Analysis of the role of cultural factors on the development strategies of Qazvin city

Culture and cultural functions are among the factors influencing the development and evolution of urban spaces, so that without knowing the culture of individuals, the study of how and why urban development will be meaningless. The city of Qazvin is considered as a model of Islamic city with urban planning in Isfahan. Therefore, the present study is aimed at identifying and analyzing the strengths and weaknesses, opportunities and cultural threats affecting the development of Qazvin city. The purpose of this research is applied and its research method is descriptive-analytical. For collecting data and information, documents and library studies and field studies are used and, finally, analysis of findings are based on SWOT analysis of strategic factors. The statistical population of the study consists of all employees and experts of Municipality and City Council of Qazvin which by Using a snowball sampling method, 30 experts have been selected. The results of this research indicate that cultural factors of Qazvin city with 12 factors as weaknesses, as well as 10 strength factors, while 12 factors as threats and 9 factors of opportunity, are not in desirable condition and with regard to the final score of evaluation of The internal cultural factors of Qazvin city development are given: 229/2, and the final score of the evaluation of foreign cultural factors in the city of Qazvin is 290.3. Thus, defense strategies such as promotion of social capital of citizens such as awareness, trust and their participation in the development of the culture plans must be put in the top priority of planning.
