Investigating the Indicators Affecting Manpower Management in Strategic Naval Floating Units

Abstract:
In recent decades, the importance and role of the sea in societies’ development programs has been explicitly and scientifically addressed to all the influential factors in achieving the strategic objectives of marine organizations. The main objective of this research is to identify the effective indicators on human resources management in Naval vessels, which, in the specific conditions governing the work environment in the sea, managers are associated with human resources. This research was applied in terms of the purpose and in order to achieve the ultimate goal of the exploratory blended research method - the phenomenological model-used in two independent qualitative and quantitative steps. In the qualitative stage, interviews were used for collecting data. Using a purposeful judging sampling method, the interviewees were selected from among experienced commanders and officers. The results of the interviews led to the identification of common components as effective indicators on human resource management in Naval vessels. Then, by Delphi questionnaire distribution among experts and elite the indicators have been confirmed and prioritized. In the quantitative phase, using the results of a researcher-made questionnaire (which is based on qualitative research findings) and its distribution among commanders and senior officers of Naval vessels, the challenges of this field were identified and explained that are: hard work, salary and benefits, psychological pressure, sailing time, high managerial responsibility, high risk-taking, difficulty in replacing skilled labor, combining work and personal life, and the need for continuous education and changing society conditions. What is certain, the results of this study could help commanders and officers of the ships and the chief executives of this field in the analysis of employee performance and human resource planning
