The under-developed countries should overcome the main weak points in attracting and developing the technology and industrial sciences in order to fill the gap between the developed countries and themselves. In spite of the challenges ahead، the under- developed countries in attracting and applying modern technology and sciences، and also considering the marked role of the business in continuation of the economic existence of a country، it is necessary to prepare their reconstruction background and make them ready for entering to the world economy based on market mechanisms، universal free competence and business. Certainly، for stability and making the opportunity to play the role of the institution in the arena of global full competence، it is necessary to create and preserve the readiness for facing the new situation and using the opportunities and reducing the threats. Otherwise، the organization can not enjoy the competence benefit and cannot prepare them to compete for the characteristics such as quality، price، product variety، technology and ….
