The role and importance of human resource management on the performance of employees in disaster management cycle (Case study: West Azerbaijan of Red Crescent Society)

Abstract:
Background
Crisis management arises when talking about crisis and disasters. How employees and officials of relevant departments react before، during and after the disasters; what approaches adopt to crisis management and how the strategic management initiatives are in the area of human resources. However، there has not been considerable attention in the involved organs in accidents and disasters in Iran. Thus، it requires careful planning and effective measures to meet challenges and improve the current situation. The present study aims to answer how human resource management affects on the performance of employees in disaster management cycle.
Methods
In this applied، cross correctional study، all employees of west Azerbaijan Red Crescent society (269) were studied in 17 branches and 159 selected by using Cochran formula. Data were analyzed by using SPSS، Kruskal-Wallis، Kendall''s Tau (tau-b and tau-c) and one-way variance analysis.
Findings
The results show that human resources management affects on different aspects of personnel in disaster management cycle such as the employees’ performance، preparedness، better accountability and reducing life and financial losses and damages.
Conclusion
According to the findings، people who introduce items such as expertise and interest in the job as the basis of their performance had a better response in crisis management cycle. In addition، it recommends to the authorities to hold conferences and workshops about the importance of human resources before، during and after crisis and disasters in order to converge the opinions and expectations of employees and also to prevent gaps between expectations and approaches of organizations involved in disasters (employees) towards the criteria of increasing planning efficiency.
