Identifying of qualitative imprivment Components of staff training and Development Quality (Case: The ministry of health and education)

Abstract:
Introduction

Training and development human resources can lead to the survival of an organization and the achievement of competitive advantages. Qualitative implementation of training and development and adequate to the circumstances of 2 each organization increases the efficiency of employees and organizations. The purpose of this research is to provide a model for improving the quality of education and improvement of the staff of the headquarters of the Ministry of Health and Medical Education.

Methodology

The research was applied and qualitative. The statistical population consisted of employees of the headquarters of the Ministry of Health and Medical Education, which were selected by Snowball that is a targeted method in qualitative research sampling and theoretical saturation principle. In this study, semi-structured interview tool was used to collect data. Interview with different persons, include of training unit staff , training and development specialists, experts with planning and executive backgrounds and experts in the field of training and human resource development indicate the validity of the interview. Qalitative validation methods was used. Grounded theory was used to analyze the research data.

Finding

The data was gathered through three stages of open coding, axial coding and selective coding, representing 81 general categories. In the framework of a paradigmatic model, including: the causative conditions (culture requires training, organizational commitment, motivational factors and appropriate communication), the radial phenomenon (qualitative of training and development), Strategies( future plans of the organization, creating a career path, strategy of organizational- group learning, using existing capacities and applying the qualitative training process), intervening conditions (Organizational factors, human factors and inadequate teaching management), context factors( standardization of education, existing resources, organizational culture and organizational climate, organizational management training) and outcomes(organizational factors, human factors); Were identified.
