Poliheuristic Decision Making Model and Analysis of Turkey's Foreign Policy (Case Study of the Justice and Development Government)

Abstract:
Islamists coming to power in Turkey in 2002 has changed turkey's foreign policy discourse and behavior fundamentally. Decision makers of Turkish foreign policy in the shadow of a pragmatic and multilateral foreign policy for achieving national, regional and international goals; have benefited different alternatives and positional orientations. This paper, focused on the theoretical analysis of Turkish foreign policy during the administration of justice and development party, and has attempted to analyze the literature of Turkish foreign policy after the Cold War and offers the AKP government leaders foreign policy decision-making model. Accordingly, this article with the use of qualitative research methods is seeking to answer this question that, how can analyze Turkish foreign policy in the framework of Poliheuristic decisionmaking model? Because the academic studies in this area have used less theoretical modeling and much more descriptive studies; present research, in order to answer the question, provided the modeling of AKP decision making based on Poliheuristic theory. Finally, Different alternatives of ruling party's foreign policy in various aspects of economic, domestic politics, cultural and ideological, military and strategic, will be examined.
