    مقصود از «صلح جهانی» وضعیتی است که در آن همه افراد، گروه ها و ملت ها با حفظ کرامت انسانی خود از زندگی همراه با عدالت، امنیت، مدارا و همکاری به عنوان یک «حق» برخوردارند؛ و در تعیین سرنوشت خویش و در راستای حفظ این وضعیت در جهان فعالانه مشارکت می کنند. ایمانوئل کانت، به عنوان پدر لیبرالیسم، از بنیانگذاران تجدد و یکی از موثرترین فیلسوفان دوران مدرن محسوب می شود. نظریه نظام مند صلح کانت بر فلسفه اخلاق و فلسفه عمومی وی تکیه می زند. این در حالی است که نظریات صلح در اندیشه سیاسی اسلامی، در دو بعد فلسفه سیاسی و فقه سیاسی، انسجام چندانی ندارد. در عین حال، به شکل کلی می توان گفت تشابه نظریه صلح در اسلام با نظریه صلح کانت، صوری، و تفاوت های آن ها بنیادین است

    تاثیرات تغییرات اقلیم در دهه های گذشته بسیار بزرگ بوده و توجه به این پدیده موجب انجام اقدامات معمول بین المللی از قبیل برگزاری کنفرانس، تشکیل نهادها و تنظیم اسناد گردیده است. در این بین، کشورهای کمتر توسعه یافته از امکانات کمتری برای مقابله با این تغییرات برخوردار و در نتیجه آسیب پذیر ترند. منطقه آفریقا با توجه به شرایط اقلیمی خاص خود بیشترین آسیب را متحمل شده و هم اکنون بالاترین جمعیت پناهندگان ناشی از خشکسالی، سیل و دیگر تغییرات اقلیم، را دارا است. اگرچه در این قاره حرکتی فزاینده برای حمایت حقوقی از آسیب دیدگان تغییرات اقلیم به ویژه زنان به وجود آمده و در معاهدات منطقه ای نمود یافته است، اما ناهماهنگی میان کشورها و عدم پذیرش مسئولیت از سوی کشورهای توسعه یافته به عنوان اصلی ترین عاملان پدید آمدن تغییرات اقلیم، چالش های جدی را پیش روی حمایت های حقوقی از جمعیت بزرگ آوارگان و پناهندگان ناشی از این تغییرات، بالاخص زنان و کودکان، قرار داده است. از آنجا که حمایت موثر از مهاجران و آوارگان زیست محیطی نیازمند دغدغه و مسئولیت مشترک میان دولت هاست، استناد به اصل «مسئولیت مشترک اما متفاوت» یکی از مهم ترین تکیه گاه های حقوقی در جهت تقسیم مسئولیت بار ناشی از جا به جایی این افراد به شمار می رود.

    انسان ها به منظور دستیابی به صلح و جلوگیری از خشونت به عنوان آرزوی دیرین خود، تاکنون شیوه های مختلفی را آزموده اند که از جمله می توان به تقویت وجدان فردی، قانونگذاری، تاسیس نهادهای مجری قانون، تاسیس نهادهای مدنی و بین المللی اشاره نمود. گرچه توجه به چنین مواردی از اهمیت اساسی برخوردار است و می تواند به کاهش خشونت کمک نماید، اما تاکنون در عرصه عمل هرگز نتوانست به ایجاد صلح پایدار و جلوگیری از تضییع حقوق افراد بشر بیانجامد. در این میان، یکی از شیوه هایی که می تواند به طور قابل توجه ای به کاهش خشونت ها کمک نماید و امروزه تحت تاثیر گسترش فضای جهانی و تعامل میان افراد و ملت ها نیز بیشتر از سوی محافل علمی مورد توجه قرار گرفته است، «گفتگو» می باشد. گفتگو و یا عقلانیت بین الاذهانی با تاکید بر هم زبانی در مقابل عقلانیت ابزاری، زمینه های صلح، تفاهم و قدرت مبتنی بر توافق و اجماع را در مقابل قدرت مبتنی بر سلطه و خشونت فراهم می سازد. آنچه در این مقاله به بررسی آن خواهیم پرداخت، رابطه میان قدرت به عنوان یک امر کلی و دارای شمولیت (که همه حوزه و سطوح فردی و جمعی را در بر می گیرد) با گفتگوست و اینکه چگونه این فرآیند می تواند به ایجاد صلح کمک نماید. در این باره دیدگاه اندیشمندان مختلف را در رابطه با اهمیت و آثار گفتگو مورد تحلیل قرار داده و در نهایت مدلی از قدرت مبتنی بر اجماع و گفتگو را که می تواند به صلح پایدار (چه در عرصه داخلی و چه جهانی) بیانجامد ارائه خواهیم نمود.

