Conceptual Reconstruction of Regional Deterrence Theory and Designing of its Models by the Use of Power Cycle and Network Theories

Abstract:
Deterrence has a long history in international relations. But after the Second World War and by producing weapons of mass destruction (WMD), this theory suggested itself as one of the most important theories in international relations. Classical theory of deterrence is based on the pattern of dominant order and is defined by great powers to maintain power cycle. Meanwhile survival and security of other actors like small powers and also regional powers is depended on that. Due to power constraints, range of strategic actions of these countries remains local and regional; therefore, regional deterrence is their first priority, while classical theory of deterrence doesn’t pay attention to this fact. Accordingly, eliminating the inefficiencies of traditional deterrence theory is the first aim of this Paper. This article is faced with the question that which kinds of models can be considered for such situations and how can we design these models. To answer this question, the paper tries to redefine and design regional deterrence models by using power cycle and network.
