The Restrictions of Soft Power in International Politics

The phenomenon of soft power is one of the concepts that currently dominant in international system. The writer believes that although soft power tries to have a role in dynamism of power and policy, but because it is a cultural-social power and is related to informal area of policy, cannot by itself and without using hard coercive power and to be effective in international system. In order to go out of this situation, there is a need to create a new conceptualization that could present a novel view. This new approach, is an intelligent power which is a combination of a potential soft power and a coercive hard power.
