Academic Diplomacy in Europe: France, Germany and UK

It is Important to know the place of universities and higher education capacities as the arm of foreign policy and its role in positive image of the state. This function is called academic diplomacy. It can be said that for countries such as Iran, which have a significant capacity in academia and science, this issue is important and the need for serious consideration is there. Considering the global experiences in using higher education capacity in the field of cultural diplomacy and policy in this regard can help to move the path faster. One of the most significant and successful areas in this continent is Europe. Through cultural diplomacy programs such as student exchanges and scholarships, international educational projects for foreign visitors, speech programs, visits to journalists, the development of English, French and German, and the European Union, especially the United Kingdom, France And Germany are moving their values and ethics. In this context, the European Union has two main advantages: one having international languages and another, the quality of the higher education system. The latest figures from the UN Educational, Scientific and Cultural Organization (UNESCO) indicate that the continent is one of the main goals of the world's students. This paper seeks to answer the question of how the European Union in general, and how do the British, French and German countries use higher education capacities to increase their soft power? Our hypothesis is that Europe has been able to enjoy one of the largest educational exchanges around the world, using its academic tools and academic appetite, and, by transferring its values to academics, has increased its soft power.
