International Security in the Third Millennium and Charter's Challenges to Address New Threats (Changing conditions and the balance of power)

In the first decade of the third millennium, international security system was faced with some challenges causing dramatic changes in the elements of former security system. But after the founding of the United Nations, the UN’s Charter (which in fact was responsible for managing global security challenges) seemed to be ineffective in dealing with those challenges, and has been in the state of disbelief and uncertainty. International terrorism and preemptive self defense, due to desire of the superior state, were highlighted as the most important of these challenges. The continuation of preemptive self- defense with pursuing targeted killings policy of members and leaders of terrorist groups, by using US drones, in the territory of other countries, continued to ignore the UN Charter. Ignoring the Charter spread to other countries as we witnessed France’s military operations in Mali. This study shows that the current text of the UN Charter is not able to manage and counter many new security challenges. These challenges became so deep and have convinced some extremist factions that the UN Charter is virtually a dead treaty and an ancient document." This paper proposes to deal with this problem, by using the formula "control the power by legitimizing it".
