Comparing the Volume Mixing Parameters and Strength and Developing of Road Intelligent Transportation Systems in Iran with the Use of the Strategic Planning Model

Abstract:
Road traffic problems in Iran, especially in terms of road traffic accidents are of great concern. One of the solutions for network control and management of rural roads and overcome existing problems is the application of intelligent transport systems. In this study using strategic planning metdology and development of the intelligent transportation systems strategy is specified using the PIP model (Perfomance Improvement Program) and through using the executive plan development of intelligent transport systems is provided. The SWOT method (Strengths, Weaknesses, opportunities & Threats) was used to determine strategies. Then, in order to prioritize the strategies, analytic hierarchy Process method (AHP) and QSPM methods used and results obtained were compared using Spearman coefficient. The results of this research showed that country is in weak position in with domestic agents and and is in the middle class with foreign agents. Therefore, the development of intelligent system in the country should increase supervision safety.
