Analysis Importance City Islamic Council in the Spatial Distribution of Political Power from of the Iran with Emphasis on Social Capital Theory
How to exert the political volition and how to distribute the political power inside a political unit or area is one of the most important topics in political geography which is discussed under the topic of political system or ruler system. The present study investigates the spatial distribution of political power from through Islamic Council of the Iran, using qualitative methods and social capital theory. Analyzing the data shows that despite the emphasis of social capital on cooperation, communion, and trust among public institutions and local people, which cause the society become more dynamic and people do their own local affairs, the existence of ambiguous laws and the concentrated administrative system have led to the lack of adequate efficiency in Islamic Councils and also limited their scope of operation and powers. In such circumstances, instead of power distribution in public institutions and to local people, like councils, councilor, and municipalities, all the power is concentrated on the central government, and thus, these public institutions instead of decentralization, provoke more severe centralization of power in the central government. So we can say that, Policy coordination and strategic development for developing cities in the current situation should be done Through collaboration and the use of the following mechanisms: Participation of many urban citizens and stakeholders, including public and private sectors, Formulated and implemented in cooperation possible strategies, the low extent of political issues in policy making, very open borders for citizens and their participation as horizontal consultation, the government limited freedom of action.
