The role of management information systems in innovation in public services (case study: the offices of police service + 10)

Abstract:
Management information systems are among the most important effective factors on the advancements and remarkable transformations in today’s changing environment. In such a changing environment, organizations try to design and use more comprehensive management information systems in order to make use of their innovation capabilities and create sustainable competitive advantage. In this study, we investigate the role of management information systems in innovation in the offices of police service 10 (reflected in the effectiveness of management information systems), competing values framework of which is defined operationally. The competing values framework integrates four major management models to measure the effectiveness of the information systems: open systems model, human relations model, internal goal model and rational model. Using a sample of 186 staff at the offices of police service 10 in Tehran province, the structural model has been designed and estimated by partial least squares regression analysis. The findings show that the human relations component of the competing values framework, characterized by interpersonal relations, collective decision making, team work and personalization, is the most important predictor of innovation in public services. Moreover, the dimension of rational model of the effectiveness of the management information systems based on optimization has an indirect effect on human relations through the elements of open systems and internal process. The other two components of the effective of management information systems (i.e. open systems and internal process) have indirect relationship with task innovation through the dimension of human relations.
