Development an Architecture Framework for Science, Technology and Innovation In order to Achieve Scientific Authority

Achieving scientific authority as a demonstration and infrastructure for the realization of modern Islamic civilization over the next 40 to 50 years requires a transparent, coherent, comprehensive and macro plan, based on the possible desirable image.Development of architecture framework of STI is the first and most urgent step in this direction, ensures coherence in achieving scientific authority and avoids strategic negligence. The present research is applied-development based on Purpose, and in terms of method is descriptive and survey. The tools and method for collecting data are in two parts of literature review the field by interviewing the experts, collective wisdom and the questionnaire based on Delphi method. The aim of this research is to develop a framework for STI in order to achieve scientific authority, while presenting an architecture in the basis of possible desirable image, foundation of value and directional pillars. It also introduces the roles, atributies, structure and link between the components and structure of the STI system as architecture framework viewpoints. This framework can be used as a reference for the architecture of STI or similar systems and its subsets. The results of this research indicate that imaging is the most important category in the architecture framework of STI, in which the impact of the ideals of scientific authority on the society observed, the fundamental scientific evolution will happen and the universal authority, inspiration and national security of Iran through its scientific power will be at its highest level.
