TQM philosophy Readout in Public Organizations
The present article aims to read out philosophy of TQM in Public Organizations. In this article, the author attempts to read out philosophy of TQM by studying fundamentals of quality science and resorting to personal experience of attending many Public company and organizations in the Iran. The author has observed in many public companies that their orientation towards the quality movement is merely a rash and symbolic move, and that most public companies are striving to obtain quality certifications, rather than focusing on the fundamental principles of quality, and in particular the TQM philosophy; they welcome quality movement only through poor policymaking and economic aspects. A careful study of most public companies in the Iran reveals that many of them have never considered the principles and dimensions of TQM philosophy as the main precondition for establishing new management systems. Therefore it can be claimed that the main cause of inefficiency is that TQM is not implemented. Hence, the author of this paper has attempted to explain this issue in order to increase the understanding and improve perception of managers and experts of the systems and methods analysis department.
