Crime Scene Investigation, Safekeeping Chain and the Role of Perceptions Distribution in them

Abstract:
Acquiring authoritative evidence from crime scene is subjected to some rules and regulations more than that of forensic, technological and experiential sciences that propose. Unfortunately this is not observed in our country. Among these regulations is the principle of respecting safekeeping chain in collecting evidence from crime scene that monitors the process of recording, safekeeping, control, transfer, analysis, and changing all kinds of physical and electronic evidence. Crime scene investigators are supposed to conduct their work in an inductive manner, because any sense in which they are interpreting the scene could be construed as a potential for bias in the investigation. At the same time, there is a special place for perceptions distribution in this process. It means that each step of this process should be documented and conclusions drawn in such a way as to avoid potential bias. This should be done to avoid the separation of the communication and interaction among individuals due to deficiency or the lack of information. To achieve this objective, modern equipment and technologies have been invented and used in the developed countries. The obtained information from crime scene that is converted to digital data can be combined to the best deduction. In this study we are trying to analyze the rules governing the process of crime scene investigation considering the defects of these rules in Iran and make some practical suggestion.
