Investigating the human resources empowerments associated with e-government interoperability maturity

Any change in the organization requires the acceptance and acquisition of the necessary skills from the human resources of that organization. E-government interoperability is one of the new topics in today's organizations that refers to the concept of collaborative collaboration between organizations. This paper seeks to assess the human resources capabilities of organizations in the various stages of maturity of e-government interoperability. Sampling in this research is non-random and purposive and a sample of 16 experts is selected through the criteria of education, professional experience and written works. This research is a mixed method research that in the first stage, through qualitative analysis, the maturity stages of interoperability and human resource empowerments associated with each stage were determined. Then, in the qualitative stage, using the fuzzy Delphi technique, the items confirmed by the experts were confirmed. The results of this research, indicate that the empowerments of human resources in the early stages of maturity of the interoperability are mainly technical, and as the interoperability maturity progresses, these empowerments become more complex and include human and conceptual skills.