    امروزه بی اخلاقی ها و رواج ظلم و فساد از یک طرف و نارضایتی مردمان جهان مبنی بر عدم دستیابی به حقوق طبیعیشان از طرف دیگر، نشانگر وجود مشکلات خاصی در مبانی حقوق بشر و رو به ضعف رفتن ارزش های اخلاقی است. این مقاله در پی آن است تا روند رو به ضعف ارزش های اخلاقی و حقوق بشر در مقام عمل را در فرآیند جهانی شدن و خصوصا تجارت جهانی که امروزه بر تمام فرهنگ ها تاثیرات خاص خود را گذاشته است، نشان دهد. بدین منظور در بخش اول ضمن بررسی مفهوم حقوق بشر، به جایگاه ارزش های اخلاقی در مبانی فکری اعلامیه حقوق بشر پرداخته است. در بخش دوم ضمن تبیین تجارت جهانی، روند رو به ضعف ارزش های اخلاقی را در اقتصاد سرمایه داری نشان داده و در نهایت در بخش سوم ضمن تبیین مبانی حقوق بشر، علل تضعیف ارزش های اخلاقی و رعایت نشدن حقوق بشر در مقام عمل را در مشکل دار بودن مبانی نظری اعلامیه جهانی حقوق بشر از جمله تکیه بر جهان بینی سکولاریستی و اندیشه های اومانیستی دانسته است.

    تحقق الگوی حکمرانی مطلوب، ضمن ارتقاء عدالت از طریق افزایش شفافیت، پاسخگویی و اعمال حاکمیت قانون و نیز تقویت دمکراسی می تواند عامل مهمی در ایجاد و ارتقاء صلحی پایدار محسوب شود. همچنین مشارکت جویی افراد در اداره امور بر اساس بهبود حق رای همگانی، کاهش تبعیض میان افراد در قوانین و مقررات، گسترش سازوکارهای مشورتی، حمایت از سازمان های جامعه مدنی، جلوگیری از برخورد تبعیض آمیز با شهروندان و جبران محرومیت های پیشین گامی موثر در تحقق الگوی حکمرانی مطلوب خواهند بود.
    این شیوه حکمرانی از طریق تقلیل احتمال منازعات، تحدید شدت درگیری های ناشی از آن، ایجاد آمادگی بیشتر برای پذیرش شیوه های مسالمت آمیز رفع اختلافات و همچنین تقویت حس همبستگی جمعی، می تواند موجب کاهش احتمال توسل به خشونت در حل مخاصمات و افزایش میزان همکاری و تعامل میان افراد، گروه ها و دولت ها گردد. این امر خود عاملی تعیین کننده در ایجاد و ارتقاء همزیستی مسالمت آمیز و صلحی پایدار در سطوح ملی، منطقه ای و بین المللی می باشد.

    اصلاح طلبان مذهبی بر این باورند که حق بشر بر حاکمیت منافاتی با آموزه های اسلامی ندارد. چرا که از نگاه آنان خداوند انسان را بر سرنوشت خویش حاکم ساخته و انسان بر همین مبنا قادر به اعمال این حق است. در عین حال اصلاح طلبان اضافه کرده اند که اعمال حق انسان بر حاکمیت باید در چارچوب موازین دینی به انجام رسد. در برابر این نگرش متجددین و اصل گرایان موضع مخالفی گرفته اند. متجددان ورود دین به عرصه حاکمیت را مغایر با اصل برابری انسان ها می دانند و اصل گرایان اعتقاد به حق بشر بر حاکمیت را در تعارض با حقوق الهی دانسته اند. مواضع این دو جریان فکری در واقع دو چالش نظری مهم در برابر نگرش اصلاح طلبان است. بر همین اساس، پرسش این مقاله ناظر بر میزان استحکام نظری دیدگاه اصلاح طلبان در برابر چالش های نظری مذکور است. با لحاظ این پرسش، مبانی فکری اصلاح طلبان با روش تفسیر متون مورد بازخوانی قرار گرفته است و حاصل کار تایید اعتبار این فرضیه است که نگرش اصلاح طلبان مذهبی نه تنها واجد توان تئوریک مورد نیاز برای پاسخگویی به چالش های مطروحه است، بلکه حتی در مقایسه با نگرش های رقیب، از امتیازات تئوریک بیشتری برخوردار است.

