Ana Site Selection of Multipurpose Urban Shelters Using Geographic Information Systems (Case Study: Region 1 of Tehran Municipality)

One of the fundamental passive defense measures to reduce the vulnerability of life is construction of multipurpose shelters so people can take refuge in them during enemy attacks. Therefore, proper site selection of these shelters which needs scientific principles and specific technical considerations has high importance. In this research, based on threats of missile attacks and air bombardments and the need to build multipurpose shelters for dynamic population, 15 main criteria affecting the site selection of the multipurpose shelters are recognized and using the analytical hierarchical process (AHP) are weighted. In the next step, after providing digital maps for effective criteria, site selection of the shelters is done based on a systematic process implemented in ArcGIS geographic information system. Based on the results obtained in the region 1 of Tehran municipality, 208 sites have appropriate and very appropriate competencies to build multipurpose shelters.
