Designing the Human Resources Management Model for Iran Public Sector with Socio - Eco - Technical Approach

Abstract:
Low performance of human resource specifically in Iran public sector has been one of the challenges of managers in this sector. In this paper has been tried to design a human resources management (HRM) model for public sector with using socio- technical theory. Human assets of organization considered as human capital, social assets considered as social capital and ecological assets considered as eco capital of organization. Based on socio-eco thecnical approach, optimization of all of the capital is not possible and organizations should gain an optional composition of them with the purpose of gainig maximizing human resource performance. For this purpose an experts group (that selected from snow ball sampling) was asked to identify the importance of each capital indexes in HRM system practices. Obtained data from experts group was analyzed with linier programming method using zero-one technic. Finally, the optimal model was compared with civil services law, and some recommendations were presented.
