Conciliar Velayat and leadership

The aim of this study was to investigate the feasibility of management and “Conciliar Province”. The attitude of this study was descriptive – analytic, and study of history,  jurisprudence of province and conciliar management indicated that because of the revival of Islam and religious and moral values have entered the realm of public province and leadership and political management of the society , and Perhaps in the future the necessity of forming a leadership council is inevitable because of the lack of qualified leadership, so having the authority and duties of leadership to a council does not have legitimacy, but in the case of necessity it is necessary to take action. Hence it is necessary to consider a mechanism that would reduce the negative effects of conciliar management in case of necessity and formation of the leadership council and in the same specific conditions, the capacity of the council was properly used.
