The difference governorship despite the normative similarity and the tendency of constitutions to unity

Governorship is pure politic power that in different societies create a relationship of authority between the rulers and the ruled and to achieve through government seems to realize.
Every state has motifs that the most important are Structural, norm and behavior and they are existing in every state exclusive of category of political regime. The Structures are existential foundation of states and governments are ductility on the basis of them and norms are rules of activism to achieve the objectives of the structure and behavior of the rulers should be based on the accepted that the most important norm of state is constitutions. One of the characteristics of modern constitutions is similarity in general and the principles and norms of seasons that go along similarity in norms but with this consistency difference in ruling is apparent in states. In this article, we want explores and emergence the reasons of these differences.
