Optimization Performance Evaluation of Physical Education Offices in Universities Compound Synthetic Approachment EFQM, BSC & DEA

Abstract:
resent research aims to optimize evaluation of sport department in universities using a combined model by BSC,EFQM and DEA. In specifying key indicators and their position in BSC dimension stage, statistical universe includes all experts in evaluation of sport departments(i.e. university professors, sport directors and evaluators)so that25persons were selected as sample size in targeted form based on work experiences and education level.In model execution stage, statistical universe also includes all sport and extracurricular departments of universities that, based on DEA method 3(input criteriaꋫ榺 criteria),from all sport and extracurricular departments, 21 universities were specified as sample size. Present research is descriptive-analytical typed and has been conducted in field method. In this investigation, descriptive and inferential statistic (T,Kolmogorov-Smirnov,Kendall coefficient,Kruskal-Wallis and Pearson)and research method in operation(DEA)was used. In terms of the17experts and15univercity that fully completed questionnaires were used in data analysis.The Research tool was a researcher made questionnaire whose face and content validities were approved by a group of lecturers and their validities by Chronbach’s Alpha coefficient(α=78%).Following two steps of Delphi implementation,the scholars came to an agreement(W=0.703) putting a number of 13elements with61criteria in the four main perspectives of Balanced Score Card.In the next stage, BCC modified output based model was used in order to measure quantitatively performance of sport departments.Based on the results from the model execution from15sport departments participating in the research,10departments were efficient and inefficient. Also,8departments had increasing return to scale while7departments were with decreasing return to scale. Presenting a virtual pattern to reach inefficient departments to efficacy level was another finding of present research. Combination of EFQM, BSC and DEA models as the presented model in this research could help to analyze information in order to determine future strategies of departments by identifying performance weaknesses in each dimension of BSC, in addition to reevaluation on current method.