    The meaning of "World Peace" is a situation in which all individuals, groups and nations while preserving their human dignity, have a life of justice, security, tolerance and cooperation as a "right"; and participate actively in determining their destiny and maintaining this situation in the world.
    Immanuel Kant, as the father of liberalism, is considered one of the founders of modernity and the most influential philosophers of modern times. The systematic theory of Kantian peace leans on his ethics and general philosophy.
    Whereas, Peace theories in Islamic political thought, in the two political philosophy and political jurisprudence aspects, have no cohesion.
    However, in general it can be said that the similarity between peace theory in Islam and the Kantian peace theory are superficial, and the differences are fundamental.

    In recent decades, paying attention to the subject of Climate Change and its destructive effects on different countries around the world have caused regular activities as holding international conferences, and ratifying some international documents. Developing and non-developed countries have less facilities and infrastructures to protect themselves from climate change effects and are more vulnerable. Moreover, African countries due to their climate conditions are the most vulnerable. Even more, they have the main population of climate refugees. Although an increasing effort in Africa has resulted in more legal protection for victims of climate change especially women as the most volunrable people, and has been appeared in many regional treaties, but inconsistency and denial of responsibilities from developing countries have caused serious challenges for long term legal-protection of environmental refugees and displacements, especially women and children who are the most vulnerable of climate change victims. Since a sufficient protection of these people requires a common concern and responsibility between states, referring to the "common but different responsibility" principle is one of the most important legal pillar for burden sharing of the massive climate – change movements.

    In order to achieve peace and prevent violence as their longtime dream, human beings have tested various ways so far, including the strengthening of individual conscience, legislation, establishment of law enforcement institutions and establishments of international and civil institutions. However, consideration of such cases is essential and can help reduce violence, but in practice it has never been able to build lasting peace and prevent violations of rights of individual beings. Meanwhile, one of the ways that can significantly contribute to reducing violence -and is considered more by scientific circles because of the global atmosphere spread and interaction between people and nations- is “dialogue ".
    What will be discussed in this article is the relationship between power - as a general and widespread matter that includes all individual and … areas and levels- and dialogue, and that how this process can help build peace.
    In this regard the views of different scholars about the importance and impacts of dialogue will be analyzed and finally, a model for power based on consensus and dialogue - that could create lasting peace both domestically and globally - will be presented.

    Today, immoralities and prevalence of injustice and corruption on the one hand, and dissatisfaction of the world people due to not considering their natural rights on the other hand, show that there are certain problems in the foundations of human rights and declining of moral values. This article tries to show a weakening trend for moral values and human rights in practice, in the process of globalization and especially global trade, which today has a major impact on cultures. For this purpose, in the first part, in addition to studying the concept of human rights, the status of moral values in the intellectual foundations of the Declaration of Human Rights would investigated. In the second part, in addition to explaining the global trade, it shows that there is a decline trend in the moral values in the capitalist economy; and finally, in the third part, in addition to explaining the principles of human rights, the reasons for the weakening of moral values and not regarding human rights in practical consideration, recognized as having problems in the theoretical principles of Universal Declaration of Human Rights, including relying on secularist worldview and humanist ideas.

    The realization of good governance, while promoting justice through increased transparency, accountability and the rule of law and strengthening of democracy, can also be considered an important factor in the creation and promotion of a lasting peace. Also the participation of people in administration of matters based on the improvement of universal suffrage, reduction of discrimination in laws and regulations, the development of consultative mechanisms, the support for civil society organizations, preventing discrimination of citizens and compensation for previous deprivations, will be a major step forward in achieving good governance.
    This method of governance, through reducing the likelihood of conflict, limiting the intensity of clashes arising from it, creating further preparation for the adoption of peaceful means of dispute settlements as well as strengthening the sense of collective solidarity, can reduce the likelihood of resorting to violence in conflict resolution and increase the cooperation and interaction between individuals, groups and States; This is a decisive factor in creating and promoting peaceful coexistence and lasting peace at the national, regional and international levels.
