Components of Human Resource Development of Small and Medium Enterprise (SMEs) to Improving Their performance

The purpose of this study was to investigate the key factors of human resource development in order to improve the performance of SMEs in three dimensions of behavioral, structural and context.based on quantitative and qualitative methodology. In the qualitative phase, by reviewing the literature and the background of research and commentary with experts , the components of three dimensions of behavior was extracted, after that by forming a panel of Delphi consisting of 25 experts and the implementation of four phases of the Delphi fan, The final components were identified, and in quantitative phase 375 SME managers were selected based on the Morgan table that the research sample was upgraded to 400 to increase the credibility of the data. Sampling was carried out using cluster sampling method. The research model designed with 74 markers in 12 latent variables to achieve three independent .The results of structural analysis showed that three dimensions of behavioral, structural and context have a significant role in the development of human resources of SMEs. Therefore, it can be concluded that human resource development has led to increased knowledge and skills, improved attitudes and motivation of employees, so that increased financial and operational performance of SMEs.
