results show that the NRI score has positive and significant effects on GDP per capita growth in developed countries and this amount is equal 0.202848. This effect is positive and nonsignificant in developing countries.

Government effectiveness index is one of the six important indicators of good governance that may play an important role in country's economy by providing the conditions for full employment, price stability and the fair distribution of income within the framework of government intervention in the economy, social and political activities. The governments can play accurate and effective role in economic growth and development through the application of appropriate policies by providing institutional and social infrastructure, especially in the D-8 developing countries where there are institutional weaknesses. Generally developing countries in terms of physical and human resources are not facing serious problems, but it seems that they have many problems using these factors to achieve sustained and stable growth. In developing countries institutional deficiencies prevent optimal use and allocation of resources in these countries. On the other hand, in recent years creating an efficient financial market has been one of the key priorities in the community planning for achieving longterm and sustained economic growth. There is a general consensus that financial intermediaries increase and facilitate economic growth by allocating resources to various sectors of the economy, reducing the cost of financing and savings mobilization and transferring them to efficient sectors. In fact, the developed financial system will improve investment and favoring a better allocation of resources and thereby long run economic growth. Also, it seems that the effects of financial development on economic growth is asymmetric at different institutional levels and follow from a nonlinear model. Thus it seems necessary to study the relationship between governance indicators, especially government effectiveness index and economic growth as well as the effect of financial development on economic growth in different levels of government effectiveness.

Land use planning, to achieve regional balance, eliminating imbalances and reducing the income gap among the provinces are important topics for planners and policy makers. Also, evaluation of regionalism balances and gaps among provinces is one of the major topics of study for economists and other specialists in the field of social sciences. One of the key areas of imbalance and the gap among the provinces can be the difference in their economic growth and per capita real income, which in turn could result in the imbalance in other areas. In contrast, reducing the imbalances in income and economic growth can provide grounds for reducing imbalances in other areas. One of the main tools to evaluate the gaps and imbalances among the different areas is the convergence is testing. If the hypothesis holds, the poorer economies will have faster growth rates than hypothesis rich economies and this difference in growth rate in the long run can reduce the gaps and imbalances among them. In fact, the confirmation of Hypothesis of convergence means reduction in regional imbalances. Therefore, the main purpose of this paper is to investigate the economic growth of the Iranian provinces over the period2010-2000, with particular emphasis on absolute and conditional convergence hypothesis.

Governments in regional and national level try to improve economic and productivity growth by different polices. The being aware of effective factors in regional and national economic and productivity growth is essential for government success. The low economic and productivity growth in both regional and national level have been induced problems such as underdevelopment, inequality and poverty in some regions. In this paper, we used decomposition and econometric approach for analysis and determining factors that caused inequality in productivity in regional (provincial) level. Theoretical Framework In economic theories, there are many effective factors on TFP. In macro point, the domestic and foreign factors affect the TFP in both regional and national level. The domestic factors include education, health, infrastructure, financial system, and institutional structure, social and environmental ones. The researches in this field conclude that human capital, public investment and infrastructure are determinant factors in inequalities of productivity in both regional and national level. In regional and national level studies, the simultaneous effects of human capital, public infrastructure and physical capital on productivity have not been surveyed.

One strategy for economic development is Achieve desired economic freedom. Several factors have an impact on the economic freedom index, Therefore, it seems achieve to favorable economic freedom depends on an accurate understanding of the determinants and factors affecting economic freedom. The index published in economic freedom of the world measures the degree to which the policies and institutions of countries are supportive of economic freedom. The cornerstones of economic freedom are personal choice, voluntary exchange, freedom to compete, and security of privately owned property. Forty-two variables are used to construct a summary index and to measure the degree of economic freedom in five broad areas: Size of government; legal system and property rights, sound money, freedom to trade internationally, regulation. The cornerstones of economic freedom are (1) personal choice, (2) voluntary exchange coordinated by markets, (3) freedom to enter and compete in markets, and (4) protection of persons and their property from aggression by others. Economic freedom is present when individuals are permitted to choose for themselves and engage in voluntary transactions as long as they do not harm the person or property of others. While individuals have a right to their own time, talents, and resources, they do not have a right to those of others. Thus, individuals do not have a right to take things from others or demand that others provide things for them. The use of violence, theft, fraud, and physical invasions are not permissible in an economically free society, but otherwise, individuals are free to choose, trade, and cooperate with others, and compete as they see fit. To a large degree, the EFW measure is an effort to identify how closely the institutions and policies of a country correspond with the ideal of a limited government, where the government protects property rights and arranges for the provision of a limited set of “public goods” such as national defense and access to money of sound value, but little beyond these core functions. In order to receive a high EFW rating, a country must provide secure protection of privately owned property, even-handed enforcement of contracts, and a stable monetary environment. It also must keep taxes low, refrain from creating barriers to both domestic and international trade, and rely more fully on markets rather than government spending and regulation to allocate goods and resources. In many ways, a country’s EFW summary rating is a measure of how closely its institutions and policies compare with the idealized structure implied by standard textbook analysis of microeconomics. Improvement in Economic Freedom closely related to institutional indicators performance such as Good Governance index. So the aim of this study is an analysis of the Economic Freedom index and examines the impact of good governance on economic freedom index in MENA countries over the period 1996-2010 using exploratory and confirmatory factor analysis.
