Strategic Planning of Civil Persistent Transportation in Metropolises of Iran (Case Study: City of Mashhad)

Nowadays، one of the most important challenges of the Iranian metropolitan areas is the problem of city’s interior transportation. Beside the recurrence of common investment in society’s infrastructure، lack of strategic planning for transportation of the city، causes disharmony and maladjustment of these systems and may result in numerous problems in sub-systems connections. Transportation control can be the most significant apprehension in management of The City of Mashhad. In the same issue، provision and development of persistent transportation can be an effective tool in leading city development، environment forming and promotion of city’s living quality. In this study، data collection procedure based on library and field studies (interviews and questionnaires) was done. At first، strengths and weaknesses، opportunities and threatens of the city’s persistent transportation were determined and then، they were analyzed using SWOT model. Finally، represented strategies were prioritized by exploitation of city planning quantitative matrices. The findings of this study prove that the end strategy in the development of persistent transportation of Mashhad metropolis is an aggressive strategy that is based on reinforcement of strengths and exploitation of opportunities.
