Corona pandemic: World Health Security and Cooperation of State and Non-State Actors
Covid 19 has been discussed by various scholars and researchers as regards the field of specialty. The mainstream in political studies and international relations with a pessimistic view and emphasis on the theory of realism has highlighted the role of the states in the fight against Corona, self-help, emphasis on territorial boundaries, nationalism, competition between states, particularly between superpowers (The conflict between the United States and China). Meanwhile, an issue which has less been heeded is the concept of "cooperation" between actors at various international levels and arenas. The international community now deems the Corona pandemic as a soft threat to world peace and security which requires the cooperation and joint efforts between different actors in the field of international relations. This article deals with the process of securitizing the corona and countering this threat through various types of cooperation between different actors with an emphasis on the theory of liberalism and the concept of human security. The question that this study seeks to answer is: What are the factors that create cooperation between various state and non-state actors in international relations? This research hypothesizes the turning of Coronavirus into a global threat, the consequences and inability of national governments for containing it, and the continued functioning of international institutions and regimes after hegemony which have led to cooperation between state and non-state actors in international relations, and it seeks to prove it with analytic-delineative method.
