Formation of Qazvin's First Town Council in the Constitutional Era

Iran’s constitutional revolution paved the way for the formation of democratic institutes, one of which being the municipality (Baladiyeh) assembly. The enactment of the municipality law in the parliament of the National Assembly provided the conditions for the formation of municipality assemblies in different cities. This institute was established in the city of Qazvin during the first parliament of the National Assembly. There is no noteworthy information about the formation of the Qazvin municipality assembly in research resources and what is available is associated with conjecture and uncertainty. The present study is based on primary resources and documents to explore the manner in which the Qazvin municipality assembly was formed.
