Investigating the Role, Authority, and Police Conduct in Special Procedures for Juvenile and Adolescents

The status of children and adolescents in Iran, which accounts for more than 30.8% of the total population of the country, is a unique situation in terms of their fundamental differences with adults; for this purpose, in domestic law and international law, scientific-applied criteria are defined to allow politicians and officials in charge of juvenile justice, including the police, to undertake extra actions. Without resorting to differential criminal policy, and with the general mechanisms of adult justice, which is based more on pure criminal policy, we are not able to control children and adolescents in conflict with the law so that they reintegrate them into society. In the meantime, police have the most contact with children and adolescents. In this research, efforts have been made to achieve the status, role, authority, and standards of behavior of the police in the special case for children and adolescents, in a way that internal rules and regulations and their adjustment with international law was reviewed on the basis of mutual understanding and dialogue with elites and experts and police professionals in the field of juveniles. The present study was conducted using a descriptive survey method. The statistical population of the study was a superior sample of 150 children and adolescents police. It was conducted with 28 pivot questions and assessing the status quo of the implementation of these rules and regulations by the police and analyzing the strengths and weaknesses using the T-Student test to better and more accurately enforce Article 53 of the Children's Crimes Enforcement Act, namely the creation of juvenile police.Findings and The results of data analysis and each of the sub-questions of the research, namely, the implementation of internal rules and regulations, behavioral criteria, processes and mechanisms of investigation and measures, strategies, and scientific and practical policies had some weaknesses and insufficient satisfaction, and the only the components of police training and skills were significant and adequate. Finally, the results indicate that the answer to the main question of the research, namely, the role, authority and conduct of the police in the context of the special juvenile justice system within the framework of domestic laws and regulations was sufficient
