A Staff Commitment Framework in the Public Sector of Iran
In the new business environment, employee commitment is the philosophy of management and leadership. Its components are flexibility, teamwork, employee participation in decision making, etc. The purpose of this study is to design a model for employee commitment in the public sector of Iran.
The research is combined in terms of type, descriptive and study method, and in terms of method, survey and in terms of purpose, development-applied. Components of adherence were counted by two methods of documentary and field study and the required information was collected by Delphi technique and interview. The statistical population consisted of human resource managers and management experts. Purposeful sampling method and 17 people were selected by snowball sampling method. With the help of Delphi fan, a questionnaire consisting of 60 indicators was designed for adherence. Cronbach's alpha was obtained with a value of 0.954, which indicates high reliability and internal consistency, and Kendall coefficient, equal to 0.759, indicates consensus among elite members in two consecutive rounds. 22PSPSS statistical software and Smart PLS structural equations were used to analyze the findings and design the model.
Four adherence methods with the titles of camaraderie, professionalism, competitiveness and hierarchy were introduced and designed based on the value framework.
Based on the findings, it was found that managers who paid attention to the indicators of teamwork, relationships between people and the development of employee capabilities, the method of friendship commitment; Managers who focus on future issues, innovation and improvement through professional commitment; Those who care about competing and delivering quality products and employee motivation use hierarchical adherence methods and managers who prioritize processes, coordination and formalization use hierarchical adherence methods.
