Study the needs, problems and effective strategies of using the elites of the country

Elite human resources play a crucial role in various national areas. The aim of this study is assess the needs, barriers and proposed solutions from the perspective of the elites, and takeing steps to optimize the management of elite human resources. The society is included all elite at the National Elite Foundation, with 14,800 people. The purposeful sampling method of maximum variation is used. Of the nine groups of elites, a total of 55 people were included in the sample group. Data were collected by semi-structured interviews. The findings for each of the nine groups of elites in three distinct parts: Needs; Chalenges, and Solutions were analyzed by Corbin and Strauss Color coded method. Categories for each section are expressed in terms of the frequency of each category is presented, which indicates its importance. Number of needs, barriers and problems by nine group of elits are common to many elits, and demanding special attention, Including: "employment commensurate with the capabilities, facilitate continue postgraduate education, the administrative bureaucracy, and lack of justification of universities and other related organizations regarding elits, problems of facilities provided by the elit foundation, and ignoring the elits in field of humanities."
