A RESEARCH ON THE KEY SUCCESS FACTORS OF URBAN TRAFFIC IN TEHRAN METROPOLIS-WITH THE CONCEPT OF Rules, Regulations and Organization's Interaction

In this Article, six key factors which grant success in achiving the goals of a human-based, strategic metropolitan development plan of Tehran metropolis with the concept of urban traffic management has been discussed.The key point is that ignoring these factors could deteriorate urban development indexes, influense human life and cause major damages to sustainable developement. A survey was done to find causes based on major traffic expert's opinions. The best practices available in literature have been reviewed and four key success factors have been found as objective problems, structural problems, environmental and social problems, behaivioral problems, and finally, ignoring principals of urban development whitch is known as a subcategory of behaivioral problems. Based on the outcomes, effect of environmental and social problems such as those related to developing social knowledge and culture in the related items in the field of traffic on fulfillment of goals has been proved. The research helps urban strategists with taking a better role to tackle traffic problems based on human points of view.
