The use of project risk management knowledge to develop strategies to improve urban public-private partnership projects (Case study: PPP projects of Mashhad Municipality)

Municipalities as the most important institution in charge of urban management, the task of providing infrastructure and improving the living conditions of the citizens are responsible. Achieving these goals with limited income and resources, and unsustainable municipalities is not possible. One of the ways that public-private participation in urban development plans and projects. In this regard, Mashhad Municipality from 1380 to define PPP projects, but no action despite the presence of private sector in the project low participation in both the volume of investment and the number of PPP projects, is evident. In this study, in order to provide strategies to increase private sector participation in PPP projects in Mashhad is through the identification of project risks. Methods cross-sectional study, the population included all investors PPP projects Mashhad Municipality until the spring of 2013 which contains 23 natural person or company that is investment. Economic Department of the Municipality of Mashhad data collection project through documents and field observations and identifying risks taken by investor's questionnaire. The model used for risk identification projects in developing countries and provide a model project risk management strategy using SWOT technique is performed. 9 risk group studied two groups of legal and social risks due to the lack of significant chi-square test, excluded And indicators as well as other risk groups according to the level of risk that have created Four factors are placed in a SWOT matrix and corresponding strategies in all 4 modes SWOT matrix, based on the factors specified.
