The Investigation of the Effect of the Administrative System Policy Announced by the Supreme Leader in the Development of Border Organizational Culture "the Process in the Accomplishment of the Iran Vision 1404 Notified by the Supreme Leader"

Background And Objective
the general policies of administrative system of the country have been notified by the supreme leader and these policies are moving towards fundamental change in economic, social, cultural, political, and security structures for the fulfillment 20-year prospect of Islamic Republic of Iran in the 1404 vision. Investigation and Evaluation of the administrative record in I.R.I Police confirms that the police often lack practical regulations for the implementation of the above measures. This study aimed to evaluate the impact of communicated policies of administrative system on the development of border organizational culture and to answer the question (Do the policies of administrative system have any effect on the development of the border organizational culture?).
Method
this study has been conducted in descriptive-analytic method. The data collection instruments were library studies and questionnaires. The statistical population consists of all of 50 members of I.R.I central border guard managers and commanders in bachelor’s degrees and higher than rank 17. To collect the required data, two 26-item questionnaires have been used. The first questionnaire was related to the amount of attention and emphasis on running the policies of administrative system and the second questionnaire was related to the effectiveness of the administrative system policies in the organizational culture with the five-option Likert Scale. The data were analyzed using SPSS software. To assess the face and content validity and applicability of the questionnaire questions, topics and objectives of the study were confirmed by experts and the reliability of the questionnaire was also endorsed.Findings and
Results
the findings of the study indicate that:a) A comparison of the degree of emphasis on communicated policies and their final effect shows that the mean of the degree of emphasis on communicated policies is less than the degree of final effect of communicated policies. Also, individually, the rates of the degree of the emphasis on the administrative system policies are less than that of the degree of the effect of administrative system policies.b) The communicated administrative system policies are effective in the I.R.I border guard organizational culture development and the main hypothesis is confirmed.c) The secondary research hypotheses (justice-based policy - the knowledge and skill-based policy - religion-based administration system policy – organization centrality of efficient administrative system policy – the centrality of the client (reverence) system policies – the centrality of development measures policy) are effective in I.R.I border guard organizational culture development. Therefore, the research secondary hypotheses are also confirmed.
