The role of increased press security in multicultural societies

For structural reasons, in most historical times, Iran has been facing with powerful, focused and authoritarian states, in other words a majority government, and pursuing plans of these governments also not only did not increase the security factor, but also it has also prevented the country from achieving endogenous development.
Because without participation in public life, achieving high goals such as development and security is not fundamentally possible, therefore, the main function of high-end institutions, such as mass media, is helping to formulate collective interests, feeling of power and ability to reform and change social relations, and fair and understanding these relationships with the aim of increasing the level of the security rule.
In between, without the fundamental authority of the state being damaged, some of the powers and responsibilities of the citizens can be left to their elected deputies. For governments, it must be made clear that increasing the social participation of citizens in the form of professional groups and voluntary associations, is not necessarily in opposition to government policy. These groups are not only opposed to those social groups dominated by power and specifically called the state, but also the government can only exist when there are these groups.
In this regard, local press as one of the foundations and tools of cultural development, are able to play a significant role. These journals given the geographical extent of the country and addressing the culture and history of various regions, faces and prominent personalities or fixing existing deficiencies by filling central press's information gaps, can contribute the cultural growth of the country's press.
This press, in addition to promoting cultural issues, has also brought economic benefits to the region and has provided employment for some of the talented people. they can also raised the issues of these areas throughout the country by covering different parts of a province and collecting and sending different news and information, thus with the action of the country's authorities, preventing the security of political and social issues.
