Ranking Urban Areas for Locating Safe Spaces based on Crisis Management and Passive Defense Criteria Using Vikor Model; Case Study: Ahwaz Metropolis
Cities are vulnerable places in times of natural and man-made crises because of their human, social and economic capital. Crisis management and passive defense topics provide guidelines and criteria with a view to identifying the vulnerabilities and how to reduce and manage them. One of the solutions to consider is to find the right location for each other at the city level.The history of the imposed war, the flood and earthquake disasters in recent years are a strong reminder of the lack of focus on crisis management and passive defense. Therefore, the present study, considering the indices associated with these two topics in Ahwazmetropolis, has determined the ranking of eight urban areas. This study is applied in terms purpose and descriptive-analytical in terms of methodology. How to collect data is the use of existing library studies and statistics that have been analyzed using the multicriteria decision making method, VIKOR modeling andShannon Entropy weighting in EXCEL software. GIS software was also used to graphically represent S, R and Q indices.Finally, according to the analysis, zones 3, 1 and 8 were considered as the most suitable areas for urban safe spaces construction and zones 5 were considered as the most inappropriate.
