" Pioneer Culture" in the Body of Policy and Metropolis

Metropolis is considered a ground in favor policy making as well as an atmosphere towards the exertion of power on the basis of the beliefs and cultural foundations being the favorites of policy makers. Policy making in the three local, regional and national levels resembling the manifestation of the exertion and distribution of power is fulfilled in an atmosphere on the basis of culture dominant on the relationships of people as well as the social- political system. Culture as the foundation of public atmosphere will be affective on the policy and city; moreover the policy making of public atmosphere will be identified on the basis of infrastructural culture. This writing investigates the “pioneer culture” as the foundation of policy making of public atmosphere and studies it in the position of the base of policy making as well as the spirit and body of the city and political occasions. Besides considering the relationships of city, culture, policy making and security, it inspects the theory of pioneer culture being observant of the tangible and crystallized dimensions of culture in four levels of qualification, necessity, unyielding emotions, and common sense in the body of policy making within the metropolitan atmosphere.
