Compiling a Policymaking Model for Cyberspace in Iran

In this research according to methodology of Grounded Theory 30 experts including Professors and experts has been interviewed. The conceptual model has been developed during three steps of GT and the result as is shown in this research includes all phase of policy cycle such as formation, implementation and evaluation. The aspects of theory according to GT should be related together by the systematic approach so that this research applies System Development Life Cycle (SDLC) to prove correct relations between theory aspects. To evaluate the conceptual model and to test its validity, the method of taking the experts, opinion has been utilized having obtained the ideas and collected the data. The validation of theory has been tested by common factors introduced by GT as well. The results of this examination poses that the majority of participants agree with theory and conceptual model.
